The United Nations Development Programme (UNDP) is the UN’s global development network, working in 177 countries and territories. In Bosnia and Herzegovina, UNDP is committed to helping the country through strengthened national and local capacities to carry out political, economic and social reforms and promote development. In the programmatic period 2021-2025, United Nations Sustainable Development Cooperation Framework will guide the work of authorities in Bosnia and Herzegovina (BiH) and the United Nations (UN). Commitment to work together and achieve priorities in BiH is expressed by: The 2030 Agenda for Sustainable Development and selected Sustainable Development Goals (SDGs), future accession to the European Union, the Joint Socio-Economic Reforms (Reform Agenda) 2019-2022, and the human rights commitments of BiH, including other agreed international and regional development goals, and treaty obligations and conventions.
As part of UNDP BiH’s Good Governance (GG) Sector, the Local Development Programme is a portfolio of thematic projects funded by an array of various donors:
- Country Infrastructure Development Project
- Economic Governance for Growth Project
- Public Enterprise Integrity Projects
- Strengthening Public Integrity and Transparency at Sub-National Level Project
- Response to COVID-19 outbreak Project
- Project for Improving Performance of Local Services
In light of the above, under the supervision of the Local Development Programme Manager/GG Deputy Sector Leader, and in cooperation with Communications Assistant, the Communication Expert will support the implementation, visibility and communication activities, ensuring effective and successful communication and promotion of programme activities.
Duties and Responsibilities
Within this Consultancy, the Expert is expected to perform the following tasks:
Task 1: Develop Structured Communication and Visibility Strategies and Plans for Projects within Local Development Programme
- Review and get acquainted with relevant documents and materials related to UNDP work and projects in focus (relevant UNDP and project documents to be provided by UNDP, and relevant materials or any other important documents related to this topic), as well as with the different donors communication and visibility policies and requirements;
- Conduct communications needs assessments for the Local Development Programme Projects;
- In coordination with Project Managers and Communication Assistant, develop communications strategies and plans for the Local Development Programme Projects with clearly defined goals, messages, audiences, as well as communication and advocacy channels and tools;
- Propose ideas and actions, and advise on improved and coherent communication of Local Development Programme Projects objectives and results using the existing and new communication tools and channels, adequate for targeted audiences.
The Expert should be guided by best practices in terms of structure and communication opportunities when developing communication and visibility strategies and plans. Communication and visibility strategies and plans developed by the expert should be written in English and local language and submitted to UNDP for approval.
It is envisaged that this task will not exceed 20 workdays.
Task 2: Management of public relations activities for the Local Development Programme Projects
- Produce (write) various types of promotional materials, including but not limit to media advisories, press releases, op-eds, briefing materials, talking points, blogposts, web articles, posts for social networks, etc. in local languages as defined by the Communication and Visibility Plan for Local Development Programme Projects.
- Coordinate production of all communication materials related to the Local Development Programme in general and Projects (including but not limited to production of videos, photo essays and design tasks, as per projects’ needs);
- Moderate Local Development Programme project’s events/conferences when/if required.
The Expert should produce/write per month - 1 blogpost and 4 social media posts for 6 projects within Local Development Programme. More specifically, the Expert should produce 1 blog and 4 social media posts per month for the Projects under the portfolio. The Projects will be defined each month, along with the deadline. Every content prepared should be approved by the programme or designated project manager and Head of Communications Unit.
It is envisaged that this task will not exceed 100 workdays.
Task 3: Reporting
Under this Task, on monthly basis, the Expert will provide a communications progress report to Deputy Sector Leader and to the Communications Unit, outlining the implemented activities and achieved results. Upon report submission, further activities will be coordinated with the Communications Unit.
It is envisaged that this task will not exceed 5 workdays.
The Communications Expert will closely cooperate with Programme’s Communications Assistant and the Head of UNDP Communications Unit.

Required Skills and Experience
Academic Qualifications/Education
- University degree in social studies.
Experience
- At least 5 years of relevant experience in producing communication materials for a variety of media (print and online, including interactive and engaging social media and web content).
- At least 5 years of relevant experience formulating communications strategies and communications action plans, incl. excellent track record of no less than 5 communications strategies developed.
- Extensive experience utilising different online communication tactics (social media, SEO etc.) and communications monitoring and listening tools to reach communication goals.
- Previous experience within the UNDP is an asset.
Languages Requirements
- Excellent writing and oral communication skills in the official languages in Bosnia and Herzegovina and the English language.
Other Requirements
- Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.
- Excellent usage of online communication tactics (social media, SEO etc.) and communications monitoring and listening tools to reach communication goals.

When using this weighted scoring method, the award of the contract should be made to the candidate whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
