Cambodia is highly vulnerable to climate change (CC). Rising temperatures are expected to reduce productivity in agriculture, fisheries and forests and to reduce labor productivity across most sectors. Changing rainfall patterns will lead to increased flooding, drought and storms which will also reduce resource productivity, especially in agriculture and fisheries, and increase damage from extreme events, affecting roads, water supply and other infrastructure. Rising sea levels will cause flooding and storm damage in coastal areas, affecting urban areas and natural resources.

 

Since 2010, the Cambodia Climate Change Alliance has been working to generate knowledge and understanding of how to integrate a response to climate change within planning and budgeting processes in Cambodia. The CCCA is currently working with Ministry of Rural Development (MRD) to strengthen the capacity of the ministry to analyze climate vulnerability and integrate corresponding adaptation actions in its plans and budgets.

 

In 2022, CCCA in cooperation with the regional programme on the governance of climate finance (UNDP/Sweden) will support a pilot Provincial Department of Rural Development (PDRD) to i) review its existing planning and budget processes and identify entry points for integration of climate change concerns, and ii) develop an investment budget submission for one pilot climate-resilient project. This assignment will also explore how insights gained from this work with PDRD can inform a more climate-responsive planning and budgeting process at district level.

Devoirs et responsabilités

The consultant will be responsible for the following tasks and outputs:

 

  • A mapping of existing sources of information on climate change vulnerability relevant to the mandate of PDRDs.

 

The national expert will map existing information systems containing information relevant to climate change and to the mandate of MRD, including but not limited to systems managed by the National Council for Sustainable Development, Ministry of Rural Development (Water MIS, Road Asset Management database, etc.), other relevant ministries (e.g. MOP, MOWRAM, MOSALVY), academic institutions or NGOs. The expert will indicate for each system how it can be accessed and how it may be relevant to the planning and budgeting process of a PDRD.

 

  • An analysis of the planning and budgeting process in one pilot PDRD, with identification of entry points for integration of climate change vulnerability analysis and adaptation solutions.

 

The national expert will support the designated PDRD staff and MRD climate change focal points to review the various steps in the existing planning and budgeting process of PDRDs (both investment budget and recurrent activities or cluster of activities), and identify at which points in the process a climate lens could be applied (integration of vulnerability analysis, integration of relevant adaptation solutions etc.).

 

  • Draft procedures for PDRD planning and budgeting, integrating a climate change lens.

 

Based on the previous two outputs and feedback received from MRD/PDRD staff, propose an upgraded planning and budgeting process in a user-friendly format for the PDRD, integrating the agreed changes to reflect a climate lens.

 

  • Delivery of training and mentoring to the pilot PDRD to implement this process for the 2023 budget preparation.

 

Train PDRD staff on the new process (at least one training session) and provide on the job support / mentoring to them to implement this process for the 2023 budget preparation, resulting in a PDRD budget proposal that integrates a climate lens.

 

  • One climate-resilient investment project identified and concept note developed in cooperation with PDRD for submission for the 2023 investment budget.

 

Based on the vulnerability analysis done with the PDRD and on their potential pipeline of investment projects, identify one high priority project for climate-proofing, and work with PDRD staff to develop a project concept, design and Bill of Quantities integrating relevant climate change adaptation measures, with clear explanations on the rationale for these measures.

 

  • Delivery of a seminar for MRD climate change focal points and PDRD on the pilot procedures and lessons learnt from the process.

 

Prepare and lead the delivery of the seminar, including a presentation of the outputs produced during the consultancy (information mapping, procedures for PDRD, budget proposal and investment proposal), discussion of any challenges faced, and discussion on further capacity development and steps need to scale-up this initiative to all PDRDs.

 

  • An analysis of the district planning and budgeting process in one district and identification of entry points for the integration of climate change vulnerability analysis and adaptation solutions, particularly in relation to MRD’s mandate.

 

The national expert will support the designated staff in one district office to review the various steps in their existing planning and budgeting process, (both investment budget and recurrent activities or cluster of activities), and identify at which points in the process a climate lens could be applied (integration of vulnerability analysis, integration of relevant adaptation solutions etc.). The analysis should integrate lessons learnt from the similar analysis done for the PDRD, identify a potential high priority climate project, and suggest some next steps for integration of relevant climate analysis and adaptation solutions in district, with a particular  focus (but not exclusively) on MRD’s areas of intervention.

Qualifications et expériences requises

Education: Master’s degree in economics, rural infrastructure, public works, rural water, local development or closely related subjects.

 

Experience:

  • Minimum 5 years of experience in planning and budgeting, including in the local development / rural development sectors;
  • Demonstrated understanding of climate change impacts in Cambodia, and of adaptation solutions for rural areas;
  • Proven experience with drafting of procedures and delivery of trainings for Government officials;
  • Familiarity with government planning systems and institutional roles;

 

Language Requirement: Fluency in spoken and written English and Khmer required.
