Office/Unit/Project Description
The mission of the Human Development Report Office (HDRO)/UNDP is to advance human development. HDRO works towards this goal by promoting innovative ideas, constructively challenging policies and approaches that constrain human development, and advocating practical policy changes, through its research, data analysis, outreach, and advocacy work.

The first Human Development Report (HDR) in 1990 introduced the Human Development Index (HDI) as an alternative to GDP as a measure of human progress. Over time, HDRO has been working on incorporating additional dimensions of development challenges to human progress measurement for policy debate.

An important focus of the HDRO work is to utilize advancements in digital technolgy to strengthen knowledge and data management, analytics and presentation.

Institutional Arrangement
The Consultant will be part of the online/digital and production team. Under the guidance and direct supervision of the manager, the Consultant will assist with the tasks outlined above.

Travel
UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

Duties and Responsibilities

Scope of Work
Under the supervision of the HDRO Digital manager and working closely with HDRO research and statistics teams, the Data Management and Analytics Analyst will support HDRO by managing structured and unstructured data, strengthening the research and data methods with advancements in Cloud and high performance computing, and working on web-based interactive data visualizations and visual storytelling using data. The analyst will also link with technology and data units within UNDP and external organizations, private sector and academia to expand HDRO’s data (including frontier data) and knowledge management.

1. Contribute to HDRO’s data and knowledge management

Manage HDRO databases and virtual machine accounts and environments and liaise with service providers.
Prepare and update datasets, data interfaces and links within the Drupal content management system, HDRO public website, and AWS.
Support the continuous development of HDRO’s digital ecosystem to increase access and dissemination of HDRO publications and data.
Coordinate digital data projects with external vendors.

2. Contribute to developing innovative data visualizations for the HDR and other knowledge products, both static and interactive

Interpret, analyze data and generate insights as needed. Develop data visualizations and dashboards, both static and interactive (e.g. in D3+React, Power BI, Tableau, or other), for HDRO’s knowledge products and website.
Create and maintain an internal database of source data, and publish on HDRO website in industry- standard formats.
Take part in the quality control of the HDR and other knowledge products to ensure accuracy and visual consistency.
Explore the latest data visualization tools and standards, and bring applicable solutions.

3. Contribute to the work with new data and innovative technologies

Follow the research on new forms of data and emerging technologies, explore empirics and analytical applications for development measurement.
Work on projects by getting and analyzing large amounts of data, diving deep to identify insights and design simulations.
Support the development of AI and machine learning solutions.
Participate in the brainstorming and discussions on various aspects of the HDR preparation including applications of new technologies and data.
Develop links with UN organizations, private sector and research institutes in the applications of new technologies and innovative data for development.

Desired additional skills and competencies

Experience in data visualization applications including D3+React, Tableau, Flourish, Adobe Creative Suite, is desirable.
Ability to communicate complex, abstract concepts using both visual, and written language.
Knowledge and experience in using data science frameworks. Analytics and coding skills (Phython, R or similar) are a strong asset.
Good understanding of the human development paradigm and its policy implications.
Working knowledge of another UN official language is desirable

Minimum Qualifications of the Successful IPSA

Min. Academic Education

Advanced degree from an internationally accredited university in data science, data management, digital technology, statistics, or relevant social science with a strong training in data management or data science.

Min. years of relevant Work experience

Minimum of 2 years of experience in data management of structured and unstructured datasets, digital data analytics, or related discipline is required.
