Antecedentes

The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) is undertaking an evaluation of UNDP support to Access to Justice.

The evaluation aims to provide UNDP Management and stakeholders with an assessment of the results of UNDP work in this area, lessons learnt, and recommendations on the way forward. The evaluation will focus on the period 2014-21.

By examining the relevance, coherence, efficiency, effectiveness and sustainability of UNDP support, the evaluation will determine the extent to which UNDP support has increased trust in, and use of, efficient and quality legal and justice services that meet the most pressing justiciable needs of the population and contribute solving livelihoods concerns. The evaluation will analyse how UNDP has contributed to fostering access to justice by working on both the supply and demand of justice services, paying specific attention to populations most at risk of being left behind. Partnerships and collaborations to promote more integrated change, both within the United Nations System and with other actors, will be considered.

The IEO is looking for justice and evaluation experts to support the assessment. The consultancies are expected to be mostly home-based, with select field work. Should the progression of the pandemic and related safety conditions allow, the consultants would be required to travel to some UNDP programme countries in the period June-September 2022. The estimated duration of each consultancy is about 35 days.

Deberes y responsabilidades

Under the guidance of the Lead Evaluators, the consultants will:

  • Conduct preliminary research and desk review of relevant documents provided by IEO, including programme and project monitoring and evaluation reports, as well as on-line available information.
  • Support the development of data collection and analysis plans, including (virtual and field) data collection and analysis instruments and a list of key stakeholders for consultation.
  • Conduct an in-depth assessment of a sample of UNDP projects.
  • Collect primary and secondary data on UNDP work on access to justice, through virtual and (health safety conditions permitting) in-person interviews or focus groups with relevant UNDP staff, key partners (United Nations officials, government counterparts, civil society organisations) and members of local communities.
  • Draft an analysis paper based on the scope pre-defined with the Lead Evaluator, including preliminary findings, conclusions and areas for recommendations, as well as short project-level assessments in Annex.
  • Revise the analysis paper, as per comments received from the IEO.
  • Participate in the team’s working sessions and make a presentation of preliminary evaluation results of the draft paper.  
  • Contribute to revisions of the evaluation report drafts based on the comments received from the IEO, the evaluation reference group, and UNDP management.

Habilidades y experiencia requeridas

The IEO seeks evaluators with experience in assessing access to justice, judiciary support, and/or rule of law programming, with the following qualifications:

Education

  • A Master’s Degree in Law, Sociology, Political Science, or other field relevant to the assignment is required.

Professional Experience Requirements

  • At least 10 years of relevant professional experience in programme evaluation and/or research at international level.
  • Substantive knowledge of the subject area including track record of working on access to justice issues at country or global level.
  • Proficiency with data collection and analysis techniques and methods, particularly around qualitative data.
  • Experience in conducting or participating in large complex evaluations.
  • Experience in gender-sensitive programming and/or evaluation.
  • Familiarity with UNDP or United Nations operations in the region is desirable.

Language requirements

  • Full proficiency in English (oral and written) and/or French/Spanish
