Background
The UNDP Solomon Islands office is implementing a range of projects in support of Sustainable Development Goals and the Solomon Islands Government's National Development Strategy (NDS) 2020-2035, one of which isrelated to Disaster Risk Management. Disaster Risk Management cuts across almost every Sustainable Development Goals particularly goals number 1, 11, and 13. Funded by the Australian Government and in partnership with the Ministry of Environment, Climate Change, Disaster Management, and Meteorology (MECDM), UNDP is embarking on the two-year 'Integrated Approach to Disaster Risk Management in Solomon Islands project (IDRM)'. The project supports strategic goal number four of the Solomon Islands National Development Strategy 2016- 2035, which calls for environmentally sustainable with effective disaster risk management, response, and recovery.
The overall goal of the IDRM Project focuses on having increased national capacity to anticipate hazards, withstand the impacts, recover from, and better inform development as well as reducing risks associated with human and natural hazards to sustain development gains. The three main outputs of the project are;
- institutional capacity development, coordination, planning, and policy advisory support to consolidate the establishment of a robust and resilient Solomon Islands disaster risk management system that also considers climate change and sustainable development,
scale-up of support to strengthen sub-national governance and operational arrangements to enhance community resilience, and
strengthening of linkages between climate and disaster risk reduction and sustainable development through better information and knowledge management system for planning and decision-making
Under the guidance and supervision of the IDRM Project Manager and the Director of NDMO, the Disaster Risk Management Associate will support the Operation Officer(s) (Analyst-Senior) in the implementation of the annual work plans for the National Disaster Management Office in close collaboration with the respective Provincial Government and stakeholders specified inthe Provincial Disaster Management Plan.The incumbent will report to the Operation Officer(s) (Analyst-Senior) on a daily basis.
Duties and Responsibilities
The Disaster Risk Management Associate is required to undertake the following responsibilities under the following three main areas:
A. Disaster Preparedness and Response
Provides support to the Provincial Disaster Management Office (PDMO) implementation of NDMO annual work plan of project activities focusing on the following responsibilities:
- Play a supporting role in the development/ revision of the provincial disaster management plan in line with the National Disaster Management Plan 2018 and in consultation with the Provincial Government, Provincial Disaster Operations Committee (P-DOC) members, Civil Society Organizations, and community leaders.
- Support the establishment and strengthening of the Provincial Disaster Emergency Operations Centre (PEOC) with the development of the different functional teams and Standard Operating Procedure to support an effective response.
- Support the P-DOC Sector Committees and their members to consolidate sector baseline information for disaster preparedness and response.
- Support the PDMO in preparation of meeting agenda and minute taking for the P-DOC and PDC meetings including follow-up on decision points thereafter.
- Provide inputs to the Senior Operation Officer for monthly updates to NDMO on normal operations.
- Support the PDMO in consolidating inputs for the situation report from all P-DOC Sector Committees during disaster events.
- Support the dissemination of natural hazards warnings, reports, and any relevant information to all stakeholders at the Provincial Level as deemed appropriate.
- Support the NERT deployments to the province during emergency and disaster response.
- Support the deployment of PERT to disaster impact areas and provide regular updates to the PEOC, P-DOC, and the national level through the NDMO.
- Support the development of response budget and resource requirements to successfully implement a disaster response at the provincial level.
B. Community ResilienceStrengthening
Support the activities for strengthening community resilience by focusing on the following responsibilities:
- Support the coordination of P-DOC Sector Committees and Civil Society Organizations on the implementation of community-based disaster risk management and awareness activities in targeted communities.
- Support the PDMO and CSOs in establishing Ward Disaster Committees at the community level.
- Work with ward disaster committees to establish community disaster management plans.
- Support the Operations Officer (s) (Analyst-Senior) to consolidate ward profiles and other community baseline information to support the implementation of climate and disaster risk reduction initiatives.
- Collaborate with other divisions of MECDM on specific initiatives for Climate Change adaptation, Environmental Protection, and early warnings on tsunamis and weather.
C. Administrative,Finance, Human Resource, and Logistics:
Perform the general administrative, finance, and procurement activities of the Provincial Disaster Management Office (POMO) the following tasks:
- Support the PDMO with quarterly, six-monthly, and annual reports to the NDMO on provincial level activities.
- Support the development of annual budgets and work plans and ensure submission to NDMO before the end of the first quarter every year.
- Support the updating of assets and supplies inventory for the provincial disaster management office.
- Support the updating of an inventory of allemergency stockpiles and coordinate the consolidated stockpile matrix for P-DOC Sector members.
- Ensure that all equipment owned by the NDMO/ POMO is in good working condition.
- Organize workshops, conferences, and field visits as and when required by NDMO.
- Maintain proper record of payment receipts and obtain authorization for operational bills.
- Perform any preparatory work for incoming internal and external missions in consultation with NDMO.
- Ensure that all activities are carried out on schedule and within budget to achieve the overall NDMO annual targets and strategic priorities of MECDM.
- Perform all other admin, finance, and procurement duties upon request.
Other Duties:
- Monitor the local media for any relevant information and update POMO regularly.
- Assist in undertaking information gathering and basic research for use in briefings and background papers.
- Assist in updating matrices to map activities of stakeholders and assistance providers for improved coordination.
- Compile, organize and file information and documents for reference and use by team members.
