Background

The Taskforce on Prevention of Sexual Harassment and Sexual Exploitation and Abuse (Taskforce) was created by the Administrator in February 2018 and is Chaired by the UNDP Deputy Chief of Staff, in the Executive Office. The objective of the Taskforce is to help drive forward a change across UNDP around tackling and preventing sexual harassment in the UNDP workplace (SH) and Sexual Exploitation and Abuse (SEA) of the populations that we serve so that UNDP personnel feel safe to report allegations of sexual harassment, and can trust that those allegations will be dealt with promptly and effectively; that victims will be offered protection and support and that perpetrators will be dealt with quickly and appropriately. The Taskforce’s work is guided by a corporate Strategy and Action Plan.

Duties and Responsibilities

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

Working under the guidance of the Taskforce, the consultant will be required to produce the following outputs:

Guidance for Implementing Partners

  • Finalization of the guidelines on assessing and monitoring SEA and SH capacities of implementing partners (IPs) in consultation with the Taskforce and relevant business units across UNDP to ensure they comply with UNDP policies, standards and processes
  • Organization of a series of webinars for all staff to raise awareness of the new guidelines. Activities will include but not be limited to: finalization of webinar materials (PowerPoint presentation, scripts, FAQs, etc), supporting the Chair and members of the Taskforce in delivering the webinars and help facilitate the sessions; provide a note of key questions raised and responses
  • Following the webinars, development of a set of communication materials, and any further guidance/reference materials to be included on the SH/SEA websites

Risk Management Guidance

  • Development of guidance for UNDP offices on the identification and management of risks related to sexual harassment and sexual exploitation and abuse; development of recommendations on risk mitigation and response measures.
  • Organization of a series of webinars for all relevant personnel from COs to build awareness of the new guidelines. Activities will include but not be limited to: finalization of webinar materials (PowerPoint presentation, scripts, FAQs, etc.), supporting the Chair and members of the Taskforce in delivering the webinars and help facilitate the sessions; provide a note of key questions raised and responses provided.

Expected outputs and deliverables:

The specific timeline for each deliverable will be agreed upon between the Chair of the Taskforce and the consultant at the beginning stage of the assignment. The key deliverables include:

  • Comprehensive Guidelines on Assessing and Monitoring SEA and SH capacities of Implementing Partners
  • Comprehensive Guidelines on the Identification and Management of SEA and SH Risks.
  • A set of recommendations on risk mitigation and response measures.
  • A set of communication and reference materials on issues covered in the Guidelines

Required Skills and Experience

Academic qualifications:

  • Advanced degree in one or more of the following disciplines: Human Resources/Talent Management, Learning and Development, Psychology, Social Science, Organizational Psychology or similar is required. Specialized training in SH and /or SEA is an asset

Experience:

  • A minimum of 5 years of increasingly responsible professional experience in relevant field such as PSEAH directly but also gender based violence, human resources or related fields.

Other requirements:

  • In depth experience of challenges, development, and good practices in the area of prevention and response to SEA and SH
  • Experience of current developments and activities in the inter-agency setting of the UN system on PSEAH is desirable.
  • Experience in organizing training courses and facilitating face to face outreach and learning sessions
  • Experience in working with the UN or other international organizations

Language:

  • Fluency in written and spoken English is required.

 

Application Procedure

The application package containing the following (to be uploaded as one file):

  • A cover letter with a brief description of why consultant qualifications with justification on assignment suitability;
  • Consultant  Curriculum Vitae or P11, indicating all current and past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references; and
  • At least one example/sample of the most recent similar work. (Required)

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal shall specify a total lump sum amount, and payment terms around the specific and measurable deliverables of the TOR. Payments are based upon output, i.e. upon delivery of the services specified in the TOR, and deliverables accepted and certified by the technical manager. 
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; (excluding mission travel); living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • This consultancy is a home-based assignment, therefore, there is no envisaged travel cost to join duty station/repatriation travel. 
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
  • The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

     

    Evaluation process

    Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

    Being responsive/compliant/acceptable; and

  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical evaluation - Total 70% (70 points):

  • Criteria 1. Quality and relevance of sample work/s submitted for review. Weight = 20%; Maximum Points: 20;
  • Criteria 2. Relevance and track-record of expertise in developing and designing strategic training, workshops and webinars on SH/SEA, to a range of stakeholders.   Weight = 20%; Maximum Points: 20;
  • Criteria 3. Demonstrated knowledge and experience in working with PSEAH interagency and other UN mechanisms. Weight = 15 %; Maximum Points: 15; and
  • Criteria 4. Demonstrated technical knowledge of issues related to SH/SEA in the workplace. Weight = 15 %; Maximum Points: 15;

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

Financial evaluation - Total 30% (30 points)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Institutional arrangement

The consultant will work under the guidance and direct supervision of Sharon Kinsley and will be responsible for the fulfilment of the deliverables as specified above.

Payment modality

Payments are based upon output, i.e. upon delivery of the services specified above and deliverables accepted and upon certification of satisfactory completion by the manager.
