Background

The project Support to Anti-Corruption Efforts in Kosovo (SAEK III) is expected to have a positive impact on reducing the level of corruption in Kosovo by strengthening monitoring and oversight mechanisms of institutions to perform in an efficient, transparent, accountable, and gender sensitive manner. 

The project will ensure greater transparency and accountability of those institutions responsible for delivering public services and create the necessary requirements for more participatory governance at the local level. 

Activities implemented under SAEK III Component 1 will focus on strengthening the capacities of the Anti-Corruption Agency to become an effective external control mechanism for ethics, integrity and efficiency of the public administration. The project will also focus on enhancing active partnership and stronger collaboration and coordination amongst relevant stakeholders on anti-corruption issues, particularly amongst the Agency, prosecution and law enforcement.

For this purpose, the UNDP SAEK III Project will continue to provide technical advice and assistance to the Anti-Corruption Agency in developing institutional mechanisms in the prevention and fight of corruption. One of these activities, especially after the changes deriving from the new law are expected, is to carry out a needs assessment on the Agency’s organisational chart, including the staff needed to implement the new mandate of the Agency, and provide recommendations. 

 

Objectives of Assignment
Needs assessment of the Agency’s organisational chart, with recommendations on capacity of staff needs, to implement the new mandate of the Agency, as per the new Law.

Duties and Responsibilities

The Senior Local Adviser, under the direct supervision of the SAEK III Project Manager, and close cooperation with project’s international expertise, will be working with the Director of the Agency and the staff, to analyze the current legislation in terms of functionality of the Agency, propose a new organizational chart, including functional capacities to respond effectively to the new tasks, mandated by the new law. 

The Senior Local Adviser will deliver the following: 

  • Methodology for conducting a capacity needs assessment of the Agency, which includes desk review analysis, analysis and recommendations of the organizational chart of the Agency, interviews with the management and staff of the Agency; 
  • Desk review analysis of the current organizational chart of the Agency, including the relevant legislation, (laws, by-laws, regulations and procedures, proposed draft-legislation);
  • Needs assessment report, identifying the needs of the Agency, which includes feasible recommendations on a more effective and functional organization chart and structure;
  • Presentation of the main findings and recommendations, with the Director of the Agency, staff and SAEK III Project staff.
  • Provide support to ACA in the process of reviewing and analysing the current ACA organisational chart in accordance with the applied legislation;
  • Evaluate the current structure of the ACA and provide support in terms of structure and asset management;
  • Prepare a questionnaire and conduct interviews with key ACA staff members;
  • Draft an assessment report following the completion of the interviewing and meeting of key staff of the ACA along with recommendations;
  • Prepare, organize and meeting with the ACA Director to present the findings and recommendations.

Remuneration - Lump Sum Amount

The Contract is based on lump sum remuneration and shall be processed subject to deliverables as per the schedule listed below: 

  • Deliverable 1 – Draft a Methodology for conducting a capacity needs assessment of the Agency, which includes desk review analysis, analysis and recommendations of the organizational chart of the Agency, interviews with the management and staff of the Agency; - 30% of the total amount of the contract
  • Deliverable 2  - Desk review analysis of the current organizational chart of the Agency, including the relevant legislation, (laws, by-laws, regulations and procedures, proposed draft-legislation) 30% of the total amount of the contract
  • Deliverable 3 - Draft the needs assessment report, identifying the needs of the Agency, which includes feasible recommendations on a more effective and functional organizations chart and structure;- 30% of the total amount of the contract
  • Deliverable 4 and 5 – Submit the final report and prepare a presentation on the Needs Assessment Report and Presentation of the main findings and recommendations: 10% of the total amount of the contract

Payments will be made upon successful completion and validation of the deliverables and submission of a certificate of payment. 

 

Required Presentation of Offer: 

The following documents are requested:

  • Personal CV and P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Offeror and at least three (3) professional references. 
  • Technical proposal, a max. 2-page document briefly outlining the methodology envisaged for the assignment for delivering the expected results within the indicated timeframe.
  • Financial Proposal that indicates lump sum payment based on completion of deliverables.  
  • Copy of Diplomas and copy of Passport.

 
Criteria for selection of the Best Offer

Offers will be evaluated utilizing a combined Scoring method – where the qualifications and technical proposal will be weighted a max. of 70% and combined with the price offer which will be weighted a max of 30.

Required Skills and Experience

Education:

  • Master degree in political science, public administration or law. PHD degree in organizational sciences is an asset; 

Experience:

  • At least six years of relevant professional experience, preferably in organizational chart analysis, restructuring recommendation, drafting policies and documents, amendments and comments;
  • Knowledge of Kosovo legislation, including specific knowledge of public administration;
  • Specific proven experience on research reeled to the organization of institutions and agencies, 
  • Excellent organizational skills with capacity to deal effectively with changing priorities;
  • Command Windows software, Microsoft Office and Microsoft Outlook;
  • Ability to keep strict deadlines and deal with several activities simultaneously;
  • Proven experience conducting interviews and surveys. 

Language requirements:

  • Fluency in English and Albanian. Knowledge of Serbian is an asset.
