Background

The UNODC Global Maritime Crime Programme (GMCP) supports Member States to improve their criminal justice systems to prevent, interdict, investigate and prosecute maritime crime, through a sound rule of law framework and effective international cooperation. The programme runs globally under sub-regional programmes covering Latin America and the Caribbean, the Atlantic Ocean, the Mediterranean, the Gulf of Aden and Red Sea, the Indian Ocean (East/West) and the Pacific Ocean. This position is within the UNODC GMCP Atlantic Ocean Programme, based in the UNODC Regional Office for West and Central Africa (ROSEN).

The UNODC GMCP Atlantic Ocean sub-programme works with multiple costal States in West and Central Africa and in close coordination with key regional organizations including ECOWAS, ECCAS and the Yaoundé Architecture and its components. The programme is supported by contributions from a number of international partners including Canada, Denmark, the EU, Germany, Italy and the US.

The programme has a high and growing level of delivery requiring a strong administrative and operations structure. In view of improving the organization, efficiency and compliance of administrative work supporting project implementation, personnel, finance and reporting, the NPO will coordinate the programme administration team (approximately 6 personnel) and their work. The NPO will cover all UNODC GMCP Atlantic Ocean projects in ECOWAS and ECCAS States, apart from Nigeria.

The NPO will work under the direct supervision of the UNODC GMCP Programme Coordinator for the Atlantic Ocean and under the overall supervision of the UNODC Representative for ROSEN. The NPO will engage regularly with UNODC GMCP and ROSEN project managers and administrative staff as well as UNODC colleagues in its Vienna HQ. Frequent coordination with implementation partners including UNDP will be required.

Duties and Responsibilities

Within delegated authority, The National Programme Officer (Associate Operations Officer) will provide administrative, organizational and coordination support for the UNODC GMCP Atlantic Ocean sub-programme. The focus of work is overall coordination of all aspects of project administration and operations including planning, delivery and closure, working closely with the project administration team responsible for carrying consultancies, travel, procurement, finance and other roles. The NPO will promote a collaborative, client-oriented approach and contribute to the maintenance of high staff morale and effective programme delivery.

The National Programme Officer will carry out the following tasks:

  • Provide coordination, guidance, training and daily supervision to general support service staff and personnel to ensure timely completion and efficiency of tasks
  • Ensure compliance of administrative actions with UN rules, donor agreements and good practices; identify and resolve bottlenecks in administrative processes
  • Contribute to the annual planning of the programme and activities
  • Manage and update planning and monitoring tools
  • Coordinate with external partners to facilitate and optimize programme administration
  • Ensure correct tracking of all equipment and fixed assets
  • Ensure efficient closure of commitments and grants
  • Ensure compliance with team document management (physical and digital)
  • Contribute to administrative tasks (HR, procurement, travel etc) as required
  • Conduct financial monitoring as required  
  • Undertake any other tasks as required.

Required Skills and Experience

Education:

A first-level university degree in business or public administration, management, economics, finance, accounting, or a related field is required.

2 years of qualifying experience may be accepted in lieu of an advanced university degree.

Experience:

A minimum of two years of progressively responsible experience in national and/or international finance, budget and administration or related area, is required.
Work experience with large Enterprise Resource Planning Systems is required.
Work experience with electronic administrative and business processes systems is desirable.
Experience with Umoja/SAP or Oracle is desirable. 

Languages:

English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English and French, i.e. oral and written proficiency, with excellent document drafting skills, is required.
