Antecedentes
The UNODC Maritime Crime Programme (MCP) continues to support the criminal justice systems of states in the Horn of Africa and Indian Ocean region prosecuting suspected pirates arrested by their own law enforcement authorities or transferred from the authorities of other states. This is in line with the UN Convention on the Law of the Sea (UNCLOS) and customary international law allowing every state to arrest pirates on the high seas and prosecute them. In addition, UN Security Council (SC) Resolution 1816 (2008) allows foreign ships to take actions within the territorial waters of Somalia to repress piracy and armed robbery against ships. In series of Resolutions since 2008, the UNSC has commended the ongoing work of UNODC, and others, in implementing and supporting counter-piracy programming, and has required UNODC to continue expanding its work in this field. In recent years the Global Maritime Crime Programme (GMCP), portfolio has evolved to tackle a much wider spectrum of maritime crime as the region has seen an increase in wider maritime crime, including the trafficking of drugs, arms, people and prohibited goods, migrant smuggling, and illegal fishing. States in the Indian Ocean and Horn of Africa are increasingly faced by the challenge posed through these crimes. The programme delivery has therefore been adapted to ensure support can be leveraged to counter wider maritime crime threatening the region, in particular drug trafficking at sea. Transnational organized crime and maritime crime has been able to flourish in the Indian Ocean and Horn of Africa region for a number of reasons. This includes geographical factors such as 2 the lengthy and porous coastlines, together with the vast expanses of high seas that comprise the Indian Ocean and relatively limited capacity to investigate, police and prosecute crimes within their own domestic jurisdictions.
Deberes y responsabilidades
- Support preparation, administration and logistics related to various national and regional capacity building activities, training workshops, meetings, conferences including prosecutor network, Vessel Board Search & Seizure, Prevention of Violent Extremism, Maritime Law Enforcement, among others. Activities involved include; drafting and sending out invitation letters and emails, following up on the nomination process, updating participant registration forms, and assisting the administrative team with travel arrangements, communication with participants and any other logistics support as required;
- Provide administrative support to relevant Global Maritime Crime Programme and consultants by compiling information on pre-workshop and end-of-workshop activities aimed at effective monitoring and evaluation as well as suggest areas of improvement, as required;
- Provide administrative support to relevant Global Maritime Crime Programme and administration team in relation to the recruitment, coordination and conclusions of consultant engagements and contracts; d. Support programme implementation and fundraising efforts of POMOZ through the drafting of concept notes and other project documents and support the monitoring efforts of ongoing projects in Mozambique;
- Performs other work related duties as required.
Competencias
- Proficiency in the use of personal computers and programs;
- Excellent organisational and communication skills.
Languages
- Fluency in oral and written English is required.
- Working knowledge of Portuguese is also required.
Habilidades y experiencia requeridas
- University degree in Political Science, Law, Economics, Social Science or related field;
- At least 2 years of experience working in project administration, conference management, and logistics or related area;
- Prior experience in an international organisation such as UN or INGO is desirable.
