Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, peace, and security.

 

Gender Theme Groups (GTGs) have their origins in the broader framework of United Nations (UN) reform processes and in the global normative framework for gender equality and the empowerment of women and girls. GTGs are defined by the Economic and Social Council (ECOSOC) as interagency coordination mechanisms intended to “provide strategic support and advice to United Nations country teams in enhancing their gender mainstreaming efforts”.[1] Globally, over 110 inter-agency coordination groups for gender equality exist at the country level.

In 2020-2021, the UNSDG Gender Equality Network (previous Task Team) and its Working Group on GTGs specifically led the development of new guidance on standards and procedures for country-level Gender Theme Groups. Developed through a consultative approach, the UNSDG Gender Theme Group Standards and Procedures (GTG S&P) adopted in 2021 updates the 2018 Gender Theme Group Resource Book through guidance to UNCTs on their establishment and functioning, with the aim of addressing current shortcomings for Gender Theme Groups (GTG) while harnessing existing potential in a globally coherent manner within country level contexts.  

The GTG S&P position GTGs within the new Cooperation Frameworks and addresses entry points for partnership with respective Governments, Civil Society Organizations (CSOs) for optimal UN Coordination. As such, the standards and procedures are designed to ensure effective, integrated, and coherent United Nations Country Teams (UNCTs) support to national gender equality and women’s empowerment (GEWE) priorities. The Gender Theme Group Standards and Procedures was developed by the Task Team of the United Nations Sustainable Development Group (UNSDG) on Gender Equality and the Empowerment of Women.  

The GTG Standards and Procedures were officially launched by the UNSDG 31 January 2022, and will be followed by an approximately four-months roll-out period of consultation with approximately 10- 20 GTGs to assess the suitability of the document in a range of contexts, and to identify feedback and tools that should be included in addenda to the GTG S&P. This will also provide an opportunity for participating GTGs

to develop understanding of the S&Ps and the roles and responsibilities and strengthen their role at the country level to share experiences and learn from each other.

 

The work of the consultant will be supervised by UN Women (Inter-Agency Coordination Specialist (Silja Rajander). The consultant will be responsible for supporting the roll-out and piloting of the new UNSDG Gender Theme Groups Standards and Procedures, in accordance with the specific responsibilities outlined below.

 

Duties and Responsibilities

Responsibilities:

 

  • Provide technical support to and assist with finalizing the methodology for roll-out and piloting of the GTG S&P, consulting with UN Women regional offices to determine the timeframe and tailor the approach. – 3 days.
  • Advise and support the design of a series of inter-active webinars and workshops to roll-out and pilot the GTG S&P, inclusive of standardized PPTs. – 7 days.
  • Support the development of tools for the collection of feedback, including baseline and endline surveys, and a tool for the collection of feedback from different regions. – 3 days
  • Provide on demand helpdesk support to respond to queries on the new GTG S&P, documenting questions and answers. – 4 days.
  • Draft an end-of-consultancy report, documenting lessons learned and recommendations.  – 1 day.

Required Skills and Experience

  • Master’s degree in development studies, gender studies, social sciences, or other related fields;
  • Minimum 10 years’ experience in gender and development;
  • Demonstrated technical expertise in gender mainstreaming, gender analysis, gender budgeting, and results-based management;
  • Experience in providing technical advice and capacity development support to UNCTs on gender mainstreaming in the context of inter-agency processes and systems at the country level, including with respect to GEEW/G planning, programming, and budgeting in the context of UNDAFs/UN Cooperation Frameworks;
  • Skills in facilitating and supporting inter-agency discussions on GEEWG issues;
  • Ability to convey/communicate complex processes in a simple and understandable manner;
  • Skills in developing and delivering gender trainings.
