In September 2019, UN Women established its Peace Security and Humanitarian Unit to consolidate its advocacy, coordination and capacity development role for the integration of gender equality across peace security and humanitarian action. The Humanitarian Action Section with teams in Geneva and New York is addressing, humanitarian norms and standards, coordination, accountability, humanitarian emergency response and country support for prevention, mitigation and preparedness.

Aligned with the United Nations’ 2030 Agenda for Sustainable Development, UN Women’s Second Chance Education and Vocational Learning (SCE) Programme is a solution for those who have missed out on education. It aims to break current trends and provide a comprehensive solution for marginalized women and young women who are at risk of being left behind. This project aims to develop context specific, affordable and scalable learning, entrepreneurship and employment pathways for empowering the world’s most disadvantaged women and young women. It offers women and young women, their families, local communities and societies the benefits of access to educational services which are tailored not only to their needs as learners, but also to their future as earners. The SCE Programme achieves this by leveraging the opportunities of innovative teaching approaches, digital technologies and social networks. 

The Programme will contribute to the following outcomes: i) More marginalized women and young women  access and benefit from high quality educational content, material and learning pathways; ii) More marginalized women and young women benefit from increased employment, livelihood and entrepreneurial opportunities; iii) Fewer marginalized women and young women are disadvantaged and denied education opportunities due to harmful and discriminatory social norms; iv) More marginalized women and young women have improved access to education and employment pathways through enhanced multi-sectoral policy and financing frameworks that enable scaling of successful SCE solutions.

Under the overall guidance of the Director of Women Peace Security and Humanitarian Action (WPHS) and with direct reporting to the SCE Programme Manager, the Knowledge Management and Research Analyst provides technical support to the development and implementation of the SCE Programme, including research, coordination, and production of SCE knowledge products as well as supporting efficient monitoring and evaluation of the programme at global and country levels.

Duties and Responsibilities

1.       Research, coordinate, and produce Second Chance Education (SCE) knowledge products

  • Explore with country offices (COs) and implementing partners, key areas of knowledge that require further examination to consolidate the SCE model and support scale-up.
  • Conduct research and keep up to date on the latest developments on SCE priority thematic areas.
  • Develop any required SCE knowledge products including coordination of their dissemination.
  • Provide technical assistance to COs developing their own SCE knowledge products.
  • Liaise with COs, implementing partners, and academic / research institutions as needed.

2. Update existing SCE knowledge products

  • Coordinate a participatory approach with COs and implementing partners in required updates and adaptations of the existing SCE knowledge products including the hub handbook, the facilitator’s guide, the internal programme manual and the literature review.
  • Coordinate the dissemination and adoption of SCE knowledge products by implementing partners and other interested stakeholders.
  • Identify the most interesting innovations applicable to the SCE programme.
  • Coordinate the network with partners that have existing expertise in areas of technology and innovation that can help the SCE programme team think outside the box

4. Provide knowledge management and knowledge sharing support

  • Maintain and develop the SCE sharepoint platform to build the SCE documentation library and assist COs in its active use.
  • Develop and keep updated the SCE facts and figures library with relevant content around SCE’s key themes
  • Engage with policy-oriented research networks that provide data, analysis, advice and peer review support which will help UN Women to advance gender equality and women’s empowerment in SCE research agendas.
  • Support SCE Programme Manager in regular virtual coordination meetings with SCE country offices.
  • Share technical skills and knowledge within and among COss.
  • Provide technical assistance with reviewing documents, including  related to the programme for quality assurance.
  • Provide technical assistance to SCE Programme Manager in preparation of SCE communication materials, briefing notes, talking points and presentations as needed.

5. Provide monitoring and evaluation support

  • Provide technical support to SCE Programme Manager in consolidating the M&E data collection by COs in a timely manner according to the SCE reporting schedule and support the establishment of a Management Information System (MIS).
  • Provide technical support in coordinating the continued use and analysis of the SCE entrance and graduate surveys by COs.
  • Draft the quarterly progress reports and annual reports according to global reporting commitments for the SCE Programme Manager to review and finalize.
  • Provide technical support in coordinating and providing quality assurance to the SCE phase I final evaluation and any other reviews.
  • Provide coordination support in ensuring that the SCE phase I final evaluation recommendations are implemented.
  • Draft Final Evaluation notes after the piloting of each approach/project (results achieved, lessons learned, recommendations for similar future projects).

Required Skills and Experience

Education and certification:

  • Master’s degree in Human Rights, Gender Equality, Law, Social Sciences, Public Administration or other development related sciences.
  • A first-level university degree in the same areas in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.


  • At least two (2) years of experience in the design and delivery of programmes/projects across multiple policy areas and working in education training  programme/project is an asset;
  • Experience in programme management, including managing budgets, suppliers and grant recipients;
  • Experience  in  writing reports, researches, articles and/or blogs.
  • Experience of creating or analyzing working/business plans is an asset;
  • Experience in developing partnerships across a wide range of organizations is an advantage;
  • Experience in the usage of computers, office software packages (MS Word, Excel, etc.), as well as multimedia tools.

Language Requirements:

  • Fluency in English is required
  • Working knowledge of Spanish and/or French is an asset.
