Office/Unit/Project Description 
The People Performance Unit (PPU) falls part of the Office of Human Resources (OHR) and exists to provide substantive leadership to the development and implementation of the UNDP-wide approaches and strategies aimed at creating a positive employee experience and maintaining a safe, respectful and enabling working environment that enables personnel engagement, productivity and performance. More specifically, the team leads and provides advice on matters related to employee experience and engagement, diversity and inclusion in the workplace, duty of care with a focus on occupational safety, health and wellbeing (OSHW), dealing with sexual misconduct in the workplace, and individual performance management and its linkages with the broader organizational performance. Addressing sexual misconduct addresses two separate issues of sexual harassment (SH) in the workplace and sexual exploitation and abuse (SEA) of beneficiaries.


Institutional Arrangement
The Contractor will report to the Chief People Performance unit.

Duties and Responsibilities

Scope of Work 
a) In line with UNDP’s Strategy and Action Plan on SH and SEA, coordinate the development of activities, facilitate implementation of/implement activities led by OHR; participate and represent OHR in relevant inter-agency initiatives and projects.
b) In close coordination with the Office of Audit and Investigations, the Legal Office, and the Global Shared Service Unit, manage the Clear Check database on SH and SEA, including screening of candidates and placement of perpetrators.
c) Ensure effective policy advice to the management of cases related to harassment, including sexual harassment, and coordinate required action.
d) Support the development of SH related training content, learning interventions and roll-out of trainings for staff and partners as appropriate
e) Support the work on behavioral change and design interventions aimed at changing mindsets and behaviors related to sexual harassment, as needed
f) Support the design and data analysis of surveys related to SEA and SH, and communicate results to different stakeholders
g) Manage the network of protection from SEA focal points globally, including contributing to training and policy advise, and supporting the work around community-based complaint mechanism, victim assistance and working with implementing partners.
h) Participate and contribute to the work of relevant working groups, as needed
i) Provide input to progress reports, donor responses and briefings.

Required Skills and Experience

Min. Education requirements

  • Advanced University degree in gender studies, humanitarian affairs, human rights, international law, sociology, human resources or similar. Specialized training in SH or SEA is an asset.


Min. years of relevant work experience

  • 5 years of relevant experience in prevention of sexual exploitation and abuse, gender, gender based violence, sexual harassment, workplace conduct, including SH/SEA policy and programming is required.
  • Experience in developing and facilitating training, knowledge-transfer and capacity-building activities
  • Experiencing in handling sensitive cases liasing with multiple stakeholders
  • Familiarity with the UN system and global coordination structures (e.g. IASC) in PSEA
  • Strong quantitative and qualitative data analysis skill is preferable.


Required Language(s)

  • Full proficiency in English, including excellent writing skills
  • Excellent presentation and facilitation skills
  • Working knowledge of another UN language is an asset
  • Excellent communication skills, especially ability to effectively communicate with various constituencies and clients
