Background
UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.
I. Organizational Context
Under the guidance and direct supervision of the Programme Manager and Director of Evaluation of Local Development Performance (EKPD) the MIS Officer manages ICT services, develops and implements ICT management systems, provides information management tools and technology infrastructure in National Crisis Monitoring and Response Unit Secretariat Office. The MIS Officer is responsible for review of and advice on the use of new technologies that will enhance the productivity of monitoring and evaluation the impact of the global economic crisis. The MIS Officer develops and promotes a Desinventar Methodology approach.
In close collaboration with the Senior Advisor and Data Verification officer, analyze the existing core indicators to be aligned with the needs for DesInventar development and ICT-related issues
Duties and Responsibilities

1. Ensures implementation of ICT strategies and introduction and implementation of new technologies, focusing on achievement of the following results:
- Full compliance with corporate information management and technology standards, guidelines and procedures for the Secretariat Office technology environment.
- Analysis of the requirement and elaboration of internal policies and procedures on the use of ICT.
- Secretariat Office ICT business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in ICT management, control of the workflows in the ICT team.
- Participation in the office business process re-engineering activities and ensure that business needs drive IT solutions related to corporate resource management.
- Conduct of market research and analysis, and introduction of new technology for country office system updating and improvement.
- Provision of advice on and assistance in procurement of new ICT equipment for the Secretariat Office and projects, provision of technical specifications and information on best options in both local and international markets.
- Development and update of the ICT annual plan and road map. Development and update of the business continuity plan, disaster recovery plan, ICT infrastructure and training plans. Follow up on their implementation.
2. Ensures development of crisis monitoring information and documentation management system focusing on the achievement of the following results:
- Development and implementation of crisis monitoring information and documentation management system in accordance with BAPPENAS and UNDP policy needs by adapting Desinventar methodology to track the impact of the global economic crisis and other shocks, particularly on poor and vulnerable groups.
- Provision of the up-to-date and accurate information on the negative impact of crisis in order to have effective policies put in place to address the crisis.
- Technical development and adaption at the DesInventar methodology into the Indonesia specific context using existing core indicators for crisis monitoring;
3. Manages Secretariat Office hardware and software packages, focusing on the achievement of the following results:
- Secretariat hardware and software platforms meet the UNDP corporate standards and the key business processes.
- Provision of advice on maintenance of equipment and acquisition of hardware supplies
- Supervision of the implementation of corporate UNDP systems.
- Development of new software for high impact results (e.g. office management system, e- registry, intranet, etc).
4. Ensures efficient networks administration, focusing on achievement of the following results:
- Monitoring of the computing resources to provide a stable and responsive environment.
- Operation of network utility procedures defining network users and security attributes establishing directories, menus and drive-mappings, configuring network printers and providing user access.
- Monitoring of backup and restoration procedures for both server and local drives.
- Timely upgrade of LAN infrastructure and Internet connectivity to meet UNDP requirements.
- Provision of technical advice on network administration to other agencies as required and monitoring preparation of bills for cost-recovery for the services provided.
5. Provides web management services, focusing on achievement of the following results:
- Identification of opportunities and ways of converting business processes into web-based systems to address the issues.
- Creation and technical maintenance of the websites and Intranet of National Crisis Monitoring and Response Unit Secretariat Office.
- Develop a web based system of the DesInventar methodology to capture the impact of the economic crisis and monitoring activities from the online and stand-alone systems.
- Establish a website which allows a consolidated view on DesInventar in the region.
- Establish national linkages of the DesInventar with other methodologies used by government institutions and other counterparts
- Provision of technical advice on web management to other agencies as required and monitoring preparation of bills for cost-recovery for the services provided.
6. Ensure facilitation of knowledge building and knowledge sharing, focusing on achievement of the following results:
- Facilitate improvement of capacity of BAPPENAS and other relevant parties in tracking impact of the crisis to poor and vulnerable groups using information and communication technology.
- Design and facilitate training workshops on the use and maintenance of the DesInventar system for administrators and users of the economic crisis monitoring secretariat and other relevant stakeholders.
- Organization of training for the operations/projects staff on ICT issues.
- Sound contributions to knowledge networks and communities of practice.
III. Impact of Results
The key results have an impact on the success of UNDP country program and in particular the UNDP’s role in promoting development the Desinventar System and Methodology to support monitoring the impact of global economic crisis at the national and sub-national level.

Required Skills and Experience
V. Recruitment Qualifications
Education:
- Bachelor’s Degree or at least 6 years of proven experience carrying out high quality ICT and MIS Development.
Experience:
- 6 years of relevant working experience in the MIS and ICT sector.
- Understanding Desinventar Methodology for monitoring and evaluation;
- Prior experience implementing development projects with an underlying focus on poverty, public governance etc.
- Proven experience in providing management services, hands-on experience in development project management.
- Knowledge of development in Indonesia and the region is highly desirable.
- Knowledge of UNDP rules and regulations, especially understanding of partnership agreements with the Government, non-governmental, the private sector and media.
Language Requirements:
- Fluency in spoken and written English.
