Background

Healthier Kosovo” Project is a joint initiative implemented by United Nations Development Programe (UNDP), World Health Organization (WHO) and United Nations Volunteers (UNV), funded by the Government of the Grand Duchy of Luxembourg. Project aims to reduce environment-related disease burden on Kosovo population’s health and support the transition to a more resilient society in the face of environmental health threats, including air pollution, COVID-19-related waste in health facilities, and climate change impacts on health.  Project will support Kosovo institutions to have effective governance in environment and health with inclusive evidence-based planning, implementation, and monitoring of air pollution impacts on health as well support people to adopt behaviors that are healthy and that increase resilience to potential threats from environmental pollution. This will be achieved through provision of technical assistance and capacity development to the institutions relevant to environment and health issues thereby accelerating the legal implementation. The project also focuses on capacities and strengthening of awareness of local Civil Society Organizations (CSOs) to be able to influence policy making through innovative solutions.

One of the project's main objectives is to support the Environmental Inspectorate with capacities, research, tools, policy design and reporting, with the aim of enhancing policy execution. The project aims to improve the capacities of the Environmental Inspectorate to invigorate their endeavors towards controlling the compliance to the requirements of the legislation for environmental protection and conducting research, utilizing international best practices and to support evidence-based policy design by employing methods acquitted from learning events and international best practices.

UNDP Kosovo is committed to support local level institutional governance in tackling environmental protection issues through provision of technical assistance and capacity development  To this end, the project aims to engage an international consultant to design and deliver a capacity building workshop for local level environmental inspectorates from Fushë Kosovë/ Kosovo Polje and Obiliq/ Obilic on the topic of compliance with environmental requirements; environmental inspection procedures; and monitoring and reporting tools.

 

Objectives of Assignment

The overall objective of this assignment is to enhance the capacity of the local level environmental inspectorate from the municipalities of Fushë  Kosovë/ Kosovo Polje and Obiliq/ Obilic on the topic of complying with environmental requirements, environmental inspection procedures, and monitoring and reporting tools in line with national and local frameworks.

Duties and Responsibilities

Under the direct guidance of the Healthier Kosovo Project Coordinator and Inclusive Growth and Climate Resilience programme team at UNDP Kosovo, the National Consultant will:

1. Design a work plan at the start of the consultancy, which clearly indicates the methodology, timeframes for the design and implementation of trainings, and the anticipated target outputs?

 

2. Design and deliver a 3-day capacity building workshop on compliance with environmental requirements, inspection procedures and monitoring and reporting tools in line with national and local frameworks. 

  • Review of central and local legislation and frameworks on environmental inspection, monitoring, and reporting frameworks
  • Design a capacity building workshop focusing on compliance requirements, inspections procedures and monitoring and reporting tools in line with national and local frameworks with supporting materials and presentations
  • Deliver a capacity building workshop for both municipalities with supporting materials and presentations

 

3. Submit a final report to UNDP including analysis of participants evaluation forms

  • Conduct a pre and post training assessment
  • Submit a final report

Remuneration - Lump Sum Amount

The Contract is based on lump sum remuneration and shall be processed subject to completion and validation of deliverables as per the schedule listed below: 

  • 30% upon completion and validation of deliverable 1
  • 50% upon completion and validation of deliverable 2  
  • 20% upon completion and validation of deliverable 3

 
Required Presentation of Offer: 

The following documents are requested:

  • Personal CV and P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Offeror and at least three (3) professional references. 
  • Brief description of why the individual considers him/herself as the most suitable for the assignment
  • Technical proposal, a max. 2-page document briefly outlining the methodology envisaged for the assignment for delivering the expected results within the indicated timeframe.
  • Financial Proposal that indicates lump sum payment based on completion of deliverables.  
  • Copy of Diplomas and copy of Passport.

 
Criteria for selection of the Best Offer

Offers will be evaluated utilizing a combined Scoring method – where the qualifications and technical proposal will be weighted a max. of 70% and combined with the price offer which will be weighted a max of 30.

Required Skills and Experience

Education:

  • University degree in Environmental studies, Environmental policies and management, development studies.

Experience:

  • At least 3 years of relevant experience in development work, which should include programme management, 
  • A track record in previous/similar projects
  • Broader understanding of the development of institutions in the region.

Language requirements:

  • Fluency in English with excellent written and oral communications skills.
  • Knowledge in Albanian language is mandatory.
