Office/Unit/Project Description

The Multi-Partner Trust Fund Office (MPTF Office) provides dedicated fund administration services when UNDP is appointed by the UN System to serve as the Administrative Agent (AA) for Multi-Donor Trust Funds (MDTFs) and Joint Programmes (JPs) using the pass-through modality. The Office provides focused support and service to UN Country Teams (UNCTs), national governments and donors in administering Trust Funds established for humanitarian, transition, reconstruction and development programmes and implemented by more than 40 UN system organisations. The MPTF Office portfolio currently comprises over 120 Funds with annual contribution exceeding $700m.  In addition, to the core function as Administrative Agent, the MPTFO supports the Secretariats in the start-up phase of the Fund, especially in the design phase. Now, as part of the digitalization strategy, the MPTF Office has expanded the scope of its GATEWAY website, which provides   real-time data information to Steering Committees, Donors, Participating UN Organizations and other relevant Stakeholders, with an online platform for Fund Management. The intent is to provide a broader support to the Secretariat. 

The MPTF Office seeks the services of a qualified consultant with high writing and editing skills to work on a Secretariat Support toolkit that will represent an off-shelf tool that would support the work of the Secretariats.

Duties and Responsibilities

Scope of Work 

  1. Review the results of the survey about the Secretariat Services, identify the top needs in order to design a substantial Secretariat Support Toolkit. Mapping out the available material, matching it with identified needs, and drafting the structure of the toolkit. Update the Share Point page with relevant information.
  2. Work with the MPTFO Programme Team to make sure the Secretariat Support toolkit is coherent with the Design of Pooled Funds Manual and the Operational manual
  3. Under the guidance of the Secretariat Support Team, write the content of the Secretariat Support toolkit and draw training material out of it: factsheet, presentations online session, videos, Q&A etc.
  4. Ensure that the Secretariat Support Toolkit is in line with Funding Compact Commitment 14 requirements and UN-wide assessment criteria used by UNSDG and FMOG, in view to maximizing the performance of MPTFO-administered funds on Commitment 14 common management features

Output 1:

  • Providing the Secretariat Support Team with an updated baseline to make a realistic an actionable work plan about the toolkit preparation, finalization, and dissemination.
  • Updating and maintaining a toolkit SharePoint library with user-friendly navigation, filing research papers, and relevant material for future reference

Output 2:

  • Drafting the toolkit, undertake the appropriate consultations to extract good practices, sample materials, and lessons learned, while ensuring integration with the Office Design Manual and Operational manual.

Output 3:

  • Preparing the zero draft of the toolkit
  • First draft Incorporating all inputs after Secretariat Support Team review and consultations with secretariats focus groups, as applicable
  • Final Draft and consolidation of the Toolkit
  • Completion and final editing; identifying training material, templates and other material for knowledge management activities

  • Support capacity building and knowledge sharing on the secretariat support kit and other capacity building and knowledge sharing activities related to secretariat support services

Min. Education requirements

  • Master’s degree or equivalent advanced degree in social studies, development, or related field

Min. years of relevant work experience

  • 5 (five) years of professional experience at the international level in the areas of knowledge management and related areas.
  • Experience with various platforms establishing systems and process to track results.
