2.     Office/Unit/Project Description 

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan. Within the GPN, the Crisis Bureau guides UNDP’s corporate crisis-related strategies and vision for crisis prevention, response and recovery and other thematics which it anchors for the whole of UNDP (e.g. Rule of Law, Security and Human rights ROLSHR).

Within the GPN, the Crisis Bureau has the responsibility for support to prevention, crisis response, resilience and recovery work under the auspices of UNDP’s Strategic Plan. Part of the Crisis Bureau, the Rule of Law, Justice, Security and Human Rights (ROLSHR) team is responsible for practice and policy development in the areas of rule of law, justice, security, and human rights as they relate to crisis prevention, response and recovery in conflict and disaster settings through the implementation of the Global Programme for Strengthening the Rule of Law, Human Rights, Justice and Security for Sustainable Peace and Development, Phase IV (the Global Programme). The Global Programme is widely recognized for its ability to mobilize funds, provide technical and strategic expertise, and collaborate and coordinate across UN entities to enable more holistic, coherent and comprehensive responses to rule of law, justice, security and human rights challenges. It provides tailored, context-specific technical, financial and strategic support to contexts across the development spectrum.

The Specialist is based in the Crisis Bureau and reports to the Head of the Rule of Law, Security and Human Rights while also being part of the GPN.  The Specialist will have a particular focus on the justice aspects of the team via the Justice CoLab including; transitional justice, access to justice, civil justice, e-justice and environmental justice policy documents and programming. This includes support to the strategic vision, development of a horizontal network of ROLSHR practitioners across UNDP and the broader development community and as well as working across the GPN. The Justice Specialist will also support the launch and implementation of The Global Programme for Strengthening the Rule of Law, Human Rights, Justice and Security for Sustainable Peace and Development, Phase IV.  

Working to ensure quality and coherent policy and programme advisory services on justice issues, especially support to rule of law, justice and security systems at national level, in UNDP and the UN system and support to implementation of Goal16+ as part of achieving Agenda 2030 in alignment with the UNDP Strategic Plan, the Specialist advances the credibility and recognition of UNDP’s capabilities in this knowledge domain and associated community of practice.

The Specialist will have a large focus on country technical and programmatic support. 50% of the dedicated working time will be spent supporting the development and implementation of the “Joint Justice and Corrections Programme” in Somalia. The Justice Specialist is expected to  prioritize providing country programme support and supervision to country programme support on ROLSHR issues.

Roles and Responsibilities

The Specialist will work closely with the Rule of Law, Security and Human Rights community of practice across UNDP to support justice policy and programming, support corporate learning and, in particular, guide the implementation of the Global Programme Phase IV.

The Specialist will have experience in working in justice and rule of law issues as well as have a global understanding of rule of law programming in development settings, specifically in crisis and fragile contexts.

He/she works under the guidance of the Head of the ROLSHR Team.

 

Expected Outputs and Deliverables

  • Input into strategic planning and development of organizational priorities in the justice domain;
  • Deliver technical assistance, policy development and programme support in the justice sector;
  • Substantive development of technical initiatives and programmatic tools and resources, from across UNDP’s network of expertise;
  • Knowledge management and community of practice networking;
  • Advocacy and partner engagement for effective policy positioning at the global level.

 

Input into strategic planning and development of organizational priorities in the justice domain

  • Support the ROLSHR team in the justice domain to feed into strategic and global rule of law and human rights programming, in coordination with relevant colleagues.
  • Provide substantive inputs in the development of UNDP’s policies for the thematic area and contribute to the formulation of global knowledge and thought leadership products.

 

Deliver technical assistance, policy development and programme support to UNDP country offices in the justice sector. Support to the Somalia country office will be 50% of the working time for the  assignment (for a period of 6 months):

  • Provide policy and programming advisory services to COs as part of the ROLSHR team including Somalia, in areas related to justice and rule of law, especially on emergent areas such as people-centered justice, environmental justice, gender justice and e-justice as well as related fields as needed.
  • Specifically assist the Somalia country team to finalize the Joint Justice programme document.
  • Supporting the roll out of the new Somalia Joint Justice and Corrections Programme including the development of the Results and Resources Framework and design adaptive management for the programme as well as initiate the preparation of conflict analysis at the federal member state.
  • Support project initiation and implementation including donors’ briefs, development of donor agreements, and assist in discussions with the synergy building of UNOPS and UNODC programmes on Rule of Law.
  • Missions shall be undertaken to Somalia as needed.
  • Support programming and implementation of the Global Programme for Strengthening the Rule of Law, Human Rights, Justice and Security for Sustainable Peace and Development, Phase IV including support to Monitoring, Evaluation and Learning.

 

Substantive development of technical initiatives and programmatic tools and resources, from across UNDP’s network of expertise:

  • Contribute to the formulation of technical initiatives warranting collaboration with HQ and regional teams to research, develop and share programming tools, and other research-based products to influence and advance UNDP’s ability to  deliver high-quality technical support to the justice and rule of law areas, present UNDP’s knowledge assets and capabilities at global and regional forums.
  • Work closely with policy teams in HQ to advance research, testing and roll-out of newly commissioned programming and business development initiatives, by providing the regional perspective/specificities as well as experience-based insights on what is of most practical value for national counterparts and regional leaders.
  • Support the launch and implementation of the Global Programme for Strengthening the Rule of Law, Human Rights, Justice and Security for Sustainable Peace and Development, Phase IV including substantive inputs into programming tools developed for the Justice Futures CoLab.

 

Knowledge management and community of practice networking:

  • Contribute to the continuous analysis, documentation, codification of national and regional experiences/lessons learned and the development of replicable tools from applied initiatives.
  • Identify and advance knowledge-based research and policy initiatives to further position UNDP as a global thought leader in the areas of justice and rule of law.
  • Review regional data, case evidence and research findings to  distil pivotal lessons for UNDP regionally and globally, and feed into new data initiatives within the Crisis Bureau and UNDP.
  • Advocate and enable South-South facilitation of exchanges and experiences sharing where valuable.
  • Further develop and strengthen linkages with peacebuilding and governance community of practice, both inside and outside of the UN system.

 

Advocacy and partner engagement for effective policy positioning:

  • Advocate the application of people-centered approaches to Rule of Law, Security and Human Rights, especially as an integrated approach to achieving the SDGs, in various regional and country fora with a view to deepen related political commitment and related reforms.
  • Support the Head of ROLSHR to engage in a dialogue with donors and identify funding opportunities and endeavours to ensure sufficient resource mobilization for the Global Programme.
  • Provide technical advice on mobilizing and fostering external partnerships.

Required Skills and Experience

Minimum Qualifications of the Successful IPSA

Min. Academic Education

  • A Master's degree, preferably in international development, law, international affairs, public administration, public policy, development economics, or other relevant field, or extensive compensating experience in Rule of Law, Security and/or Human Rights.

Min. years of relevant Work experience

  • A minimum of 10 years of relevant experience in either public sectors (national or multilateral, including UN), private (academia, non-governmental sector, corporate), with increasing level of responsibility.

Required  skills and competencies

  • At least 4 years of experience in managing and supervising projects aimed at developing the national capacities for justice, rule of law and development sector, specifically in crisis and fragile settings.
  • Proven track record and experience in the UN System related to justice and rule of law.
  • Experience of working in politically complex settings.

Desired additional skills and competencies

  • Excellent negotiating and communication skills and ability to mobilize support from a wide range of partners (public, private, academic, civil society, business community leaders).
  • Experience working with the UN or other complex organizations international organizations would be a distinct advantage.
  • Previous experience working with UNDP would be a distinct advantage.
  • Working Knowledge of Spanish language would be an advantage.
