The COVID-19 pandemic has changed almost everything. With the advance of vaccination, the return to normality is getting closer and organizations are taking the opportunity to rethink their office model. Among the most widely adopted options is hot-desking, which consists of creating shared and on-demand workspaces that are more flexible, more economical, and more oriented towards fostering collaboration among employees. Given the space constraints and limitations of available workstations, the office is planning to undertake a renovation of the mezzanine and annex building area (including improving AQI & cooling requirements).  

Objective

UNDP is seeking the services of an experienced individual consultant to assist the administration unit in planning, bidding, and executing renovation work for the mezzanine floor (East Wing), annex building, creation of a recreational area for the staff, and redesigning of the cafeteria.

To achieve the above objective, the individual consultant is expected to carry out the following activities:

Duties and Responsibilities:

Under the supervision Administrative Manager and overall guidance of the Operations Manager, he/she will specifically carry out the following activities among others:

  1. Assess available space and propose alternative solutions ensuring the best utilization of resources.
  2. Support in preparation of bidding documents for architecture, PMC & contractor.
  3. Familiarize himself/herself with all the detailed drawings, and legal requirements, checking them and using them as reference for inspection.
  4. Regular detailed reporting to Construction Managers and Clients on work progress, available labor force, weather conditions, visitors, etc.
  5. Daily visual inspection of works
  6. Identifying defects in construction and making proposals to get them fixed
  7. Monitor and verify materials delivered to the site
  8. Participate in the preparation and review of the bill of quantities for construction projects
  9. Work closely with the Construction Manager/Architect and the local contractor(s)
  10. Participate in assessment of contractors’ work performance and evaluation of construction projects
  11. Measuring and sampling materials for quality control checks
  12. Undertake any other project-related duties for the successful implementation of the project.

  • The Renovation Consultant must possess the following skills:

  • A broad knowledge of the construction industry, including materials, trades, and building methods
  • Good organizational and project management skills
  • Good analytical skills
  • Excellent communication and negotiating skills
  • Good written communication skills for completing paperwork and compiling reports
  • The ability to establish and maintain good working relationships with staff at all levels
  • Physically fit and comfortable working at heights
  • Able to meet performance targets and deliver projects on time and within the approved budget

Required Skills and Experience

Professional Experience:

  • Minimum 5 years of experience in designing, project consultancy in building construction/renovation work of commercial projects.
  • Prior experience in renovation work with the UN agency will be an added advantage.

Qualifications:

  • At least a Technical Diploma/ Certificate in building construction or equivalent from a technical college/institution.
  • Minimum five years of practical work experience as a Building Technician/Clerk of Works in building construction projects or on a similar project.
  • Documentation and site project management skills are also vital.

Languages: Fluent in spoken Hindi and good English writing skills.

Payment Terms: Based on completion of each deliverable as certified by Head of Administration.

 

Governance

The consultant will coordinate with the Administration team. Overall, the consultant will work under the direct supervision of the Operations Manager/Administrative Manager.

Intellectual Property

All materials as part of the project/assigned work are to be submitted to UNDP. All copyright over the publicity material is with UNDP and the same may not be used, reproduced, or otherwise disseminated or authorized to others for use, reproduction, or dissemination of such works without prior consent from UNDP. UNDP may or may not acknowledge the human resource’s names for use of the materials on another project.

Submission of Proposal

  • Detailed CV to be submitted along with three professional references including their contact details
  • Please quote your lump-sum fee
  • Submission of previous work as stated in requirements
  • Letter to UNDP Confirming Interest and Availability for the Individual Contractor Assignment

Technical Evaluation Criteria (70% weight)

  • Relevant Experience - 50%
  • Qualifications - 20%

Financial Proposal:

Technically qualified consultants will be requested to submit their lump sum rate i.e. consultants who score more than 70% i.e. 49 marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their consultancy fee on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same.

Note:

  • Any kind of miscellaneous charges i.e. internet, phone, relocation charges, etc. would not be reimbursed;
  • Travel, lodging, and boarding as per UNDP rules subject to prior approval
  • Individuals working with institutions may also apply, the contract would be issued in the name of the institution for the specific services of an individual
  • Please note proposals without financial proposals will not be considered.
