Purpose

 

The purpose is to design the Graphic User Interface (GUI) for testing and evaluation of the AI Algorithms for processing of the Xray and CT scans.

 

Objective

 

The objective is to upgrade the existing manual system for Xray and CT scans processing through use of emerging technologies.

 

Background Information

 

The development challenges this project addresses relate to limited financial and operative means of the Republic of Serbia for COVID-19 prevention and control, including for undertaking a massive immunization process in as short a timespan as possible, in order to secure herd immunity against the COVID-19 pandemic. This is a challenge practically all countries in the world are facing now, attempting to secure means to put in place ad hoc measures, going beyond typical strategies, to protect their citizens from the spread of COVID-19 and organize and implement a massive immunization process. Reaching herd immunity means an end to the pandemic, saving of lives and preservation of health, revival of economies, return to educational, cultural, sports and other social activities. Countries, including the Republic of Serbia, are in a race against time, investing into stronger health systems, preventive measures and vaccination of their population.

 

At the beginning of the COVID19 pandemic, the Republic of Serbia has invested tremendous efforts into establishment of the efficient system for COVID 19 immunisation as well as in information system (IS) which would enable fast and efficient management of the immunisation process. Having in mind the urgency and short period of time in which everything set up but also  the importance of X-rays and CT scans in detection of the  COVID 19 which were processed manually up to now, it is necessary  to harness the potential the emerging technologies and design the more efficient and automatise process of X ray and CT scan image recognition and data processing.  

 

UNDP is looking for a highly skilled consultant to design and develop the GUI for testing and evaluation of the AI algorithms for Xray and CT Scan image and data processing.

Scope of Work

 

Within this assignment, the Consultant will, under direct supervision of the Technical Advisor for AI and overall guidance of the UNDP Portfolio Manager :

 

  • Design and  implement  GUI clinical diagnostics software tool using python, C++, JavaScript, Java and 3rd party libraries, capable of quantitative and qualitative analysis;
  • Use and test the GUI clinical diagnostics software tool on chest X-ray (CXR) and computed tomography (CT) scan images datasets from WWW for comparison with previously developed open-source tools;
  • Design and implement software in python, C++, JavaScript, Java and 3rd party libraries for Statistical Data Analysis of clinical diagnostic data;
  • Adapt and modify the clinical diagnostic software tool for testing AI based algorithms in python, C++ and 3rd party libraries for chest X-ray (CXR) and computed tomography (CT) datasets;
  • Perform final testing and QA and develop a final report with key findings about testing the GUI tool with chest X-ray (CXR) and computed tomography (CT) datasets;

All deliverables should be in Serbian and English language. All deliverables will have to be quality reviewed and approved or accepted by the Portfolio Manager - Competitiveness and Digital Governance in consultations with the Technical Advisor for AI.

Qualifications et expériences requises

The Consultant selected to undertake the assignment must fulfil the following minimal requirements:

 

Education:

  • Master’s degree in Mathematics, IT/ICT or similar fields. Bachelor’s degree in a different field may be accepted with additional 10 years of relevant work experience in /ICT industry.

Work experience:

  • More than 10 years of working experience in development of ICT solution;
  • Demonstrated working experience in managing complex research and development teams;
  • Full computer literacy.

Language:

  • Fluency in English and Serbian, both spoken and written.

Financial Proposal:

  • Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

 

Travel

 

In case of travel, costs incurred will be covered by project. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

 

Evaluation

 

1. Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and                                                                                 

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Additional Information:

 

In the case of engagement of Civil servants under IC contract modality a no-objection letter should be provided by the Government entity. The ‘no-objection’ letter must also state that the employer formally certifies that their employees are allowed to receive short-term consultancy assignment from another entity without being on “leave-without-pay” status (if applicable), and include any conditions and restrictions on granting such permission, if any. If the previous is not applicable ‘leave-without-pay’ confirmation should be submitted.

Engagement of Government Officials and Employees

 

  • Government Officials or Employees are civil servants of UN Member States.  As such, if they will be engaged by UNDP under an IC which they will be signing in their individual capacity (i.e., engagement is not done through RLA signed by their government employer), the following conditions must be met prior to the award of contract:

(i)       A “No-objection” letter in respect of the individual is received from the Government employing him/her, and;

(ii)     The individual must provide an official documentation from his/her employer formally certifying his or her status as being on “official leave without pay” for the duration of the IC.

  • The above requirements are also applicable to Government-owned and controlled enterprises and well as other semi/partially or fully owned Government entities, whether or not the Government ownership is of majority or minority status.   
  • UNDP recognizes the possibility that there are situations when the Government entity employing the individual that UNDP wishes to engage is one that allows its employees to receive external short-term consultancy assignments (including but not limited to research institutions, state-owned colleges/universities, etc.), whereby a status of “on-leave-without-pay” is not required.  Under such circumstance, the individual entering into an IC with UNDP must still provide a “No-objection” letter from the Government employing him/her.  The “no objection” letter required under (i) above must also state that the employer formally certifies that their employees are allowed to receive short-term consultancy assignment from another entity without being on “leave-without-pay” status and include any conditions and restrictions on granting such permission, if any.  The said document may be obtained by, and put on record of, UNDP, in lieu of the document (ii) listed above.
