Background

The Enterprise Application Development (EAD) unit of the Information Technology Services (ITS) is responsible for developing sustainable and affordable IT solutions to meet UNOV/UNODC requirements, enabling the solutions' availability more generally across the UN Secretariat entities.

The India Technical Hub (ITH) based in New Delhi forms part of the vital delivery pillars of the ITS in keeping with the UN's revised ICT strategy. As part of this strategy and under the direct supervision of the Head – ITH; the Animation Developer will work with a team of highly motivated eLearning professionals and work with other developers, Taking an active role on both sides in conceptualizing and creative moving/animated content,

The selected Animation Developer would be required to deliver one hundred (100) 2D animations having duration of 5 minutes each in multi-color. before the end of this contract.

Duties and Responsibilities

  • Visualize and create engaging and interactive 2D/3D animations for e-learning courses on multiple devices.
  • Brainstorm and conceptualize ideas, with the ability to produce quick concept edits and pre-visualization video edits.
  • Design and create an overall look and feel for motion graphics projects.
  • Collaborate with the design team to come up with unique and engaging creative experiences;
  • Discuss ideas for images, graphics, and animations with team members before applying them in the development;
  • Training and scaling up of associate graphic Developers and animators;
  • Develop highly visual and interactive learning content based upon storyboards;
  • Communicate effectively with the development team;
  • Maintain project documentation and course folders during the project lifecycle.
  • Ensures assets/data security and integrity;
  • Perform other duties as assigned.

Required Skills and Experience

Qualifications:

  • Education:       University degree (Bachelor's degree or equivalent) in Arts or related field.
  • Experience:     A minimum of seven years of progressively responsible experience in graphic designing, developing 2D and 3D animations for online training courses using After Effects, Illustrator, Photoshop, Flash, Premier and 3D software - Autodesk Maya and Autodesk 3Ds Max.
  • Languages:     English and Hindi

Payment Schedule:

  • Payments will be deliverable linked and would be made on satisfactory delivery of stipulated deliverables.
  • Payment would be only after acceptance from the Module Production Coordinator.

  • Please note:
  • The Developer will be given a complete orientation to the required development before starting.
  • The Developer must frequently share their work, and immediate feedback will be shared.
  • No animation would exceed two sets of iterations.
  • The Developer would be required to submit all the source designs and assets and not reuse them for any of his/her future productions.

Technical Evaluation Criteria:       

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a response and has received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical Criteria weight - 70%.
  • Financial Criteria weight - 30%.
  • Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the financial evaluation.

Criteria for Technical Evaluation:

  • Qualification – 10 marks.
  • Relevant Work Experience – 60 marks.

Payment Evaluation:

Technically qualified consultants will be requested to submit their lump sum rate i.e. consultants who score more than 70% i.e. 49 marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their consultancy fee on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same.
