Office/Unit/Project Description

 

Integrated National Financing Frameworks (INFFs) were first introduced by UN Member States in the 2015 Addis Ababa Action Agenda as a country-led approach to strengthen public and private financing for sustainable development. 

 

Today, more than 80 countries are using the INFF approach to integrate financing and national planning, bringing the right people together to make decisions and coordinate action to strengthen SDG financing. Together, these stakeholders assess what investment is needed, considering the full range of financing sources - from public and private sources of domestic and international finance. They develop a financing strategy and reforms to increase investment, boost impact, manage risk, overcome short-termism and align finance with development that is equitable, inclusive and sustainable.

 

2022 is a crucial year. Of the 80+ countries using the INFF approach, 40 will develop their financing strategies this year.

 

To meeting the growing demand for support to deliver the reforms articulated in these financing strategies, UNDP, UN DESA, the OECD, the European Union, and the Governments of Italy and Sweden jointly established the INFF Facility in April 2022.

 

One of the three pillars of the Facility’s support is knowledge and learning. The Facility creates spaces where countries can share, connect and learn from one another and facilitates collaboration, exchange and access to innovative tools, knowledge and guidance.

 

Maintaining and growing the INFF Knowledge Platform is a critical aspect of this work. The platform is a digital space for capturing lessons and knowledge from country experiences, documenting country progress and sharing helpful materials.

 

To support the use of the INFF Knowledge Platform and, more broadly, share INFF-related news and information, the INFF Facility has established a supporting communications and knowledge management infrastructure, including social media, newsletters, training and events.

 

As use of the INFF approach grows, there is increasing demand from countries to (a) learn about and access training on INFFs and how to develop and implement them; (b) learn how other countries are using INFFs and what impact the approach is having on financing for sustainable development; and (c) share experience of what works and what doesn’t with other countries adopting the approach.

 

Knowledge and examples of INFF implementation are growing quickly and the INFF Facility needs to expand its capacity to capture, analyze, share and roll out training on this experience and learning with a variety of audiences, both internal and external. This INFF Knowledge Management Analyst role will focus on (a) improving the flow of INFF knowledge from the global to regional and country level and vice versa; (b) improving internal knowledge sharing and management within the Facility; (c) delivering a programme of knowledge sharing and training events; (d) improving the sharing of knowledge between countries and regions. It will focus on establishing and maintaining feedback loops to improve adaptive learning and the delivery of INFF guidance and support.  

 

To help meet this demand, the Sustainable Finance Hub is looking for a Knowledge Management Analyst to work closely with the INFF Facility Communications Lead. The KM Analyst will primarily support the delivery of knowledge products (blogs on inff.org, case studies, multimedia products) and training and knowledge sharing events at the country, regional and global level.

 

Institutional Arrangement

 

The Knowledge Management Analyst will work under the technical supervision of the INFF Communications Lead and SDG Finance Specialist in the INFF team within the Sustainable Finance Hub. 

 

Duties and Responsibilities

3.     Scope of Work

 

The scope of work is outlined below:

Capturing and sharing lessons and knowledge from country experiences:

  • Working with the Communications Lead to develop a pipeline of knowledge products (case studies, news stories, videos, animations, blogs, briefs, etc.) in collaboration with key stakeholders at the regional and country levels.
  • Working with key contacts to gather information, conduct interviews, attend meetings and events  to build relationships with colleagues working at the regional and country levels.
  • Helping UNDP Regional Bureaus and Country Offices better capture and share INFF-related knowledge.
  • Supporting the development of accessible content for digital or print mediums (news stories, videos, blogs, case studies, resource pages, event pages, country progress overviews, etc) tailored to audience information needs, using engaging and clear language, showcasing the role of partnerships in INFF development and grounded in country experiences and government leadership.
  • Working with the Communications Lead to promote the knowledge products across social media, email and events.

Organizing training and knowledge sharing events:

  • Supporting the delivery of training and knowledge sharing events including INFF Exchanges, global and regional INFF conferences, partner and expert training, country training and SDG Financing Academy events.
  • Overseeing the production and management of training and knowledge sharing events: planning, preparation and procurement, promotion, production, post-event follow-up and monitoring of results; and facilitating coordination of implementing partners.
  • Creating event material kits (including slide decks, promotional materials, follow up materials) for recurring training events: INFF Exchange, SDG Financing Academy, country training, partner and expert training, etc.
  • Developing and maintaining a simple monitoring framework for training events. 
  • Capturing and sharing the knowledge generated through these events via key messages, lessons learned, blog posts, etc.

Maintaining and growing the INFF knowledge platform:

  • Maintaining inff.org, keeping the country pages, news and events and resources page up to date with information gathered at the regional and country levels, as well as from implementing partner organizations.
  • Supporting the Communications Lead to develop a Learning Hub for the platform, improving access to libraries of key documents (DFAs, INFF roadmaps, INFF financing strategies), all guidance materials, and the e-learning course.
  • Helping promote the use of the platform amongst all target audiences.

Knowledge Management planning, oversight and monitoring:

  • Supporting Communications Lead and SDG Finance Specialist with the development of an INFF Facility Knowledge Management Strategy and Implementation Plan, including a monitoring framework.
  • Tracking and reporting on performance of knowledge management against the monitoring framework.
  • Driving knowledge management across organizations within the INFF Facility and UNDP Regional Bureaus and Country Offices by creating and promoting new systems, tools and guidelines.
  • Developing a system for collecting, storing and communicating knowledge/information/data across the Facility.

  1. Minimum Qualifications of the Successful IPSA

Min. Education requirements

Master’s degree in communications, public relations, media, or another related area is required. 

 

Min. years of relevant work experience

Minimum of 2 years of professional experience developing audience-specific content for communications and knowledge management is required.

 

Required  skills

  • Demonstrated experience in delivering communication or knowledge management strategies is required.
  • Experience in supporting knowledge sharing or training events is required.

 

Desired skills in addition to the competencies covered in the Competencies section

  • Experience developing content across multiple digital channels including web, social media, email communications, video, animation and interview content is desirable.
  • Experience working on sustainable finance issues is desirable.
  • Previous work experience with UNDP / UN in similar functions is an advantage.
  • Experience developing or managing websites and familiarity with basic user interface/user experience principles is desirable.
