  Project Description 

United Nations Volunteers Programme (UNV) is administered by United Nations Development Programme (UNDP). In 2022, UNDP will launch a new ERP, called Quantum (Oracle Cloud). UNV, as a UN Programme administered by UNDP, is one of the Quantum partner agencies.

Since 2004, UNDP and UNV have been using ERP-Atlas, a PeopleSoft based ERP system, which will be subsequently retired in 2022. Atlas Security Rights were administered through Atlas Role Generation and User-provisioning System (ARGUS).

ARGUS is a fully custom developed system across all the Atlas applications to provide for a decentralized model of user access management to Atlas based on pre-defined procedures, standards and processes. One of the basic foundations was the Internal Control Framework of the respective Partner agencies

 

With introduction of Quantum, it is required to map the existing functional roles of UNV to the new Security Rights System in Quantum, IDAM – Identity and Access Management.

The mapping of the Security Rights should focus on:

  1. Internal controls, both system and offline, mandated by UNDP and followed by UNV;
  2. Required segregation of duties, mandated by UNDP and UNV Internal Control Frameworks;
  3. Functional roles at all levels of operational support in UNV: HQ; regional, and field unit.

UNV’s Management Services hold the responsibility for the strategic planning, managerial leadership, oversight and quality control of an integrated platform of operational services ensuring timely, effective and efficient delivery according to corporate performance standards and in compliance with the UN Regulations and Rules, UNDP’s Accountability Framework, UNDP Governing Frameworks and Policies and Procedures.

UNV’s current PeopleSoft ERP ATLAS, has formed the operational and financial backbone of UNV. In 2020, a multi-stakeholder, multi-year project was launched to replace the current ERP with a future-proofed, cloud-based digital engagement platform called Quantum, an Oracle Cloud ERP. Quantum will offer a range of expanded features that will streamline the platforms ecosystem and will facilitate new and simplified ways of working and collaborating.

Finance and Budget Section (FBS) makes integral part of the Management Services Division in UNV. FBS consists of eight positions. FBS provides advisory, oversight and support roles in all areas of financial management.

The incumbent will be closely working with FBS Chief and ARGUS Requestor, as well as with UNV ICTU and Quantum Project Team members responsible for security rights.

The assignment is aimed at ensuring that the new Quantum Security Rights are fully mapped to the existing functional roles and at facilitating smooth transition of operations to Quantum in mid-July 2022.

 

Stakeholders of the project include but are not limited to:

UNV Director for Management Services;

UNV FBS;

UNV ICTU;

UNV ROs/FUs;

UNV HQ relevant sections with inter-functional workflows (procurement, human resources, IT, volunteer management);

UNDP Office of Financial Management (OFM);

UNDP Information and Technology Management (ITM).

Duties and Responsibilities

Scope of Work

As a result of this assignment, it is expected to develop a document outlining mapping of the Quantum Security Rights in IDAM to the existing functional roles in UNV.

In detail, it is expected that the incumbent:

  • Develops and documents a decentralised model of managing accesses for Quantum users at UNV in close cooperation with UNV ICTU as well as Quantum Project Team and UNDP ITM as required;
  • Understands UNDP’s ICF which forms the basis for ARGUS and aligns new Quantum User profiles in IDAM to existing Atlas user profiles;
  • Understands the fundamental concept of minimum segregation of duties as spelled out in UNDP ICF;
  • Identifies the Quantum Business Profiles/Roles to meet the business requirements for segregation of business functions, controls, flexibility, and future scalability according to Quantum modules (e.g. AP Processor, Voucher approver, Pay cycle processor, Pay cycle approver, etc.);
  • Designs System Process Flow of a user profile request – new user/ modifies/ delete;
  • Actively participates in testing and provides functional support for developing test scenarios and documentation and performing validation.

Close collaboration with UNV ICTU, Quantum Project Team and UNDP ITM is required.

Analysis of the existing ARGUS rights and their transferability to the new Quantum Security Rights System of IDAM will be the major outcome of this assignment.

Activities involve analysis and synthesis of the existing documentation; studying the Quantum Security Rights and ability to write concise analytical documentation and present the findings in graphical form.

The assignment will be conducted remotely.

Competencies

Institutional Arrangement

The incumbent will be performing the tasks under direct supervision and guidance of Chief, FBS and in close collaboration with ARGUS Requestor and UNV ICTU.

To ensure progress and achievement of deliverables, weekly check-in meetings will be organised with Chief, FBS and relevant expert on the dedicated subject from other functional areas.

In addition to UNV internal sections, the contractor will be required to collaborate and directly engage in discussions with Quantum Project Team and UNDP ITM.

The work will be performed remotely.

 

 Duration of the Work

Assignment is for three months. The final deliverable is due 22 July 2022, upon Quantum launch in mid-July 2022. Delays cannot be accepted.

The pre-condition for this assignment is the launch of Quantum in mid-July 2022. The start date should be beginning of May 2022, and the completion of the assignment – end July 2022.

The Lead time for review of draft or intermediary inputs is three-five business days, and for final product five-seven business days.

 

 Duty Station

Home-based.

Main deliverables are spelled out under SectionExpected Outputs and Deliverables  of this ToR. Weekly meetings will be adopted as a monitoring mechanism of the progress.

Required Skills and Experience

Qualifications of the Successful Individual Contractor

Master/expert level of business process development, business re-engineering, internal control, financial management, and IT Security systems.

The incumbent understands the fundamental concept of an ERP system.

Master’s degree in business administration, finance, accounting and information technologies.

Minimum seven years of experience in IT security rights and internal controls.

 

Experience in working with ERP cloud solutions (Oracle) is a distinct advantage.

Experience in cloud security design/implementation is an added advantage.

Prior working experience in UN is a distinct advantage.

Experience with Service Now product is an asset.

Excellent knowledge of written and spoken English is a must, and working knowledge of another UN language is an asset.

 

 Scope of Price Proposal and Schedule of Payments

 

Lump Sum Amount – The financial proposal shall consist of an all-inclusive lump sum for the whole duration of the contract period, which shall include the consultancy fee. The financial proposal shall also contain a breakdown of these costs for each deliverable. The lump sum/contract price is fixed regardless of subsequent changes in the cost components

 

 

  Recommended Presentation of Offer

Applicants have to provide a technical and financial proposal. 

The technical proposal shall consist of:

  • Motivation Letter describing their interest in the assignment and why they are the most suitable for the work;
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • A technical proposal (3-5 pages): shall describe the methodology and the approach on how to fulfil the required deliverables as well as outline the major components of its implementation; Additionally, one-two samples of prior similar non-confidential work is requested.

The financial proposal shall consist of 

 

  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNV under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. 

 

UNV does not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

 Criteria for Selection of the Best Offer

 

Combined Scoring method – where the qualifications and methodology will be weighted a max. of 70%, and combined with the price offer which will be weighted a max of 30%

 

  • Approach and working experience in the field of ERP security rights (30 points)
  • Proven experience in internal controls design (25 points)
  • Proven experience working with Oracle Cloud (10 points)
  • Proven experience in using analytical and visual tools for data presentation (5 points)
