Background

The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) is undertaking an evaluation of UNDP support to Access to Justice.

The evaluation aims to provide UNDP Management and stakeholders with an assessment of the results of UNDP work in this area, lessons learnt, and recommendations on the way forward. The evaluation will focus on the period 2014-21.

By examining the relevance, coherence, efficiency, effectiveness and sustainability of UNDP support, the evaluation will determine the extent to which UNDP support has increased trust in, and use of, efficient and quality legal and justice services that meet the most pressing justiciable needs of the population and contribute solving livelihoods concerns. The evaluation will analyse how UNDP has contributed to fostering access to justice by working on both the supply and demand of justice services. Partnerships and collaborations to promote more integrated change, both within the United Nations System and with other actors, will be considered.

The evaluation will pay specific attention to populations most at risk of being left behind, including illiterates and language minorities, indigenous communities and groups living in remote areas, people with disabilities, and members of the Lesbian Gay Bisexual Transgender and Intersex (LGBTI) community. Access to justice for women, including for gender-based violence issues, will receive dedicated consideration, as part of the evaluation’s assessment of the extent to which UNDP support has been gender-responsive and/or transformative.

The IEO is looking for a gender justice and evaluation expert to support the assessment. The consultancy will be mostly  home-based, with select data collection missions. Should the progression of the pandemic and related safety conditions allow, the consultants would be required to travel to select UNDP programme countries in the period June-September 2022. The estimated duration of the consultancy is about 40 days.

Duties and Responsibilities

Under the guidance of the Lead Evaluator, the consultant will:

  • Conduct preliminary research and desk review of relevant documents provided by IEO, including programme and project monitoring and evaluation reports, as well as on-line available information.
  • In coordination with the Lead Evaluator, support the development of a data collection tool for use by all evaluation team members.
  • Develop data collection and analysis plans for selected countries, including (virtual and field) data collection and analysis instruments and a list of key stakeholders for consultation.
  • Conduct an in-depth assessment of a sample of UNDP projects.
  • Collect primary and secondary data on UNDP work on access to justice for women, through virtual and (health safety conditions permitting) in-person interviews or focus groups with relevant UNDP staff, key partners (United Nations officials, government counterparts, civil society organisations) and members of local communities.
  • Draft an analysis paper based on the scope pre-defined with Lead Evaluator, including preliminary findings, conclusions and areas for recommendations, as well as short project-level assessments in Annex.
  • Revise the analysis paper, as per comments received from the IEO.
  • Participate in the team’s working sessions and make a presentation of preliminary evaluation results of the draft paper.  
  • Contribute to revisions of the evaluation report drafts based on the comments received from the IEO, the evaluation reference group, and UNDP management.

Required Skills and Experience

The IEO seeks evaluators with experience in assessing gender, access to justice, judiciary support, and/or rule of law programming, with the following qualifications

Education

  • A Master’s Degree in Law, Sociology, Political Science, or other field relevant to the assignment is required.

Professional Experience Requirements

  • At least 10 years of relevant professional experience in programme evaluation and/or research at international level, including assessments of gender-responsive and transformative interventions.
  • Substantive knowledge of the subject area including track record of working on women’s access to justice issues, at country or global level.
  • Proficiency with data collection and analysis techniques and methods, particularly around qualitative data.
  • Experience in conducting or participating in large complex evaluations.
  • Familiarity with UNDP or United Nations operations in the region is desirable.

Language requirements

  • Full proficiency in English (oral and written)
  • Full proficiency in at least one other UN language (particularly French, Arabic, Russian) is highly desirable.
