Background

The position is based in the Office of the Humanitarian Coordinator for Jordan, which is part of the United Nations Secretariat and is mainly guided by the Office for the Coordination of Humanitarian Affairs (UN OCHA) based in Amman, Jordan.

Under the supervision of the Head of OCHA Office, the Senior National Humanitarian Affairs Officer will be responsible for supporting regional coordination with all United Nations Agencies, INGOs and with government officials and Jordan armed forces.

The Senior National Humanitarian Affairs Officer/Coordination works with a wide range of senior officials within the Government authorities, the Jordanian Armed Forces (JAF), Jordanian Intelligence Directorate (JID), the Jordanian Civil Defense and the Ministry of Foreign Affairs and Expatriates (MoFA) at the strategic and operational level, to build and maintain relations with partners, obtain and analyse information in order to inform the strategic development and coordination of humanitarian issues in the region.

Duties and Responsibilities

Summary of key functions:

Under the overall guidance and direct supervision of the Head of Office, the Senior National HAO will be responsible performing the following tasks:

  • Play a leading role in facilitating relations between humanitarian partners and the Government of Jordan, and the different security officials in Jordan.
  • Establish a network of relations with key actors in order to facilitate humanitarian aid to those in need in particularly those affected by the Syrian crisis
  • Serve as the main focal point for the liaison and organization of high-level visits and missions of UN senior officials to Jordan including the SG, USGs and ASGs.
  • Establish and maintain a network with INGOs, local NGOs and other humanitarian actors providing aid to affected population by the Syrian crisis. 
  • Develop and promote substantive linkages between emergency response and preparedness/prevention. Liaise with senior officials from the National Center for Security and Crisis Management (NCSCM) and the Civil Defense on preparedness and disaster risk reduction initiatives and projects in Jordan.
  • Provide political analysis in Jordan and in the region to the RC/HC and to the OCHA Head of Office on regular basis.
  • Play an advisory role for the RC/HC on all issues relating to the security dynamics, access and civil-military coordination of humanitarian activities in Jordan.
  • Ensure regular monitoring and analysis of developments in the designated country and support the preparation of analytical reports highlighting social, political, humanitarian and other relevant factors affecting the overall humanitarian situation;
  • Liaise with humanitarian partners on the collection of information to effectively map areas of humanitarian needs and response activities in support of coordination efforts; and track information required for early warning of potential conflict and conflict-related vulnerability;
  • Provide sound analytical inputs that contributes to implementation of appropriate humanitarian strategies;
    Development of effective networks and communication channels that contribute to response preparedness and information sharing with partners including national authorities.
  • Substantively support the UN Humanitarian Coordinator through the OCHA Head of Office in servicing the humanitarian community;
  • Perform other duties, as assigned by the Head of Office.

Required Skills and Experience

Education:

  • An advanced university degree (master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field, is required. In lieu of a master’s degree, Bachelor’s degree with 9 years of progressive experience in political or public administration is acceptable.

 

 

Experience:

  • A minimum of 7 years of progressively responsible professional experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, or related area, is required.
  • Humanitarian experience in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is required.
  • Extensive experience in national security matters and political analysis in Middle East Region is required.
  • Experience working in a complex setting that requires political astuteness, sound judgment, and operational flexibility is desirable.
  • Experience working with national government authorities in Jordan and has a good network is desirable.

Language Requirements:

Fluency in both English and Arabic are required for this position
