Office/Unit/Project Description:

In view of UNDP Country Office Realignment review, FTA positions for Finance Team are not filled in until finalization of realignment process.  Due to high volume of workload due to transferring of all activities from Atlas to Quantum, understaffing of finance staff in UNDP CO (Programme Finance position/GS7 is vacant for two years, Finance Analyst/NOA separated end of December 2021) UNDP Country Office in Kyrgyzstan intends to contract a Resources Management and Monitoring National Expert to provide resources management and monitoring services.

Institutional Arrangement:

Incumbent to report to Operations Manager.

Duties and Responsibilities

  1. Provide advisory services and communicate with project, programme and operations personnel in the area of Resources Management and communicate with relevant HQ, GSSC units in the area of Resources Management.
  2. Monitoring of
    1. Status of TRAC utilization against budgets/ASL on monthly basis with submission to DRR/ARR/Operations Manager/Team Leaders.
    2. Operational and financial closure of projects in Atlas. Preparation, finalization and ubmission of Projects completion checklists to Senior Management for final signature and further upload in Atlas.
    3. Status of cost recovery from UN Agencies, other COs, development projects including GEF/GCF funded projects;
    4. Office performance in all corporate dashboards (Integrated Finance Dashboard, Finance Dashboard, OAI Dashboard, HACT Dashboard). Inform Operations Manager on the status and follow up as per results of monthly discussions.
  3. Monitor status of HACT cash advances, follow up with respective projects as per discussion with Operations Manager and respective Team Leaders, liaise with respective HQ Units for clarifications as/if needed. Launch and facilitate preparation of Assurance Plan, Micro assessment Plan, Capacity Development Plan, Spot-check Plan for KGZ10.
  4. Clearance of donor agreements (amendments), reporting on mobilized resources (in close cooperation with M&E Specialist). Coordination process of refunding to donors.
  5. Advise project/programme personnel on reporting to donors on development projects, checking and clearance of financial reports prior sending to donors.
  6. Coordination of CDR signing in CDR bridge platform.
  7. Conduct quarterly trainings on Programme Finance including HACT Cash advances.

Required Skills and Experience

Min. Education requirements

Master’s degree or equivalent in Finance, Accounting, Economics, Business Administration or other relevant area.

Min. years of relevant work experience

5 years of progressively responsible resource management/monitoring/reporting experience is required.

Required  skills

Knowledge of UN or UNDP programme/project finance is required.

Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Desired skills in addition to the competencies covered in the Competencies section

Relevant experience with the UN/UNDP is a strong asset.

Required Language(s)

Excellent knowledge of English.  Knowledge of Russian and Kyrgyz is an advantage.
