UNDP has supported the Albanian Government to improve the coverage and management effectiveness of Albania’s network of marine and coastal protected areas (MCPAs) as an essential complement to its network of terrestrial protected areas and contribute to Albania’s obligations under different UN Conventions and the EU accession process.

 

Significant achievements were made in the Vlora region by catalysing the involvement of stakeholders and by supporting the establishment of a clear institutional and legal framework for MCPA designation and management. However, multiple stages of development are needed before an Albanian ecologically representative MCPA network is fully realized and can provide coastal communities with sustained benefits from the marine and coastal environment.

 

Since 2010, UNDP, jointly with the Ministry of Tourism and Environment (MoTE), has experienced twice successful processes in performing MPA gap analysis, followed with the establishment of the first National Marine Park of Karaburun- Sazan- (April 2010), and strengthening of conservation and management experience in MCPAs (2010 – 2022)

 

Using such momentum of efforts and insights achieved into marine habitats and ecosystems assessments, Albanian Government intends to expand the system of PAs in Albania, ensuring better biogeographical representation, as well as higher management effectiveness, and diversification of revenue sources, relaying particularly in the management model of Karaburun-Sazan MPA, which is expected to be replicated in country level.

 

In this view, the implementing project office has recognized that divulging of scientific information on MPAs, marine ecosystems & habitats conservation and management issues is very crucial success factor in performing other MPA actions but also in achieving sustained knowledge on marine conservation in Albania. On the other side, more and better organized public information, communication and awareness allows for enhanced possibilities and tools that contribute to protection of marine biodiversity and improvement of management practices, by integrating knowledge and education with ecological and nature protection goals. In that respect the project has produced several deliverables in variety of forms, such as studies and publications, assessment reports, videos and branding material, social media and web sites visibilities, beside numerous hardware and commodities provided as support to MPA management and conservation bodies.   1. Scope of the work

 

The expert is expected to accomplish the below tasks:

  • analyzing the existing reports, papers, and studies, produced by the project on MPAs and management scoping actions on marine conservation in Albania.
  • elaborating and developing the content of the consolidated report and respective chapters.
  • indicate and illustrate the MPAs and their main characteristics / values though the K-S MPA proclamation example.

 

The report will have an informative and awareness raising character and be prepared based on the existing project reports and other published literature, original photos, and video records. The report will have to:

  1. Evidence the issues related to the situation on marine biodiversity conservation and MPAs in Albania.
  2. Describe the biodiversity, natural and cultural values of the MCPAs network
  3. Indicate and illustrate the programs and synergies committed for improved MPA management and conservation.
  4. Highlight and reveal marine and coastal areas which are of special importance regarding the natural values and eco-touristic potentials.

 

The report should be illustrated with colored photos from the most significant habitats and species in the aspect of biodiversity, as well as from archaeological, historical, touristic and cultural aspects where relevant.

20% - upon delivery of the structure of the consolidated report- within 3rd week from contract signing

80% - upon delivery of the final report – within the end of the contract

The contractor will be directly reporting to the project manager.

 

  1. Duration of the work

 

The contract will be 30 days within 3 months period.

Qualifications et expériences requises

  1. Required skills and experience:

 

  • University Degree in marine biology, environmental management, or related fields
  • 10 years of professional and / or academic experience, research related to environment with special focus on nature protection and biodiversity, assessment and conservation issues of marine environment  
  • Knowledge of the Karaburun-Sazan MPA
  • Proven skills on scientific and environmental publications related to marine habitats and marine biodiversity (to be clearly mentioned in the applicant’s CV and a copy of the most relevant ones should be submitted together with the application). 
  • Experience in GEF, UNDP, UNOPS -funded and/or other international projects is an advantage.
  • Communication, reporting and writing skills, both Albanian and English

 

EVALUATION OF APPLICANTS

Only those applications which are responsive and compliant will be evaluated.

Individual consultants will be evaluated based on Combined Scoring method taking into consideration the combination of the applicants’ qualifications and financial proposal.

Applicants obtaining 49 points or more of the total technical points will be considered for financial evaluation.

Combined weighted scoring:  Technical (70%); Financial (30%).
