Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The United Nations Trust Fund to End Violence against Women (UN Trust Fund) was established through the UN General Assembly Resolution 50/166 in 1996. The UN Trust Fund is a global multi-lateral grant making mechanism supporting national efforts to prevent and end violence against women and girls, one of the most widespread human rights violations in the world. It provides technical assistance and funding to advance the development of innovative models and strategic interventions in the area of ending violence against women and girls. Since 2010, UN Women has administered the UN Trust Fund on behalf of the UN system, providing a strong institutional foundation and field support through a global infrastructure of country and regional offices. UN Trust Fund has supported 609 initiatives to a total value of USD 198 million in 140 countries and territories. UN Trust Fund invests in innovative, demand-driven, evidence-based solutions and life-changing initiatives led by civil society and women’s rights organizations. The long-term vision of the UN Trust Fund is a world of global solidarity in which all women and girls live free from all forms of violence and enjoy and exercise their human rights. To help achieve this vision, the UN Trust Fund focuses on enabling CSOs, especially Women’s Rights Organizations (WROs) and those representing the most marginalized groups, to play a central role in delivering survivor-centered and demand-driven initiatives and support their programmes to achieve sustainable impact on ending violence against women and girls (VAW/G) in a manner that contributes to global solidarity, partnerships and stronger, inclusive feminist movements (UN Trust Fund Strategic Plan for 2021-2025).

The UN Trust Fund is situated within the UN Women’s Policy, Programme and Intergovernmental Division (PPID). The Policy, Programme and Intergovernmental Division (PPID) provides global support to UN Women offices in all field locations to deliver results in support of UN Women’s Strategic Plan and internationally agreed goals on gender equality and women’s empowerment, including the Beijing Platform for Action and the 2030 Agenda for Sustainable Development. The Division provides intellectual and strategic leadership on normative support and the delivery of integrated policy and programme advice, including through policy analysis and gender mainstreaming. The Division leverages innovation, knowledge management, and cutting-edge technical expertise to support UN Women programmes and to build the capacity of partners to deliver results on gender equality and women’s empowerment.

Reporting to the Deputy Director, Policy, Programme and Intergovernmental Division, and working in close collaboration with the UN Women’s Chief of EVAW Section, the UN Trust Fund Chief leads the UN Trust Fund’s Secretariat team to deliver high quality support to global efforts to prevent and end violence against women and girls through grant-making, ensuring both the effectiveness and efficiency of the UN Trust Fund and working closely with all parts of the UN System, members of its governance and partners worldwide.

Duties and Responsibilities

Lead and oversee the management of the UN Trust Fund

  • Lead development and manage the implementation of the UN Trust Fund global vision and strategic direction;
  • Lead and guide the UN Trust Fund’s consolidated and coordinated engagement with UN Women Regional Offices (ROs), Multicountry Offices (MCOs) and Country Offices (COs);
  • Lead the preparation of UN Trust Fund reports for presentation to inter-governmental bodies such as UN Trust Fund’s annual reports to the Commission on Status of Women and Human Rights Council and the donor community;
  • Determine and submit proposals for financial, human and other required resources to ensure the UN Trust Fund operates efficiently;
  • Monitor and ensure the appropriate utilization of resources and all grants and projects that are managed by the UN Trust Fund;
  • Provide substantive inputs to UN Women’s strategic formulation and implementing processes of global policies and strategies on grant giving as a programming modality to prevent and end VAW/G; 
  • Provide substantive inputs to the Policy, Programme and Intergovernmental Division (PPID) division-wide priorities, as a key member of the PPID Leadership Team.

Manage the UN Trust Fund Team

  • Lead the UN Trust Fund Team and assess work in progress to ensure delivery of results according to performance standards, overall objectives and accountability framework. Set performance plans and evaluation standards and ensure performance reviews are implemented;
  • Lead the establishment of the UN Trust Fund annual work plans and set objectives, performance measurements, standards and expected results in collaboration and discussion with the UN Trust Fund team and UN Women management;
  • Provide managerial direction, guidance and leadership. Ensure effective workforce planning and timely recruitments; Manage the performance of personnel under their supervision; provide ongoing performance and career development feedback, timely completion of performance assessments and coaching;
  • Promote teamwork to ensure harmonization, linkages, collaboration and synergy and ensure that staff members are provided enough information, guidance and support to perform and deliver high-level results according to organizational, personal and professional standards of efficiency, accountability and integrity; 
  • Ensure that personnel are familiar with and follow UN Women’s regulations and rules, policies and procedures in the Policy, Procedures and Guidance Framework (PPG); Ensure personnel are aware in particular or of UN Women’s standards of conduct including but not limited to policies and procedures on preventing, reporting and addressing misconduct, Fraud and Corruption, Sexual Exploitation and Abuse (SEA) Harassment, Sexual Harassment, Discrimination and abuse of authority, Protection from retaliation, and ensure mechanisms are in place to support personnel in this regard.

Lead Resource mobilization for the UN Trust Fund

  • Provide strategic direction, advice and guidance to UN Women Teams in mobilizing resources for the UN Trust Fund;
  • Oversee relationships/partnerships with Member States, the UN System and agency partners, intergovernmental and non-governmental organizations, regional commissions, institutes and academia on the UN Trust Fund’s work and mandate to enhance collaboration, resource mobilization and/or share ideas in preventing and ending violence against women;
  • Provide strategic leadership and oversee implementation of UN Trust Fund’s resource mobilization strategies, plans and efforts;
  • Oversee relationship and work closely with the UN Women Strategic Partnership Division and EVAW Section to ensure coherence of approach as relevant to UN Trust Fund resource mobilization strategy, to advance wide-ranging resource mobilization opportunities and to contribute to development of UN Women wide Resource Mobilization Strategy;
  • Oversee all UN Trust Fund partnership agreements including cost sharing agreements in line with the corporate Delegation of Authority;
  • Provide UN Women with donor intelligence and advise UN Women Senior Management on a course of action as relevant to all UN Trust Fund donors;
  • Oversee convening and organizing of global meetings of UN Trust Fund donors and stakeholders.

Represent and advocate for UN Women and the UN Trust Fund

  • Represent the UN Trust Fund with governments, UN agencies, NGOs, academia, media, donor community and the private sector to raise awareness and stimulate action to end violence against women and advance gender equality and women's rights;
  • Provide intellectual leadership and strategic advice to the UN Trust Fund interagency global programme advisory group (GPAC) responsible for a strategic direction of the UN Trust Fund in order to enhance overall coordination and ensure increased alignment of the grant giving directions with the overall work of the UN System on EVAW/G;
  • Oversee coordination and synergies with UN inter-agency groups and share lessons learned from the UN Trust Fund in preventing and ending violence against women, including the assessment of joint programmes;
  • Provide inputs in international fora to help shape development of global and regional financial resource allocation policies as well as overall norms and standards and implementation of strategies for preventing and ending violence against women and girls;
  • Provide substantive inputs to the broader global development of UN Women‘s strategic approaches and a dialogue on ending violence against women and girl, resource mobilization, partnerships and outreach in coordination with the EVAW Section of UN Women, including in the context of the Action Coalition on Gender-Based Violence;
  • Lead UN Trust Fund initiatives for dialogue and knowledge exchange in overall advocacy for global allocation of resources to civil society for preventing and ending violence against women and girls.

Lead the knowledge management and provide technical advice

  • Provide advice and technical guidance to and collaborate substantively with Member States, UNCTs, UN Theme Groups and staff of UN Women to ensure the integration of UN Trust Fund’s lessons learned and its evidence collected though the global grant giving;
  • Lead development of global strategies in grant giving for EVAW for UN Women and enhance understanding of challenges, opportunities and needs of civil society organizations, to meet UN Women mandates and to support its programmes as well as those of the other UN agencies and partners;
  • Work closely with UN Women EVAW Section to ensure coherence of approaches and strategies to prevent and end violence against women as well as an ongoing exchange of knowledge and evidence;
  • Lead the expansion of knowledge management strategies and methodologies around EVAW rising from UN Trust Fund evidence gathered through the global grant giving;
  • Facilitate and/or advise on engagement of governments, country offices and regional programmes with civil society, participatory approach, capacity development and establishment of an enabling environment for preventing and ending violence against women and girls through grant giving modality;
  • Oversee development of the UN Trust Fund evidence briefs, studies, reports and background papers on a range of EVAW/G issues as per the UN Trust Fund Strategy and UN Women mandate, highlighting progress and challenges in critical areas and emerging issues as relevant to current intergovernmental areas of work and context and reflecting lead technical expertise and knowledge in the field of gender-based violence programming.

Required Skills and Experience

Education and certification:

  • Master’s degree (or equivalent) in development related disciplines, gender issues, economics, public policy, law or other social science fields;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of 10 years of related experience in the human rights advocacy on ending violence against women and girls (EVAW/G) and advocating for women’s empowerment and rights at the international level;
  • Experience in developing and executing successful non-profit revenue-generation and donor-management strategies and tactics in international, complex, mission driven organizations that has resulted in meeting and exceeding concrete high-level targets;
  •  Experience in leading and managing large teams that deliver high quality results, as well as successfully managing key internal and external stakeholders and relationships;
  • Experience in working in a global multi-cultural setting respecting gender equality.

Language Requirements:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.
