Background

Grounded in the vision of equality enshrined in the Charter of the UN, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women Ethiopia Country Office (ECO) is thus dedicated to advancing gender equality and women’s empowerment. UN Women Ethiopia Country office new Strategic Note (SN) 2021 – 2025, which is aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2020-2025, sets out to work in four thematic priority areas 1) ending violence against women and girls; 2) governance and participation in public life; 3) economic empowerment and resilience; and 4) peace and security, humanitarian action, and disaster risk reduction. 

UN Women’s Leadership and Governance Programme (2022 – 2026) aims to contribute to the overarching goal: ‘Women fully and equally participate in leadership and decision-making and women and girls benefit from gender-responsive governance’ by addressing multifaceted barriers that hinder women from equally and effectively participating in public and political life as leaders and decision makers. It also aims to contribute towards gender responsiveness of key democratic and governance institutions including parliament and regional councils, local governments, political parties and electoral management bodies in Ethiopia. The Programme contributes to UN Women Strategic Note (2021 -2025) and United Nations Sustainable Development Cooperation Framework (UNSDCF) (2020-2025)  Outcome 1 ‘All people in Ethiopia enjoy the rights and capabilities to realize their potential in equality and with dignity’ and Outcome 2 ‘All people in Ethiopia live in a cohesive, just, inclusive and democratic society’, and Government of Ethiopia’s 10-year Perspective Plan (2020/21-2029/30) that aspires to bring women at the centre of the country’s development.1  

With this background, UN Women has been working closely with local partners to increase women’s effective participation and equal representation in leadership and decision making since 2017 by employing multipronged strategies. Among the strategies, availing a sustainable backdrop for women leaders on capacity building and mentorship support are key. To this effect, UN Women has worked with Amhara Bureau of Women, Children and Social Affairs and Bahir Dar University to establish a transformative leadership for gender equality training Center in Bahir Dar University after institutionalizing a curriculum on the same in 2020 and development of training materials based on the curriculum. UN Women plans to continue support women leaders through capacity building programme to ensure women equally and effectively participate in leadership and decision-making and women and girls benefit from gender responsive governance in Ethiopia with the ultimate goal of ensuring an inclusive and democratic governance and sustainable development.

The training programme is expected to result in:

  • Enhanced knowledge and skill of women leaders to lead effectively and meaningfully participate in governance structures at federal and regional level and influence decisions for inclusive, effective and gender responsive development
  • Increased level of satisfaction on the application of new skills by women leaders and aspirants.

UN Women is therefore currently seeking to recruit resource persons on a retainer contract basis to facilitate multiple rounds of training using the transformative leadership of gender equality training package.

SCOPE OF WORK

Under the overall guidance and direct supervision of UN Women’s ‘’Women in Leadership and Governance Programme’’, the national consultants will facilitate capacity building trainings on transformative leadership and gender equality for UN Women training target groups in Ethiopia. The consultant may work independently or together with another local consultant in facilitating the trainings depending on the length and topic of the training.

Duties and Responsibilities

DUTIES AND RESPONSIBILITIES

Under the supervision of UN Women Leadership and Governance Team, the consultant will undertake the following tasks:

  • Familiarize with UN Women’s training package on transformative leadership for gender equality programme including the facilitator guide
  • Facilitate assigned portions of the training programme on transformative leadership and decision making for targeted group
  • Conduct pre/post training evaluation by participants, including brief scan of opinion on a daily basis and make adjustments in training programme if needed;
  • Conduct pre/post scan of capacities of participants by using an assessment before and after the training 
  • Draft and submit a report on the training, as well as on challenges encountered during the training, lessons learned and recommendations to inform future capacity building interventions by UN Women. 
  • The training report should be compiled and harmonized in one report to be shared to UN Women.

DELIVERABLES

  • Deliver a training on transformative leadership for gender equality using the transformative leadership for gender equality training package (agenda, ppt, exercises and pre and post assessment of the training)
  • Produce summary report of the key issues and main points of action from the training workshop and key summaries of training sessions and results of pre and post assessment of the training.
  • Advise UN Women on the best follow up  strategy to monitor how and what changes or trainees’ leadership developments  are being influenced  by the training

Required Skills and Experience

Education

  • Minimum of master level degree in social sciences, particularly on governance, management, leadership or another related field.

Experience

  • A minimum of five years’ experience in developing training materials and facilitating transformative leadership trainings,  
  • Strong knowledge of women’s human rights issues, transformative leadership, and capacity development.
  • Personal commitment, ability to work independently, and capacity to work effectively and harmoniously with persons from varied cultures and professional backgrounds.
  • Proven experience with developing and applying adult learning methodologies and providing training for Government institutions and community-based organizations.
  • Past experience with collaborative training development of training and facilitation of workshops with diverse stake holders.
  • Past experience working with UN agencies is an asset.

LANGUAGE

  • Written and oral proficiency in Amharic and English is required. Fluency in Affan Oromo and any other local language is an asset.

REMUNERATION

The consultancy fee will be decided upon negotiation with the consultant. Payment will be made upon satisfactory completion of the consultancy based on the deliverables outlined.

CONFIDENTIALITY AND PROPRIETARY INTERESTS

The Individual Consultant shall not either during the term or after termination of the assignment, disclose any proprietary or confidential information related to the consultancy service. Proprietary interests on all materials and documents prepared by the consultant under the assignment shall become and remain properties of UN Women.
