FutureNation, an alliance of the private, public and development sectors, is created to accelerate the Nation's future economic growth by enhancing the skills and potential of youth by identifying opportunities for development, employment, entrepreneurship, and investment in the post-pandemic situation. FutureNation is a new coalition of the government, private and development sector leaders to accelerate the future national economic growth agenda by transforming the country’s population dividend into the key driving force of the economy and enabling them to achieve economic independence beyond borders. The program has emerged in the context of the post-COVID world as a collective effort to create decent work and entrepreneurship opportunities for the nation. The program envisions enabling Economic Opportunities for All in Bangladesh by 2041. The program also aspires to take a strategic position to become a leading economic enabler by building an agile eco-system connecting industry experts to accelerate economic opportunities through workforce capability development and relevant enablement supports. The program not only aims to train the future workforce but also help them sustain themselves by connecting them to employment opportunities. The idea is that the youth workforce will be able to convert the set of skills learned from the training program into higher paid jobs both locally and globally which would yield a stream of income in years to come. The program will also focus on building the next generation of entrepreneurs across the nation. The overall objective of the project is to achieve economic opportunity for all by transforming the country’s population dividend into the key driving force of the economy and enabling them with relevant skillset, decent employment and entrepreneurship opportunities. Other specific objectives are: a) Awareness building and eco-system development, b) Workforce Development, c) Workforce Placement, d) Enterprise Development The FutureNation will co-design the Geographic coverage along with partner UNDP projects/organization, the beneficiary selection mechanism and grievance mechanism will also design in partnership with UNDP existing project. However, the project will cover the entire nation directly and indirectly. The FutureNation will cover a widespread of demography primarily women and youth; including madrasa students, Dalit, person with disability, unemployed, peripheral and transgender population which will represent the entire nation geographically. This project will work with existing UNDP projects and create different models for skilling of targeted beneficiaries in collaboration with external private and public institutions. The primary Target group of the project: Graduate unemployed, Women, Non-graduate, Tertiary student, Migrant workers, Professionals Objectives: The objective of this consultancy will be to prepare Technical Assistance Framework and ProDoc, support developing FutureNation Entrepreneurship Eco-System for CMSME and Private sector partnership management for Employment generation for FutureNation Beneficiaries.

Academic Qualification: Minimum Masters in science/social science/public policy/management or any relevant field. Professional Experience:
Impact of Results: The consultancy will enable FutureNation project with Technical Assistance Framework and ProDoc Development, FutureNation Entrepreneurship Eco-System for CMSME development and Private sector partnership management for Employment generation for FutureNation Beneficiaries. Duration of Assigment and Duty Station: The duration of the assignment is for 240 working days over a period of 12 months. Duty station in Dhaka, Bangladesh. (mostly home based). Supervision, Reporting and Performance Evaluation: The consultant will work closely with the FutureNation project team and will report to the National project Manager who will also carry out a performance evaluation at the end of the assignment. Payment Schedule: The total value of the contract is inclusive of transport, medical and other allowances. Payments will be based on deliverables, made in 7 installments:
Evaluation: Cumulative analysis using weighted scoring method will be applied to evaluate the applicant. The award of contract will be made to the individual consultant whose offer has been evaluated and determined as:
Only candidates obtaining a minimum of 49 points in the technical analysis would be considered for financial appraisal and ultimately therefore, for appointment.
Financial Evaluation: (Total obtainable score – 30) All technically qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals receive points according to the following formula: p = y (µ/z) Where: p = points for the financial proposal being evaluated y = maximum number of points for the financial proposal µ = price of the lowest priced proposal z = price of the proposal being evaluated Recommended Presentation of Offer. Recommended Presentation of Offer: Interested individuals must submit the following documents/information to demonstrate their qualifications. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP; Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references; Brief description of why the individual considers him/herself as the most suitable for the assignment and a methodology on how she/she will approach and complete the assignment. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided Suppose an organization/company/institution employs an Offeror and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA). In this case, the Offeror must indicate this at this point and ensure that all such costs are duly incorporated into the financial proposal submitted to UNDP. Note: The individual consultant who does not submit the above documents/requirements shall not be considered for further evaluation. |
