In 2020, UNDP launched implementation of the Strengthening the Role of Local Communities/Mjesne zajednice in Bosnia and Herzegovina Project, Phase 2 which is jointly financed by the Government of Switzerland and Sweden. The overall goal of the second Project phase is to improve the quality of life of the citizens of Bosnia and Herzegovina through empowered, gender responsive local communities (MZs) that facilitate active citizen engagement in public life, stand for people-centered performance of local governments and catalyze democratic transformation at the local level.
The key Project stakeholders are the following 41 LGs: Banja Luka, Bihac, Bijeljina, Brcko distrikt, Breza, Centar Sarajevo, Citluk, Doboj, Goražde, Gracanica, Gradacac, Gradiška, Ilijaš, Jablanica, Kljuc, Kotor Varoš, Laktaši, Ljubinje, Ljubuški, Maglaj, Modrica, Mrkonjic Grad, Nevesinje, Olovo, Pale FBiH, Petrovo, Rogatica, Rudo, Sanski Most, Tešanj, Teslic, Trebinje, Trnovo, Višegrad, Visoko, Vitez, Vlasenica, Vogošca, Zavidovici, Zenica, Žepce.
Focus of this Terms of Reference is on the Project Output 1.3., regarding providing partner LGs and MZs opportunity for adequate technical capacities, tools and skills to effectively steer local development. Therefore, under these Terms of References new knowledge and skills will be provided to the local staff and MZ representatives through practical and interactive trainings on digital skills and basic information technology usage. In line with the above, the Consultant/s will design and deliver a Comprehensive Training Programme on the use of basic information technologies in local communities/MZs, equipping representatives from LGs/MZs with knowledge and tools on this subject matter. This training programme will provide participants with practical approaches to basic knowledge on Information Communication Technologies (ICT). At the end of the training, participants will become familiar with using basic ICT tools and techniques, and will obtain skills to be able to use basic computer programs.
Deberes y responsabilidades
The consultancy will offer practical knowledge to representatives of LGs within 41 partner local governments, precisely – representatives of 199 project partner MZs. Concretely, the Consultant/s will deliver trainings, as elaborated in the tasks here-below, using an interactive approach, and combining theoretical knowledge with exerces and role-play opportunities for participants. The training will offer best examples from practice discussing potential application in the local context. The partner MZs that will be recepients of the training programme are divided in two LOTs of 6. A consultant can apply for both LOTs, however, s/he can be awarded only one LOT. Hence, the trainings will be delivered by two consultants in total.
More specifically, the Consultant will undertake:
Task 1: Design training curricula on strengthening of IT-computer skills training for relevant Local communities (MZs)
- Design a three day training programme following a modular approach. The training design will allow active involvement of participants, by using participatory training techniques, group exercises, plenary discussions, etc. The training course has to include all aspects of everyday use of computer and its programmes (MS Office). Areas to be covered by the trainings should include, but must not be limited to: basics of IT technology, Word, Excel, PowerPoint, and other essential programs such as Outlook, use of available free of charge email accounts (such as gmail), etc. At the end of the training, beneficiaries should be able to organize, copy, record and use documents in every-day tasks, sort different texts using Word application, use Excel to create tables, do calculations, do analyses and make graphs, use Power Point for presentations, create, receive and send e-mails, as well as browse the Internet. The suggested modules for the training are:
Day 1:
- IT basic + operation system Windows: This Module should provide beneficiaries with basic knowledge of computer hardware, software and understanding of topics such as computer memory, documents archiving, etc.
- Use of Word
Day 2:
- Use of Excel
Day 3:
- Use of Power Point
- Use of e-mail
The envisaged number of days for this task is three (3).
Task 2: Delivery of training program, with supporting materials and presentations
Following the validation of the training programme, each Consultant will be responsible for delivering the three-day training programme to 6 training groups (up to 20 participants in each group) in the locations indicated in the table below:

The training will include entry-point self-assessment by participants: the evaluation form that will allow for assessing the knowledge on the subject matter prior to the training program by each participant individually. The Consultants will be expected to prepare all materials required for the execution of the training programme. They will also compile the key knowledge elements and good examples, hints and practical recommendations into a simple handout material (up to 10 pages), which can serve as a take-away tool for participants. The training programme will be designed in the languages of people of Bosnia and Herzegovina. The envisaged number of days for this task is 18.
Task 3: Development of report including exit self-assessment by participants:
Under this task the Consultant/s will produce a comprehensive report on the delivered trainings with information on location, number of participants and the group dynamics and feedback. The analysis of participants feedback will be based upon evaluation form that will be developed by the Consultant/s and filled in by participants. The evaluation form will allow assessing the knowledge acquired after the training program by each participant individually.
General note:
All logistical and organisational work prior to and during the training will be done by the Project team.
Following the training delivery, the Consultant will prepare a final report (using standardised format provided by Project Team) on the training delivery, to include: total number and sex-disaggregated data of participants per training; main observations; analysis of the “before” and “after” knowledge gained by the participants (based on the self-assessments).
It is envisaged that the overall level of effort will not exceed 26 expert days per consultant.

Habilidades y experiencia requeridas
Academic Qualifications/Education:
- University degree in computer science, social sciences, communications or similar.
- Master’s degree would be considered an asset.
Experience:
- At least 5 years of experience in capacity development or delivery of training particularly for citizen groups, NGOs and local governments.
- At least 2 years of experience in capacity development or delivery of training related to citizen participation, communications/public relations or similar.
- Analytical and presentation skills and ability to conceptualize and write concisely and clearly proven trough a submitted previously delivered training presentation;
- Previous work for UN agencies or concrete work at local community level in the country is considered as asset.
Languages Requirements:
- Fluency in languages of Bosnia and Herzegovina (excellent writing, editing and communication skills).
- Fluency in English.
Other Requirements:
- Strong organizational, time management and facilitation skills.

Individual will be evaluated based on the following methodology:
Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the candidate whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
