Background

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took a historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women is providing technical and financial support to partners worldwide, working in several thematic areas: women, peace and security  (WPS) is one of them.

UN Women has provided continues support to partners in Georgia to increase meaningful participation of women in conflict prevention, transformation, resolution and sustainable peacebuilding processes. Under the current country programme and in line with the 2016-2020 UN Partnership for Sustainable Development, UN Women supports the Government of Georgia to develop and implement the National Action Plan for Implementation of the UN Security Council Resolutions on Women, Peace and Security (UN SCR 1325 (2000) et al.) and to achieve the targets of nationalized Sustainable Development Goals 5 and 16.

Within this framework, UN Women works with security sector actors, including the Ministry of Defense, the Ministry of Internal Affairs, the State Security Service to mainstream gender into the Security Sector Reform process and its outcomes. UN Women also continues to support the capacity development of women mediators and peacebuilders to ensure the direct and meaningful participation of women in peace processes, as well as creates spaces for effective engagement of women peace activists with the participants of formal peace and incident prevention processes (namely the Geneva International Discussions and the Incident Prevention and Response Mechanisms). One of UN Women’s top priorities for this and following years is to provide support for the localization of the National Action Plan on UN SCR 1325 by fostering the active participation of grass-roots organizations, internally displaced and conflict-affected women and local governments.

UN Women partners with the UK Conflict, Stability and Security Fund to contribute to the enhancement of women’s full, direct and meaningful participation in peace and security processes and to increase Government of Georgia’s accountability to implement the Women, Peace and Security agenda in Georgia and meet its obligations undertaken on the international, regional and local levels.

The overall goal of UN Women’s WPS programme is to support the full implementation of the Women, Peace and Security Agenda in Georgia. In order to ensure successful implementation of the programme and to meet contractual obligations, UN Women plans to hire a Project Analyst, who will work under the direct supervision of the UN Women WPS Programme Analyst, overall guidance of the UN Women Deputy Representative and UN Women Operations Manager.

Reporting to the WPS Programme Analyst, the Project Analyst provides programme support to the effective management of UN Women programmes in the Georgia CO by contributing to the programme design, formulation, implementation and evaluation. The Project Analyst supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Project Analyst works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, donors and civil society ensuring successful UN Women programme implementation under the WPS portfolio.

Duties and Responsibilities

Under the overall supervision of the WPS Programme Analyst, the Project Analyst will:

  • Work towards timely implementation of the detailed projects’ annual work plans;
  • Develop corresponding monitoring plans and regularly monitor progress towards programmatic goals;
  • Conduct monitoring missions in project sites;
  • Draft periodic progress reports in line with the project documentation;
  • Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to WPS;
  • Provide inputs to the annual workplan and budget as required;
  • Provide technical support to project partners and beneficiaries, based on the assessment of capacity development needs;
  • Contribute to the development of tools and knowledge products supporting/resulting from the project implementation;
  • Support any procurement actions relevant for the project implementation in line with UN procurement rules and procedures; coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review and coordinate the submission of implementing partner financial and narrative reports
  • Keep updated a mapping of main project stakeholders/ partners;
  • Effectively apply Results Based Management (RBM) principles and tools in project design and implementation, monitoring and reporting;
  • Document evidence, facts and other information as well as review and compile partners’ inputs to contribute to the preparation of reports;
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Ensure proper maintenance of the documentation and filing system;
  • Follow up on performance indicators/success criteria, targets and milestones, preparation of reports related to WPS;
  • Coordinate activities under the WPS portfolio;
  • Perform other relevant duties as required.

Required Skills and Experience

Education:

  • Graduate (Master’s) degree in social sciences or humanities;

Experience: 

  • At least five years of relevant professional experience in project / programme management and implementation;
  • Excellent writing skills with demonstrated ability to carry out stakeholder mapping and situation analysis;
  • Experience in monitoring and evaluation, donor reporting and capacity building;
  • Experience in coordinating and liaising with authorities, CSOs and/or donors;

Language:

  • Fluency in Georgian and English.

Management arrangements:

The contractor will report to and work under direct supervision of the WPS Programme Analyst and UN Women Deputy Country Representative and overall guidance of UN Women Georgia Country Representative.
