Background
The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) is undertaking an evaluation of UNDP support to Access to Justice.
The evaluation aims to provide UNDP Management and stakeholders with an assessment of the results of UNDP work in this area, lessons learnt, and recommendations on the way forward. The evaluation will focus on the period 2014-21.
By examining the relevance, coherence, efficiency, effectiveness and sustainability of UNDP support, the evaluation will determine the extent to which UNDP support has increased trust in, and use of, efficient and quality legal and justice services that meet the most pressing justiciable needs of the population and contribute solving livelihoods concerns. The evaluation will analyse how UNDP has contributed to fostering access to justice by working on both the supply and demand of justice services, paying specific attention to populations most at risk of being left behind. Partnerships and collaborations to promote more integrated change, both within the United Nations System and with other actors, will be considered.
Among other areas of work, the evaluation will pay dedicated attention to UNDP work in the area of environmental justice, including legal empowerment and enforcement of environmental regulations and safeguards.
The IEO is looking for an environmental justice expert to support the assessment. The assignment is home-based work (tentatively scheduled from May to December 2022). The level of work is estimated at 20 working days.
Duties and Responsibilities
Under the guidance of the Lead Evaluator, the consultant will:
- Oversee, and provide advice for, the meta-analysis of project evaluations in the area of environmental justice.
- Conduct additional research and desk review of relevant documents provided by IEO, including programme and project monitoring documents, as well as on-line available information.
- Conduct virtual interviews (and/or survey) with UNDP staff (in Headquarters, Regional Hubs, country offices) and partners.
- Draft an analysis paper based on the scope pre-defined with Lead Evaluator,
- Contribute to revisions of the evaluation report drafts based on the comments received from the IEO, the evaluation reference group, and UNDP management.

Required Skills and Experience
The IEO seeks evaluators with experience in assessing access to environmental justice, judiciary support, and/or rule of law programming, with the following qualifications
Education
- A Master’s Degree in Law, Sociology, Political Science, Environment Studies or other field relevant to the assignment is required.
Professional Experience Requirements
- At least 10 years of relevant professional experience in programme evaluation and/or research at international level
- Substantive knowledge of environmental justice including track record of working on issues at global and country level
- Proficiency with data collection and analysis techniques and methods, particularly qualitative data.
- Experience in conducting or participating in large complex evaluations is desirable.
- Familiarity with UNDP or United Nations operations in the region is desirable.
Language requirements
- Full proficiency in English (oral and written)
- Full proficiency in at least one other UN language (French, Spanish, Arabic, Russian) is highly desirable.
