Background

The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) carries out Independent Country Programme Evaluations (ICPEs) to assess UNDP’s contributions to national development results and evaluate the effectiveness of UNDP’s strategy in facilitating and leveraging national efforts for achieving development results. The purpose of the ICPEs is to: i) support the development of the next UNDP Country Programme Document, and ii) strengthen accountability of UNDP to national stakeholders and to the Executive Board.

The Country Programme Document (CPD) 2019-2023 for the Philippines was developed in alignment to the priority areas identified in the United Nations-Philippines Partnership Framework for Sustainable Development (PFSD). According to the CPD, UNDP Philippines is programmatically expected to address three PFSD outcomes: (i) The most marginalized, vulnerable, and at-risk people and groups benefit from inclusive and quality services and live in a supportive environment wherein their nutrition, food security, and health are ensured/protected (PFSD Outcome 1); (ii) Urbanization, economic growth, and climate change actions are converging for a resilient, equitable, and sustainable development path for communities (PFSD Outcome 2); and (iii) National and local governments and key stakeholders recognize and share a common understanding of the diverse cultural history, identity and inequalities of areas affected by conflict, enabling the establishment of inclusive and responsive governance systems and accelerating sustainable and equitable development for just and lasting peace in conflict affected areas in Mindanao (PFSD Outcome 3).

The IEO is hiring an independent consultant/evaluator to cover the area of governance and peacebuilding (outcome 3) under the Philippines Country Programme for the 2019-2023 cycle. The consultant will also support the assessment of cross-cutting issues such as gender equality, partnerships, coordination, capacity development, COVID-19 adaptation, among others and contribute to the overall preparation of ICPE 2019-2023 for Philippines.

The assignment is home-based with possibility of travel for data collection (tentatively scheduled for May–December 2022). The level of work is estimated at 35 working days.

Duties and Responsibilities

Under the guidance of the Lead Evaluator the consultant will:

  • Conduct preliminary research and desk review of relevant documents provided by IEO for the assigned thematic area;
  • Develop a data collection plan including the data collection instruments to be used and a list of key stakeholders for interviews;
  • Participate in data collection activities for the assessment of the assigned thematic area and cross-cutting issues as might be required;
  • Participate and contribute to the team’s working sessions, including the analysis workshop and presentation of preliminary evaluation findings to the UNDP country office in the Philippines at the end of the data collection activities;  
  • Prepare an outcome analysis paper for the assigned thematic areas and revise it as needed, as per comments received from the IEO; and
  • Contribute to the preparation of the final ICPE report, as well as the following revisions based on the comments received from the IEO, CO, Regional Bureau, and other stakeholders.

Required Skills and Experience

Education

  • A Master’s Degree in a field relevant to the assignment.

Professional Experience:

  • At least 10 years of relevant experience;
  • Substantive knowledge of peacebuilding; local governance and public administration; transitional justice, community security; and building productive capacities;
  • Extensive experience in programme evaluation and/or mastery of data collection techniques and methods;
  • Experience in gender-sensitive programming and/or evaluation is required.

Other knowledge and skills:

  • Excellent proven oral and drafting skills in English, with excellent analysis and synthesis skills;
  • Knowledge of the country context, development issues and challenges;
  • Familiarity with UNDP or UN operations in the country or region is an advantage;
  • Availability to focus on the evaluation as required to meet deliverable deadlines within the agreed timeframe.

Languages:

  • Ability to work in English is mandatory; and
  • Knowledge of local languages is desirable.
