Antecedentes

The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) conducts independent country programme evaluations (ICPEs) to assess UNDP’s contribution to national development priorities and the effectiveness of its strategy. The purpose of an ICPE is to: i) support the development of the next UNDP Country Programme Document; and ii) strengthen UNDP’s accountability to national stakeholders and to the Executive Board.

The IEO will conduct the ICPE for UNDP country programme in Sierra Leone in 2022, covering the period of 2020-2023. Results of the evaluation are expected to feed into the preparation of a new programme starting from 2024.

The UNDP country programme supports three out of four United Nations Sustainable Development Cooperation Framework (UNSDCF) outcomes, organized under two clusters:

  • Sustainability and inclusive local economic development:
    • (Outcome 1) By 2023, Sierra Leone benefits from a more productive, commercialized and sustainable agriculture, improved food and nutrition security, and increased resilience to climate change and other shocks.
    • (Outcome 4) By 2023, the most vulnerable, particularly women, youth, adolescents and children (especially girls), and persons living with disabilities are empowered and benefit from increased social protection services, economic and social opportunities
  • Inclusive democratic governance:
    • (Outcome 2) By 2023, people in Sierra Leone benefit from more gender- and youth-responsive institutions that are innovative, accountable, and transparent at all levels and can better advance respect for human rights and the rule of law, equity, peaceful coexistence, and protection of children, girls, and persons with disability.

The IEO is hiring an independent national consultant to support the evaluation team in the data collection. The consultant will also support the assessment of the strategic components of the evaluation, provide necessary local and contextual knowledge to the ICPE, and support the development of recommendations for the evaluation taking into account the country context and UNDP positioning.

The assignment includes home-based work and leading in-person data collection activities in Sierra Leone should the COVID-19 situation allow. The main evaluation phase, including desk reviews, data collection and analysis, report drafting, are expected to take place between Q2 and Q3 in 2022. The assignment envisages approximately 25 working days.

Deberes y responsabilidades

Under the direct supervision of the IEO lead evaluator, the consultant will work closely with the international consultants responsible for the analysis of UNDP Sierra Leone country programme in various thematic fields. Data collection will include field visits to sites if the COVID-19 situation allows.

Specifically, the expected tasks of the national consultant include:

  • Conduct preliminary research and desk review of relevant documents provided by IEO;
  • Collect programme/ project data and information in close collaboration with the lead evaluator and the international consultants;
  • Facilitate connection with relevant national and local partners including government, development partners, academia, CSOs and the private sector, as needed;
  • Secure physical and/or virtual meetings with stakeholders in coordination with UNDP Sierra Leone, the lead evaluator and the relevant international consultants;
  • Facilitate/lead, as required, face-to-face, telephone or virtual interviews/focus groups with stakeholders, including local officials and beneficiaries at community level;
  • Visit select project sites as required, pending COVID-19 situation in the country;
  • Provide written notes, including pictures, from interviews, focus groups and project sites visits;
  • Any other support to data collection at the country and community level;
  • Support the lead evaluator in the preparation of the strategic and contextual components of the analysis;
  • Review outcome analysis papers with consideration of national context and challenges as well as to national policies and strategies.

Habilidades y experiencia requeridas

Education:

  • A Master’s Degree in a field relevant to the assignment is required.

Professional Experience:

  • At least 5 years of relevant working experience in evaluation of development activities.
  • Substantive knowledge in the relevant field(s) in the context of the UNDP Sierra Leone country programme is required.
  • Familiarity with techniques and methods of data collection and quantitative and qualitative analysis is required.
  • Knowledge of the country context, development issues, and challenges is mandatory.
  • Knowledge of UN/UNDP mandate, operations, and programme areas, and/or initiatives of other development partners preferably in Sierra Leone or in the anglophone West Africa region.
  • Familiarity with the Agenda 2030 and Sustainable Development Goals, and international development and policy mechanisms.

Languages:

  • Fluency in English is required with strong verbal and written communication skills.
  • Native or fluency of Krio is required.
