The consultancy is planned under the umbrella of the Technical Assistance Facility (TAF) for Newly Elected Local Government Leaders (the Facility), an intervention co-funded by the Sweden and the United Nations Development Program (UNDP) and administered by UNDP. As part of the Project for Improving Performance of Local Services (PIPLS) in Bosnia and Herzegovina, UNDP BiH’s Local Development Program, and the Good Governance Sector’s portfolio, the Facility aims to support the newly elected local government leaders in their efforts to effectively deliver their reform agenda aimed at improving the quality of life in their communities. Working with newly elected mayors and legislatures, the Facility will offer specialized expert assistance in following thematic areas: digital governance, service delivery and infrastructure, financial management and local economic development.
As the pace of digital disruption continues to rise globally, the eagerness to move forward with e-government increases worldwide. More governments are pursuing digital transformation strategies, introducing e-government as a platform, integrating data systems, strengthening digital skills, and deploying use of technologies for better e-services –guided by a whole-of-government approach. Digital transformation in the public sector can provide a wide variety of benefits, including more effective delivery of public services, greater efficiency and savings for governments and businesses, increased transparency, and greater participation of citizens in public life.
Against this background, UNDP is looking for a qualified Consultant to provide analytical report to implement digital signature in current Document Management System (DMS) for Municipality of Centar Sarajevo.
The Consultant will also be required to provide AS-IS and TO-BE analysis of integration of current DMS system with future eService Portal installed in Municipality of Centar Sarajevo. 
 

Duties and Responsibilities

The main objective of the consultancy is to support Project’s work with Municipality of Centar, through:
• Analysis of the necessary steps for certification and implementation of E-signature in the DMS system and practical guidelines how to integrate existing DMS solution with E-signature; and
• AS-IS and TO-BE analysis of integration of current DMS system with future eService Portal of and provide guidelines for above mentioned integration.

More specifically, the Consultant will undertake the tasks as described below:

Task 1. Analysis of the necessary steps for certification and implementation of E-signature in the DMS system and practical guidelines how to integrate existing DMS solution with E-signature
Consultant will analyse and define the necessary steps for the implementation of the E-signature in the current DMS system of the Municipality of Centar Sarajevo. The analysis will comprise, but will not be limited to, analysis of the current legislation, internal regulations within the municipality and possible changes in business processes within the existing DMS system in order to achieve paperless administrative procedures within the municipality. As result of the above-mentioned analysis, the Consultant is expected to deliver a draft of legislation or internal regulations modification in order to achieve full paperless administrative procedures within the Municipality of Centar Sarajevo.
Also, the Consultant is expected to perform a technical analysis of the existing DMS System and give precise instructions on how to upgrade it, in order to implement the E-signature in practice.
Furthermore, the Consultant is expected to conduct an analysis of available qualified electronic signatures in BiH and to propose to the Municipality of Centar Sarajevo the type and specification of available qualified electronic signatures, so that a separate procurement can be made.

It is expected that this Task will not exceed 8 expert days and will be implemented by May 20, 2022.

Task 2. AS-IS and TO-BE analysis of integration of current DMS system with future eService Portal of and provide guidelines for above mentioned integration
In cooperation with the Municipality of Centar Sarajevo, UNDP is currently working on the digitalization of the Municipality of Centar Sarajevo’s register of administrative procedures, in accordance with the relevant laws, regulations and the agreed template for service representation (CPSV-AP). As a result of above-mentioned project, UNDP and Municipality of Centar Sarajevo will implement two pilot transactional on-line services.
In this Task, Consultant is expected to perform AS-IS analysis of current DMS system and two pilot eService’s, in order to define integration mechanism (data sets for exchange, implementation technology, security procedures, authentication mechanisms…).
After AS-IS analysis Consultant is expected to prepare operational instructions/rulebook/ guidelines, technical specification (TO-BE analysis) for the Municipality of Centar Sarajevo and UNDP how to integrate DMS with above mentioned two eService’s.
It is expected that this Task will not exceed 8 expert days and will be implemented by June 15, 2022.

Required Skills and Experience

Academic Qualifications/Education

  • Advanced university degree in law, economy, public administration, computer science or related field.

Experience

  • Minimum 10 years of general professional experience;
  • Minimum 5 years of relevant experience in the area of regulatory and strategic analyses and/or heterogenous system integration in Bosnia and Herzegovina (such as DMS and E-signature, DMS and eServices…);
  • Experience in the area of government administrative procedures in Bosnia and Herzegovina;
  • Experience in the area of e-government in Bosnia and Herzegovina is a distinct asset.

Languages Requirements

  • Excellent writing and oral communication skills in in the official languages in Bosnia and Herzegovina;
  • Fluency in written and spoken English.

Other Requirements

  • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.
