Background

United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Data and statistics are indispensable for devising evidence-based policies to achieve gender equality and women’s empowerment, as well as for assessing impact of legislation and policies and promoting accountability.

In recent years, UN Women enhanced its efforts to collect, analyze and to visualize data on women’s rights and issues through infographics, charts, maps, and graphs that present large amounts of information in ways that are universally understandable. Visual products such as infographics provide the opportunity to present information and data in a straightforward way and make it easy to interpret and spot patterns, trends, and correlations. These data visualizations are utilized at UN Women websites, in social media, and study reports, policy briefs and other materials as relevant.

UN Women plans to maximize its communication and outreach through targeted, diverse digital visual products such as: internet banners, infographics/data visualization, social media posters, animated visuals, and gifs for print and social media.

UN Women in Georgia is seeking a professional graphic designer with extensive data visualization experience to support UN Women in producing various data print and digital products.

Duties and Responsibilities

The duties and responsibilities of the consultant are:

  • Working closely with UN Women Georgia Country office team, conceptualize and develop data based reports, presentations, animation videos, graphics and infographics;
  • Transform complex data and information derived from UN Women and other studies to a meaningful, user-friendly visualizations;
  • Ensure user-friendly formats, layout, and design and that all publications, reports and products are produced in line with UN Women branding /visual/ graphic guidelines;
  • Analyze and format data to tell a specific story through data visualization and infographics;
  • Layout and design information and communication materials (reports, banners, posters, booklets, leaflets, books, calendars, bulletins, flyers, cards) for print and electronic distribution;
  • Create animations for illustrative purposes such as gifs, animated visuals and more advanced solutions;
  • Designer should work at his/her place and thus should have all the necessary equipment and software (corel, photoshop, quark, adobe professional) for producing designs/layouts;

As it has been stated above, UN Women will provide the edited text, data tables and photos for the products that the consultant will be asked to conceptualize / visualize and develop.

Deliverables:

  • Develop product concept format/design/layout in line with UN Women branding guidelines;
  • For each material, at least three versions of a draft designs submitted. UN Women selects one design out of the three suggested options;
  • Lay out and enrich with graphic elements study reports submitted by UN women in Word format;
  • Format the data to tell a specific story through data visualization and infographics;
  • Advice on final specifications for printing;
  • Finalized electronic version of the particular product (full size and resized for web up to 2.5 kb) incorporating the inputs and feedback of UN Women;
  • Delivery of the print-ready version of the product to the printing house advised by UN Women and communication with the selected printer on all color separation/print related issues.
  • Keep an archive of all the UN Women designs.

Note: the work will be reimbursed based on the submitted report accompanied with finalized deliverable(s) as requested, from the above list of deliverables.

Required Skills and Experience

Education:

  • University degree (at least Bachelor’s) in social sciences, visual arts and design or any relevant field

Experience: 

  • At least five years of professional design experience working in the field of data visualization/information design;
  • Excellent skills and experience with design programmes such as Adobe InDesign, Adobe Bridge, Adobe Acrobat, Adobe Illustrator, Adobe Photoshop, Adobe Flash, Avid, Final Cut Pro and other graphic design software;
  • Proven experience in creating and editing visual content including infographics, animations, graphs, maps, presentations, etc. Please include at least two samples of your previous similar work.
  • Proven experience of graphic production from start to published/printed product with knowledge of printing processes (offset and digital) and color management;
  • Prior working experience on gender statistics will be an asset.

Language:

  • Fluency in Georgian and English

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • University degree (at least Bachelor’s) in social sciences, visual arts and design or any relevant field;
  • At least five years of professional design experience working in the field of data visualization/information design;
  • Fluency in Georgian and English;

The candidates will be evaluated in three stages: according to minimum qualification criteria followed by technical and financial evaluation.

Technical evaluation criteria (including minimum qualifications):

  • University degree (at least Bachelor’s) in social sciences, visual arts and design or any relevant field (max 30 points)
  • At least five years professional design experience working in the field of data visualization/information design (max 80)
  • Excellent skills and experience with design programmes such as Adobe InDesign, Adobe Bridge, Adobe Acrobat, Adobe Illustrator, Adobe Photoshop, Adobe Flash, Avid, Final Cut Pro and other graphic design software (max 70 points)
  • At least two years’ experience in creating and editing visual content including infographics, animations, graphs, maps, presentations, etc. Please include at least two samples of your recent similar work. (max 70 points)
  • At least two years’ experience of graphic production from start to published/printed product with knowledge of printing processes (offset and digital) and color management; (max 40 points)
  • Prior working experience on gender statistics would be an asset. (max 30 points)
  • Fluency in Georgian and English (max 30 points)

Maximum total technical score amounts to 350 points. Only candidate s who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The contractor will report to and work under direct supervision of UN Women communications team, gender data specialist and relevant program staff and overall guidance of UN Women Georgia Country Representative.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women National Programme Officer that the services have been satisfactorily performed.
