Background

UNDP is currently working on various aspects of sustainable development, from systems and institutional strengthening to inclusive growth and sustainable livelihoods, as well as sustainable energy, environment, and resilience. The Climate Change, Resilience and Energy (CCRE) portfolio of UNDP is organized around the thematic areas of climate change adaptation and mitigation; disaster management and resilience; and access to clean and efficient energy. 

UNDP is providing technical support to the Ministry of Environment, Forest and Climate Change (MoEF&CC) in meeting the reporting requirements under the UN Framework Convention on Climate Change (UNFCCC). UNDP in partnership with the MoEF&CC and funding by the Global Environment Facility (GEF) is implementing a project on “Preparation of Third National Communication (TNC) and Other New Information to the UNFCCC”. The project aims to  enable India to undertake activities to prepare  its Third National Communication to the UNFCCC according to the guidelines provided by the Conference of Parties (COP) for non-Annex 1 countries (17/CP.8) and to build capacity to fulfil its commitments to the Convention on a continuing basis.

UNDP seeks to engage a consultant to review and finalize the Greenhouse Gas (GHG) Emissions Inventory of the Third National Communication Report, provide technical assistance in implementation of upcoming projects on climate change reporting, and support UNDP in establishing a Secretariat for the National Adaptation Plan.

Duties and Responsibilities

The consultant will carry out following activities in consultation with the National Project Director in the Ministry of Environment, Forest and Climate Change and the Team Leader of the Energy, Environment and Resilience unit of UNDP:

  1. Support institutions in identifying existing data and information, including research from academic and research institutions, and identify high-priority data needs in inventory sectors;
  2. Monitor the detailed work-plan for GHG (data gathering, analysis, compilation, archiving, reporting) activities and develop tool (templates) for emission calculations in consultation with local experts;
  3. Support the Ministry in preparing the draft of the Third National Communication.
  4. Support the Ministry in finalising the Third National Communication and its submission to UNFCCC.
  5. Support the Ministry in successfully closing the Third National Communication project.
  6. Prepare all necessary documentation for organising the Local Project Appraisal Committee (LPAC) and facilitate the LPAC of the Capacity-building for establishing an Integrated and Enhanced Transparency Framework for Climate actions and support measures (CBIT) Project.
  7. Provide responses to comments received for the Preparation of India’s Fourth National Communication (4NC) and Biennial Transparency Report (BTR) projects  submitted to GEF for endorsement.
  8. Co-ordinate with the Ministry in establishing a Secretariat for the National Adaptation Plan in UNDP and support the Ministry to gather secondary data for the Plan as well as Adaptation Communication.

Required Skills and Experience

QUALIFICATIONS

Education: Post-graduate degree in Environmental Management, Environmental Science  or a closely related field.

 Experience:

  • At least 5 years of relevant experience at the national level on climate change related programmes post Master’s degree.
  • Experience in undertaking projects related to inventory development, vulnerability assessment and adaptation, GHG mitigation actions, and other aspects of National Communication.
  • Well versed with the UNFCCC guidelines and IPCC GHG inventory estimation methodologies.
  • Experience of working with Central and/or State Governments/ NGOs/ Civil Society on similar assignments will be preferred.
  • Experience in the usage of computers and office software packages
  • Familiarity with the working environment and professional standards of international organizations and national and State Governments.

Language:

  • Excellent command in written and spoken English.

DURATION OF THE ASSIGNMENT: 6 months

  • Publications related to climate change, adaptation, disaster risk reduction, etc.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodologies i.e. cumulative analysis.

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight - 70%;

Financial Criteria weight - 30%.

Short-listing would be done based on the following criteria:

  • Relevant Experience:50 Mark Qualification:20 Marks
  • Financial: 30 Marks

Financial Proposal:

Technically qualified consultants will be requested to submit their lump sum rate i.e. consultants who score more than 70% i.e. 49 marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their consultancy fee on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same.
