Background

With financing from the Green Climate Fund, the "National Adaptation Plan (NAP) to advance medium and long-term adaptation planning in Armenia" project (the Project) supports the Government of Armenia to foster the process of the national planning for climate change adaptation (CCA) through an iterative process focused on strengthening foundational capacities to ensure that they are institutionalized for long-term sustainability. The Project aims to address existing barriers, support the prioritization of climate change adaptation investments in six priority sectors (water resources, agriculture, energy, health, tourism and human settlement) and two regions of Armenia, develop adaptation plans, and increase the identification of associated finance options.

With the NAP process, Armenia will lay the groundwork for the systemic and iterative identification of medium- and long-term risks, establish adaptation priorities and build out specific activities that ensure no one is left behind in the country’s work to reach its goals outlined through the Paris Agreement and 2030 Agenda for Sustainable Development. As part of the localization of the Sustainable Development Goals (SDGs), the NAP process will contribute to the formulation of corresponding national climate-responsive indicators and targets.

The overall objective of the consultancy is to develop the draft Government Decree “On approv­­al of the climate change adapta­tion concept and action plan for the agriculture sector” to support the Government of Armenia with implementation of the National Adaptation Plan (Decree of the Government of the Republic of Armenia “On approval of the national action program of adaptation to climate change and the list of measures for 2021-2025”, No. 749-L, 13 May 2021),

Duties and Responsibilities

Under the overall guidance of UNDP Climate Change Program Coordinator and under direct supervision of the Project Manager, the National Expert will be responsible for the following activities:

  • Review the existing quantitative and qualitative studies on climate change vulnerabilities conducted for agriculture sector of Armenia, 
  • Develop the draft of the Government Decree “On approv­­al of the climate change adapta­tion concept and action plan for the agriculture sector” according to the format and requirements of the RA Government. The draft decree should be based on the available assessments, particularly should take into account the findings of climate risk and vulnerability assessment conducted in the country, as well as short-, mid- and long-term recommendations for adaptation planning in the sector.  The actions to be included in the five-year program of measures should be specific, measurable, achievable, realistic, and time-bound;
  • Consult the draft document with the professional units and experts of the Ministry of Economy, after receiving comments and recommendations from national stakeholders during internal and external circulations of the document, address the received comments, revise and finalize the draft decree. 

The deliverable must be submitted to the UNDP CO Armenia and made in accordance with requirements to reporting, in line with agreed timelines with the project management. The reporting language is Armenian.

Payment terms:

The candidate will be requested to provide lump sum price fee proposal for his/her services. Evaluation of the outcomes is the responsibility of the UNDP Climate Change Programme Coordinator and NAP Project Manager. The payment will be released in two installments upon acceptance by the UNDP Climate Change Program Coordinator and NAP Project Manager.

  • Deliverable 1- 50% of total amount
  • Deliverable 2- 50% of total amount

Required Skills and Experience

Education:

  • Advanced university degree in agriculture, environment, natural sciences, economics or other relevant field; A relevant technical education in combination with qualifying experience in the subject area may be accepted in lieu of university degree. Evidence of continuing education, such as certifications, is an asset.

Experience:

  • At least 7 years of professional experience in agriculture sector or another relevant field;
  • Experience in drafting legal, policy papers and strategic documents;
  • Good knowledge and understanding of the agriculture sector in Armenia, including legal, institutional, policy framework of the sector;
  • Experience and good knowledge of the context of climate change related issues in Armenia;
  • Experience with governmental and international organizations in Armenia;
  • Sound understanding of cross-cutting issues, including gender equality issues;
  • Strategic thinking and excellent analytical and drafting skill,
  • Strong track record of producing high quality reports, deliverables and products.
  • Ability to work independently and participate effectively in team-based information sharing and communication;
  • Demonstrated attention to details and organizational skills;
  • Ability to work under time pressure.

Language Skills

  • Knowledge of Armenian and English; knowledge of Russian is an asset.

 

CANDIDATES WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications, experience and financial proposal.The contract will be awarded to the candidate whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

Financial Criteria - 30% of total evaluation - max. 30 points.
