The Department of Safety and Security is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the security programmes and activities of the United Nations System.
Under the overall guidance and supervision of the Deputy Security Adviser (DSA), the Senior Security Operations Associate (SSOA) coordinates the implementation of security operations, providing information on significant security incidents and daily supervision and management of UN security personnel assigned in the Joint Security Operations Coordination Center/ Gaza Security Coordination Center (JSOC/GSCO) in the Israel, Occupied Palestinian Territory and Jerusalem (IoPtJ). The SSOA also coordinates the activities of the JSOC/GSCO and ensures organizational management; administrative support, including management of information and records and the implementation of policies and procedures to ensure that JSOC/GSCO operations are conducted efficiently and professionally. The contract duration for the position is 12 months and the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the Local Cost-Shared Security Budget (LCSSB).

The primary responsibilities of the position are as follows:
- Ensure quality control of the operational functioning of the JSOC/GSCO is conducted efficiently and professionally.
- Ensure that the Chief Security Adviser (CSA), Deputy Security Adviser (DSA), (or their OICs) and Field Security Coordination Officer (FSCOs) are immediately informed of significant security incidents.
- Ensure quality control of the Daily Security Report (DSR).
- Maintain the UN personnel database and contact lists.
- Build the capacity and individual capabilities of the SOAs.
- Conduct Initial Security Briefings for all staff visiting or newly posted UN personnel.
- Ensure the administration of the JSOC/GSCO is conducted efficiently and effectively.
- Performs other tasks as assigned by direct supervisor.
1. Ensure quality control of the operational functioning of the JSOC/GSCO is conducted efficiently and professionally.
- All SOA deliverables are completely fulfilled to a high standard.
- There is no loss of operational effectiveness at shift changes.
- No client issues are mislaid or mishandled as a result of shift changes or poor coordination between staff.
- UN organizations report satisfaction with the service provided by JSOC/GSCO.
2. Ensure that the CSA, DSA, (or their OICs) and FSCOs are immediately informed of significant security incidents.
- Provide security related information and inputs after making a judgment on significance.
3. Ensure quality control of the Daily Security Report (DSR).
- Liaise with FSCOs to verify and clear the security area information included in the DSR.
- Ensure the format and layout of the DSR is correct before distribution.
4. Maintain the UN personnel database and contact lists.
- Liaise with FSCOs and LSAs to secure;
- Updated information to maintain UN personnel data sheets; and
- Contact lists for SMT/ASMT and all Security Cells.
5. Build the capacity and individual capabilities of the SOAs.
- SOAs are intensively supervised to ensure focus on their key deliverables.
- Monitor work progress to ensure completeness, quality and accurate outputs.
- Mentoring SOAs to encourage focus on enabling program delivery and on client services.
- Coaching individuals to identify weaknesses and to develop improvement plans.
- Provide on the job training to improve SOA performance levels and work standards.
6. Conduct Initial Security Briefings for all staff visiting or newly posted UN personnel.
- Maintain induction security briefings with advice from SSIA to remain current.
- Capture personnel information and verify security compliance as part of the initial brief.
7. Ensure the administration of the JSOC/GSCO is conducted efficiently and effectively.
- Administrative support for the JSOC/GSCO functions effectively.
- Rosters are managed efficiently with no significant complaints from SOAs.
- Staff HR administration is completed effectively.
8. Performs other tasks as assigned by direct supervisor.

Qualifications et expériences requises
Education:
- Minimum of BA Degree in Business Administration or related fields.
- Operations or Security Studies are required
- Masters in a relevant field would be an asset.
Experience:
- A minimum 4 years of experience in Operations and security or related field.
Language Requirements:
- Fluency in English and Arabic are required.
- Hebrew would be considered an important asset.
Other:
- Knowledge of satellite phones and VHF radio operation.
- Computers literacy (MS Word, Excel, Access and PowerPoint) essential.
- Possession of a valid driver’s license in Gaza.
