Bosnia and Herzegovina (BiH) became a member of the United Nations Framework Convention on Climate Change (UNFCCC) on December 6, 2000, and the Kyoto Protocol was ratified on April 22, 2008. The Initial National Communication (INC) of BiH to the UNFCCC was submitted in 2010.
The Third National Communications (TNC) was completed in 2017.  The TNC has advanced the state of climate modeling, impacts assessment, and policy analysis in Bosnia and Herzegovina and it has also established a measurement baseline for public awareness and outlined key capacity needs. Furthermore, work on the TNC has enhanced the individual capacity of climate researchers in Bosnia and Herzegovina in government, academia, and NGOs, and it has strengthened the organizational capacity of the UNFCCC focal institution in Bosnia and Herzegovina. 
This Project will not only support the country of Bosnia and Herzegovina in meeting its above specified obligations as a UNFCCC signatory but will also serve as a significant strategic document for sustainable development. The cross-cutting nature of the Forth National Communication (FNC) process will foster relationships across entities and economic sectors, by establishing linkages between environment and other sectors.
The overall project’s objective is to enable Bosnia and Herzegovina to prepare its FNC and Third Biennial Updated Report (TBUR) to the Conference of Parties (COP). Preparation of the FNC and TBUR will attain higher level change by contributing to the achievement of the national environmental objectives in several ways: (1) It will enhance the ability of Bosnia and Herzegovina to participate actively in addressing the global environmental threat of climate change; (2) It will further develop capacity in climate change-related research and analysis that can support effective environmental policies and provide important data related to environmental challenges to sustainable development in Bosnia and Herzegovina that go beyond climate change; and (3) It will provide improved information and analysis for policies in key areas, such as water resources, agriculture, etc. Specifically, the capacity development efforts under this project and its emphasis on disseminating the FNC and its findings to policy-makers will contribute to enhanced country’s legal and strategic frameworks for sustainable management of natural, cultural and energy resources (as stated under the Outcome 5 of UNDAF 2015-2019 for Bosnia and Herzegovina). Furthermore, this project will contribute to the Sustainable Development Goal (SDG) 13: Take urgent action to combat climate change and its impacts. Preparations of National Communications (NCs) and Biennial Transparency Reports (BTRs) represent an obligation of signatory countries of the United Nations Framework Convention on Climate Change and it represent a valuable insight into the efforts that countries are taking to integrate climate change measures to policies, strategies and planning including information on climate change impacts and adaptation (including loss & damage) and a focus on tracking progress to achieve NDCs.
The overall objective of this assignment is to assess recently developed FNC/TBUR comparing to international methodology and practice,  identify gaps and possibilities for improvement the climate adaptation aspect of next climate communication cycle. Based on findings, in close cooperation with International expert, local institutions and UNDP Project Manager the expert will develop inputs and proposals for next NC/BTR, specifically, inputs for  a) Enabling Activity (EA) Request (project proposal) and b) Project Document for the “Fifth National Communication and First Biennial Transparency Report under the UNFCCC” (NC5/BTR1) project.

 

Duties and Responsibilities

The FNC/BTR national adaptation expert should work in consultation with and under the guidance and supervision of the Project Manager (PM) in close cooperation with international NC/BTR expert to assess current process of NC/BUR development and propose improvements and inputs for the next stage- 5NC/1BTR. Especially the expert will provide inputs for Enabling Activity (EA) Request (project proposal) and Project Document for the “Fifth National Communication and First Biennial Transparency Report under the UNFCCC” (NC5/BTR1).
Specifically, his\her responsibilities are but not limited to the following:

  • Assess recently developed FNC/TBUR comparing to defined methodology and international practice using the following documentation:
  • The Fourth National Communications and Third Biennial Updated Report of Bosnia and Herzegovina and their methodological approaches,
  • National policies, plans and strategies related to climate change adaptation,
  • Guidelines for the preparation of NCs and BTRs for non-Annex I Parties (http://unfccc.int/national_reports/non-annex_i_natcom/guidelines_and_user_manual/items/2607.php )
  • Maintain communications with the UNDP CO team and international NC/BTR expert, exchange information and posing specific questions that will allow the completion of information gaps focusing climate change adaptation aspect necessary for  development of the project logic for the next stage of NC/BTR,
  • Based on the findings, existing documentation and suggestions of  UNDP CO team and international NC/BTR expert, provide inputs for technically sound and eligible Enabling Activity (EA) Request and Project Document.
  • Submit the required products in English to the UNDP team and International NC/BTR expert.

Required Skills and Experience

Academic Qualifications/Education

  • MSc degree in natural/engineering sciences. PhD will be taken as an asset.

Experience

  • Minimum 10-years experience in working in environment/climate change sector in BiH,
  • Proven experience in development of climate related plans, strategies and reports,
  • Knowledge of the environmental issues in BiH,
  • In depth understanding of climate change and development issues,
  • Knowledge and understanding of the relevant EU directives, and UNFCCC regulations,
  • Previous experience with UNDP is a great advantage.

Languages Requirements

  • BiH languages- native; Knowledge of English is an asset.
