The UNODC Programme Office in Indonesia (POIDN) works with the Government of Indonesia (GoI), civil society stakeholders and donor partners to support the implementation of strategies and effective interventions to enhance the criminal justice system’s responses to a myriad of challenges. UNODC mandates and GOI priorities guide the focus of this work.

The UNODC Programme Office in Indonesia seeks to recruit a National Programme Associate (NPA) for Outcome-V - Criminal Justice. The NPA will be responsible for ensuring the consistent implementation of criminal justice and prison reform activities in Indonesia, particularly in strengthening key aspects of Indonesia’s law enforcement, prison, and criminal justice capacity. Specifically, the Outcome -V- involves supporting the GoI on prevention of radicalization to violence in correctional settings, managing violent extremist offenders, implementing effective rehabilitation and reintegration of offenders to reduce recidivism, and coordinating with relevant national and international counterparts to help implement the Outcome. In addition, the NPA will also be expected to support activities related to the implementation of restorative justice and alternatives to incarceration in the Indonesian criminal justice system.

The National Programme Associate will perform their duty under the direct supervision of the Criminal Justice Programme Coordinator. The NPA will also work in close collaboration with other programme officers, financial and administrative staff, technical advisors and experts, government officials, and other relevant stakeholders.

1. Support the programme team to ensure effective implementation and achievement of results focusing on the achievement of the following result:

  • Independently provides a full range of project management and implementation assistance at all phases of the Criminal Justice/Prison Reforms Outcome‘s project cycle, seeking guidance whenever necessary from NPM.
  • Coordinate the administrative aspects of the Outcome planning and preparation work for delivering activities of the Criminal Justice Prison Reforms Programme in consultation with relevant stakeholders.
  • Renders assistance in mobilizing goods and services and other project inputs, including preparing ToR for expert consultants, meetings, training programmes and workshops.
  • Compile data on Outcome implementation, such as details of participants, gender segregation, and agencies represented for all training, meetings, and workshops and update the Training Register.
  • Provide high-quality analysis and draft presentation of information/data on the specific project and related topics; highlight important issues/trends for consideration by stakeholders and Project Steering Committee.
  • Effective implementation of project standard operating procedures, effective monitoring of project performance and timely production of results-oriented draft progress reports in line with the government, UNODC regulations and donor agreements.

2. Provides effective support to the planning, budgeting and implementation of the project, focusing on the achievement of the following key results:

  • Assistance in preparing the Outcome’s annual work plan and quarterly work plan for implementation in consultation with stakeholders, and provide month inputs for updating the SmartSheet for the M&E Team
  • Maintain constant liaison with all beneficiary agencies to ensure timely delivery of activities. Provision of guidance to the executing agencies on the routine implementation of project activities, tracking the use of financial resources.
  • Preparation and analysis of project budget proposals, including budget revisions; preparing monitoring checklists; and coordinating submissions of work proposals and budget estimates.
  • Provides additional inputs and data for external project reports as necessary and required by the National Programme Manager.
  • Maintains shadow budgeting to ensure that budgetary limits are not exceeded in accordance with UNODC budgetary provisions.

3. Provides administrative support to the Project Management Unit, focusing on the achievement of the following result:

  • Provision of guidance to implementing partner and serves as a focal point for coordination, monitoring and expedition of project implementation activities, involving extensive liaison with all stakeholder agencies to initiate requests, prepare standard terms of reference against project objectives, obtain necessary clearances, process, and follow-up on active administrative actions, and resolve issues related to project implementation.
  • Provision of secretarial services to working groups and meetings; drafts and prepares, circulates briefs and agenda notes to members/participants; compiles background documentation; drafts meeting minutes; monitors follow-up actions, etc.
  • Work closely with counterparts in the field of criminal justice to prepare and disseminate relevant programme documents on Criminal Justice for review by the relevant institutions.
  • Raise awareness of the government counterparts and donors on using UNODC manuals, handbooks, guides, standards and norms related to Criminal Justice.
  • Enhance the collaboration with other international, a bi-lateral and non-governmental organisations active in the area of criminal justice reform in Indonesia.

4. Support strategic partnerships and support to the implementation of resource mobilization:

  • Initiates and maintains partnerships with development partners, government institutions, the private sector, civil society and other stakeholders to contribute to the achievement of project results. Prepare substantive briefs on possible cooperation areas and track timely receipt of pledged funds from the donors.

  • Encourages stakeholder buy-in and ownership in implementing project activities through in-kind contribution.

5. Supports knowledge building and knowledge sharing focusing on achievement of the following result:

  • The organization of training for the operations/projects staff on programme management issues
  • Synthesis of lessons learned and best practices in project support management
  • Contribution to knowledge networks and communities of practice
  • Contribution to the development of knowledge products under the project
  • Preparation of draft promotional materials related to the programme, such as social media posts, web stories, and other shareable media for a broad audience.

Impact of Results:

Efficient and timely achievement of the expected results directly affect the quality and efficiency of the overall programme. It also directly impacts on relations with government counterparts and other programme partners. Inefficiency in the provision of services and insufficient client orientation could have a significant negative impact on the organization’s reputation.

Qualifications et expériences requises

Education:

  • Indonesian national with secondary education preferably with specialized certification in areas directly relevant to social science, political science, or law or a First university degree in political sciences, international relations, criminology, criminal justice, law or equivalent academic training is required.
  • An advanced university degree in other relevant social sciences such as political sciences, international relations, criminology, criminal justice, law or other related field is highly desirable.  

Experience:

  • At least 7 years (for high school graduates) or 4 years (for bachelor's degree graduates) of relevant professional experience.
  • Experience in managing development programmes based on results-based management and hands-on experience in programme monitoring, evaluation, and reporting to document programme results and impact is required.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is required.
  • Experience in criminal justice and/or prison reform is desirable.

Knowledge of UN/UNODC rules and procedures in relation to programme implementation, administration and reporting is desirable.

Language Requirements:

  • Fluency in written and spoken English is required.
  • Fluency in Bahasa Indonesia is required.
  • Knowledge of other UN official languages is an advantage.

Other Requirements:

  • Good interpersonal skills.
  • High sense of responsibility for achieving successful programme outputs and fulfilling donor requirements.
