  • Women and girls contribute and have greater influence in building sustainable peace and resilience, and benefit equally from the prevention of natural disasters and conflicts and from humanitarian action;
  • A comprehensive and dynamic set of global norms, policies, and standards on gender equality and the empowerment of all women and girls is strengthened and implemented.

About the position:

The programme associate will support the programme coordinator in implementing activities related to GBV and gender statistics projects.

The programme is working toward the achievement of three outcomes:

  •   Outcome 1: Improved prevention of and response to gender-based violence including economic violence against women and girls;
  •   Outcome 2: Increased public demand by women and girls, boys and men, and organizations in Tunisia to end GBV including economic violence;
  •   Outcome 3:  Increased resilience demonstrated in marginalized and vulnerable including disabled women and girls affected by GBV, including economic violence.

Under the general supervision of the Head of Programmes and directly under the Programme Management and the Programme Coordinator, the Programme Associate will support the implementation of the programme’s activities in line with UN Women rules and regulations. S/he provides financial, administrative and logistic supports and works in close collaboration with the communication and operations team.

Duties and Responsibilities

  • Provide administrative and logistical support to the formulation and management of programme’s activities.
  • Provide administrative support in the preparation of programme’s work plans, budgets, and proposals on programme implementation arrangements, including tracking the delivery of funds;
  • Provide administrative support to the executing agencies / responsible parties on routine delivery and reporting of programme supported activities and finances;
  • Provide administrative support for the audit of programmes/projects and support the implementation of audit recommendations;
  • Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches, and position papers, in collaboration with the Programme team.
  • Other duties as required :
  • Provide administrative support to the financial management of the programme
  • Create projects in Atlas, prepare budget revisions, revise project awards and status
  • Do necessary follow-up to determine unutilized funds and to do operational and financial closure of a project;
  • Provide administrative support in monitoring and preparation of budget and the finances of programmes/projects, and in the preparation of FACE forms;
  • Prepare non-PO vouchers for development projects;
  • Process payment for consultants, as delegated;
  • Create E-requisitions in Atlas for development projects; register good receipts in Atlas;
  • Undertake all logistical, administrative, and financial arrangements for the organization for meetings, workshops, events, and missions;
  • Support travel arrangements, including travel requisitions and claims;
  • Draft minutes in meetings, as delegated;
  • Assemble briefing materials and prepare power-point and other presentations, in collaboration with the Programme coordinator;
  • Organize and coordinate filing of documents; maintain mailing lists.
  • Provide administrative support to resource mobilization
  • Organize, compile, and process documentation and information from donors, and programme team as inputs to various databases and documents.
  • Provide technical inputs to inter-agency coordination activities on gender and COVID-19 health response by providing inputs to background reports and briefs
  • Facilitation of knowledge building and knowledge sharing
  • Provide administrative support to the organization transversal activities of the office.

* Consultant are expected to be equipped with all materials and equipment needed to perform their tasks for example laptop, software etc..

Required Skills and Experience

Education:

  • Bachelor’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, business, Management, public administration, law or a related field is required;
  • A Master’s degree or equivalent is an asset;

Experience:

  • At least 2 years of relevant work experience in: development and implementation of programmes/projects, coordination and organization of seminars/workshops, communication, providing administrative and financial support.
  • A prior experience working for UN agency is an asset.
  • Experience in working with women’s rights and/or gender equality programmes/projects is an asset;
  • Experience coordinating and liaising with government agencies, civil society organizations, private sector, and/or donors is an asset.

Language Requirements:

  • Fluency in English, French and Arabic.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

Criteria 1: Education – 25% (25 points)

Criteria 2:  Experience – 30% (30 points)

Criteria 3:  Language – 15% (15 points)

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);

The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;

 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation
