  1. Project Description

 

In 2017, the Australian Government’s Department of Foreign Affairs and Trade (DFAT) and the United Nations Development Programme in the Philippines (UNDP) embarked on a six-year partnership to enable Philippine social enterprises to successfully attract impact investors and achieve scale, thus increasing their contribution to the UN Sustainable Development Goals (SDGs). The partnership was concretized through the Innovation for Social Impact Partnership (ISIP) Project. The ISIP Project holistically tackles capacity building, technical support, and policy reforms that benefit the social entrepreneurship ecosystem in the Philippines. Its strategy is grounded on catalytic financing and technical support to social enterprises and higher education institutions.  

 

While it is critical to continue the provision of tailored support to Philippine social enterprises, especially in BARMM and the larger Mindanao Island, where such support is not readily available, efforts should also be reinforced in response to the devastating COVID-19 pandemic. Therefore, the ISIP Project in continuation, yet amended, shall support Philippine social enterprises in overcoming the impacts of the COVID-19 pandemic, including in key areas in Mindanao such as BARMM, Davao City and General Santos City, among others. Parallel to continuing efforts to support social enterprises, there is a need to assist Higher Education Institutions (HEIs) that will contribute to a pipeline of innovative social enterprises.

 

The growth of social enterprises in the Philippines has been challenged by the lack of technology and business skills among those who engage in research and development (R&D) and originate ideas such as the HEIs, a poor science and technology orientation and innovative culture, inadequate infrastructure and facilities (such as R&D labs, incubation spaces or centers), and limited venture capitalists, angel investors, and financial institutions that can provide resources.[1] Whenever available, these requisites are nevertheless insufficient, inaccessible and/or ineffective to generate technological innovation and spawn globally competitive social enterprises in the Philippines. The ecosystem along with its requisite components that enable SEs to thrive and succeed in the Philippines is simply weak. However, for social enterprise and innovation to thrive, a strong innovative culture and a vibrant entrepreneurial ecosystem must be in place to support it.

 

To address this, the engagement of an Education Entrepreneurship Consultant is needed to develop and implement an Incubator Management Workshop and a Visiting Professors program to strengthen HEIs support to the ISIP ecosystem.

 

[1] This assessment is supported by insights and results of the end-of-project evaluation report of the Innovative Development through Entrepreneurship Acceleration (IDEA) program. IDEA was a 3-year partnership initiative between PhilDev and the USAID (2013-2016) that aimed to strengthen technology-enabled entrepreneurship training and culture in the science and engineering programs in HEIs in the Philippines.

 

Duties and Responsibilities

 

  1. Scope of Work

 

Under the direct supervision of the ISIP Project Manager, the Education Entrepreneurship Consultant will lead the strategy development and implementation of the ISIP education component. This will have the following project components with corresponding outputs:

 

  1. Lead the strategy development and implementation of the Education Component for the ISIP project;
  • Review existing strategies, approaches, and activities previously designed for the Education component (e.g., Impact Management workshops, Visiting Professors program) and propose updates or upgrades as necessary.  
  • Develop the strategy and implement the Education component for the ISIP project
  • Hold Outreach and partnership meetings with HEIs, and Enterprise Supporting Organizations (ESOs), including those in target areas in Mindanao, mentioned above.
  • Establish partnerships with HEIs in the target areas in Mindanao and continue to engage previous HEI partners. 
  • Selection of ten (10) HEIs that will undergo the incubator management workshops, following approved criteria and selection process.  The selected HEIs are expected to have an existing incubator program or are planning to establish an incubator program. Consistent with the project focus, preference will be accorded to Mindanao-based HEIs.
  • Conduct a diagnostic assessment for the selected HEIs to help refine the incubator management workshop implementation.
  • Design and conduct a 30-hour Incubator Management Workshop for HEI beneficiaries. Workshop deployment and schedule subject to approved proposal.
  • Selection of the five (5) HEIs that will participate in the Visiting Professors Program.
  • Implement and conduct the Visiting Professors program to five (5) HEIs. The VP program is a week-long knowledge sharing and interactive activity that will match and deploy qualified Visiting Professors to HEIs to further strengthen their entrepreneurial programs.
  • Monitor and evaluate the performance of HEIs against the indicators and capacity building interventions’ objectives.    
  • Review the documentation of all education component activities, including activity design, activity reports, workshop recordings, and photo documentation
  • Participate in the ISIP culminating activity by sharing lessons learned, emerging needs, and sectoral issues that are relevant to HEIs and the SE ecosystem
  • Provide progress updates on output and outcome indicators and a project completion report with lessons learned. 

 

  1. Coordination and alignment with the overall ISIP project;
  • Closely coordinate and work with other components of the ISIP project on Entrepreneurship and Policy through the ISIP Project Manager
  • Support knowledge management for the ISIP project, ensuring that all resources and knowledge products from the Education components are consolidated in the ISIP resource and learning portal.

E. Institutional Arrangements

  1. The Education Entrepreneurship Consultant shall report to and be supervised by the ISIP Project Manager, with overall guidance from the Programme Analyst and Team Leader of the Institutions and Partnerships Programme Team.
  2. The Consultant will participate in Project Steering Committee meetings when necessary.
  3. To achieve the intended results, the Education Entrepreneurship Consultant will be supported by the UNDP Programme Management Team.
  4. UNDP Philippines will not provide a workstation, administrative support, transportation, or ICT equipment for the Consultant. The Consultant is expected to have his/her own equipment, office space, and internet connectivity.
  5. UNDP will provide the virtual platform for the conduct of meetings, dialogues, and webinars throughout the engagement, and the cloud-based platform where the Consultant can upload all required deliverables and relevant reference documents.
  6. UNDP Philippines shall be entitled to intellectual property and other proprietary rights over all materials that have direct relation to the project.
  7. Considering the COVID-19 pandemic situation in the Philippines, all work of the Individual Consultant shall be done within the guidelines and protocols set by the local and national government.

 

F. Duration of Work

 

The Education Entrepreneurship Consultant will be engaged for 170 person-days from 01 April 2022 to 31 March 2023 unless revised in a mutually agreed-upon timetable by UNDP and the Consultant. Changes in the duration of the contract will be implemented through the issuance of a contract amendment.

 

G. Duty Station and Travel

 

Duty station is Mandaluyong City but the Consultant can work remotely during the contract, provided that s/he is able to attend meetings and events, as deemed necessary.

 

The Education Entrepreneurship Consultant will be required to travel within Metro Manila and to Mindanao (Cagayan de Oro, Davao City, General Santos, OR selected BARMM areas) to conduct the Incubator Management Workshop and the Visiting Professor Program, subject to community quarantine restrictions and UNDP travel advisory. Travel related expenses, such as flights and accommodations, related to any required travel outside Metro Manila will be borne by the Project.

H. Qualifications of Successful Candidate and Criteria for Selection

 

The Combined Scoring Method shall serve as basis for evaluating offers. The technical qualifications will be weighted 70% and combined with the price offer which will be weighted 30%.

 

The Offers received will be evaluated using a combined scoring method - where technical proposal will be weighted 70 points and combined with the price offer which will be weighted 30 points.  

 

The CV will be reviewed using the criteria in the table below. Only offerors who will obtain a minimum of 70% or 49 out of 70 obtainable points will be shortlisted and considered for evaluation of financial proposal.

This vacancy is also open to members of the academe and research institutions. Note that for staff of government-owned universities and organizations, a ‘no objection letter’ is required from the employer formally certifying that their employees are allowed to receive short-term consultancy assignments from another entity without having ‘on-leave-without-pay’ status, and include any conditions and restrictions on granting such permission.

 

I. Scope of Price Proposal and Schedule of Payments

 

The Education Entrepreneurship Consultant must send a financial proposal based on an all-inclusive lump-sum amount for the delivery of the outputs below. The total amount quoted shall include all cost components required to deliver the services identified above, including professional daily fees X number of person-days and any other applicable costs (e.g., software and online tool/platform subscriptions) to be incurred by the Individual Consultant in completing the assignment.

 

The contract price will be fixed output-based price. Any deviation from the outputs and timelines will need to be agreed on between the Consultant and UNDP through a contract amendment.

 

Medical/health insurance must be purchased by the Consultant at his/her own expense, and upon award of contract, the Consultant must be ready to submit proof of insurance valid during contract duration.

 

Payments will be made upon satisfactory completion of the deliverables by target due dates. Outputs will be certified by the ISIP Project Manager prior to payments.

J. Recommended Presentation of Offer

  4. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
