Background

The United Nations Volunteers (UNV) programme contributes to peace and development through volunteerism worldwide. UNV works with partners to integrate qualified, highly motivated and well-supported UN Volunteers into development programming and promote the value and global recognition of volunteerism.

International Volunteers Day (IVD), is an international observance that was mandated for UNV to coordinate by the UN General Assembly in 1985. The Day is an opportunity for us all to promote volunteerism, encourage governments to support volunteer efforts and recognize volunteer contributions to the achievement of the Sustainable Development Goals (SDGs) at local, national and international levels. UNV coordinates a campaign to promote IVD every year, building on the impact volunteers have in communities, nationally and globally, for peace and development.

This year, the campaign will be a focused campaign for stakeholders and audiences that are decision-makers and influencers at the Member State level and our UN agency partners globally, regionally and locally.

The consultant will be supervised by the Communications Specialist, P4, in the External Relations and Communications Section (ERCS). 

Duties and Responsibilities

Main objectives, responsibilities and description of the proposed work

The objective of this consultancy is to coordinate and support all activities for the IVD 2022 campaign, particularly social media and outreach to partners and influencers. Tracking of the workplan and reporting on the campaign is also part of the responsibilities.

Competencies

Required Competencies

  • Demonstrated knowledge in the design and implementation of communications and outreach strategies;
  • Demonstrable creative flair in producing visual concepts and products related to humanitarian and development issues; 
  • Experience in methodical reporting on projects and campaigns;
  • Ability to work independently and ensure punctual delivery; 
  • Flexibility and client-oriented approach;  
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;

Required Skills and Experience

Qualifications:

Education: Master’s degree (or equivalent) in Communications, English, Journalism, Media or other relevant area.

Experience:

  • Minimum 2 years of professional work experience with campaigns at the national and/or international level; experience in other areas of communications an asset;
  • Excellent design and written skills, excellent drafting, formulation, reporting skills;
  • Accuracy and professionalism in content production and lay-out;
  • Proficiency in all social media channels and multi-media programmes an asset;
  • Previous experience working for the UN in communications and campaigns is an advantage. 

Language requirements:

  • Excellent writing and oral communication skills in English is a must; knowledge of additional UN languages is an asset.

Criteria for Selection of the best Offer:

The selection of the best offer will be based on the combined scoring method, where the qualifications and methodology will be weighted 70 percent, and then combined with the price offer, which will be weighted 30 percent.

Key selection criteria are

  • Experience in developing and implementing international campaigns with social media and graphic elements (40 %)
  • Experience in reporting on campaigns and/or communications projects (15 %)
  • Experience with UN stakeholders and communicating on the SDGs (15 %)

 

Recommended Presentation of Offer

Applicants have to provide a technical and financial proposal. 

The technical proposal shall consist of:

  • Motivation Letter describing their interest in the assignment and why they are the most suitable for the work;
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;

The financial proposal shall consist of 

  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNV under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
