Office Description

The United Nations Development Programme (UNDP) is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP's policy work carried out at HQ, Regional Hubs and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP's Strategic Plan. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.  The Bureau Management Services (BMS) provides vital management support in areas such as procurement, administrative services, budget and finance, human resources, information and communications technology, legal issues, safety and security, administration of multi-donor trust funds, change management, and crosscutting business solutions.

UNDP’s partnership with the Global Fund to fight AIDS, Tuberculosis and Malaria, in line with UNDP’s HIV, Health and Development Strategy 2016-2021: Connecting the Dots, makes a vital contribution to UNDP’s Strategic Plan 2018-2021, the 2030 Agenda for Sustainable Development, the SDGs and the pledge to leave no one behind.   As a long-standing partner of the Global Fund, UNDP’s value proposition lies in providing an integrated package of development solutions to strengthen institutions to deliver health services. Through its contributions as interim Principal Recipient (PR) and provider of technical assistance to Global Fund grants in 53 countries since 2003, UNDP’s provision of integrated policy, implementation and capacity development support to countries has yielded significant health and development results in challenging operating environments.  

Based on demand from Country Offices, and building on the relationships, expertise, systems and partnerships, including across the UN family, and comparative advantage established through the Global Fund partnership, the GPN/BPPS/Global Fund Partnership/Health Implementation Support Team (Global Fund Partnership Team, GF HIST) is providing support to Country Offices through three overarching modalities: 1) the Global Fund portfolio, 2) health Procurement and Supply-Chain Management (PSM) support, including support to Country Office to address COVID19 and 3) other health implementation support beyond the Global Fund, including Gavi-funded activities and Solar for Health.  

 

Institutional Arrangement

The Data Management Specialist will report to Sr. Health PSM Advisor.

 

Travel

There is no immediate anticipation of official travel.

 

Duties and Responsibilities

Scope of Work  

Under the supervision of Sr. Health PSM Advisor and, in close collaboration with the GF-HIST team, the Data Management Specialist will undertake the following tasks:

  • Keep the Health Procurement Action Planning tool updated and functional;
  • Assist the implementation of new improved planning tools for health procurement transactions;
  • Support data analysis and demand projections for health products for the purpose of establishing health procurement strategy and to share with UNDP suppliers and partners;
  • Support the procurement teams with enhancement of Key PSM Performance Indicators system to monitor the performance of suppliers and provide regular consolidated reports;
  • Develop an interactive and user-friendly delivery tracking tool(s) for Global Health Procurement Centre (GHPC) clients;
  • Automation of data transfer from ERP to online tracking tools (e.g. SmartSheet tool);
  • Develop and maintain dashboard (e.g. Power BI)_for projecting UNDP’s overall health procurement volume and for tracking the delivery of health products and for reporting;
  • Support historical data analysis and forecasts of pharmaceuticals and non-pharmaceutical health products enabling informed decision making and identification for sourcing health products;
  • Support the development and introduction of an electronic health product catalogue for key product categories;
  • Consolidate and visualize health procurement transactions through Power BI and other tools;
  • Enhance the filing system in SharePoint, Smartsheet and Outlook;
  • Produce and update information products such as maps, charts, and infographics to promote the work of GHPC providing health procurement support services;
  • Supports identification, data collection and implementation of sustainability practices in health procurement and communication of results among internal and external stakeholders;
  • Responsible for maintaining internal databases on procurement and logistic transactions;
  • Support the development of automated reporting tools for health products procurement;
  • Assist in preparation of meeting/training, presentations and other visibility materials;
  • Support development and regular maintenance of training platforms;
  • Support systematic knowledge sharing on digital solutions and tools for processing of procurement requests and tracking of deliveries with Country Offices by organization of training workshops/webinars;
  • Perform any other related tasks as may be required or assigned by the supervisor.

Required Skills and Experience

Minimum Qualifications of the Successful IPSA

Min. Education requirements

  • Master’s Degree in in Information Technologies, Logistics and Supply Chain, business administration, Public Administration, Finance, Economics, or other related fields

Min. years of relevant work experience

  • Minimum of five years of relevant experience in data analysis and data management in the area of procurement.

Required skills

  • Experience and knowledge of UNDP and/or UN procurement policies and procedures.

Desired skills in addition to the competencies covered in the Competencies section

  • Experience in developing countries is an asset.
  • Experience in developing tools for health procurement transactions is an asset.
  • Experience in procurement of health products is an asset.
  • Experience in the preparation of reports in relation to procurement of health products is an asset.
