The WHO for the West Bank and Gaza aims at promoting the health of all Palestinian people by improving health sector performance based on equity, effectiveness and sustainability, as well as by addressing the broader social, economic, environmental and cultural health determinants, particularly those which are most affected by the Israeli-Palestinian conflict. 

Provide administrative support and guidance on Human Resources (HR) issues to country office and sub-offices.

Devoirs et responsabilités

Under the supervision of the Senior HR Assistant and general guidance of the Operations Officer, work is assigned by the supervisor who gives instructions on non-routine matters. Routine tasks are performed independently with some discretion in non-routine matters related to office procedures only.

Established procedural and office guidelines are available. Some interpretation may be required and the incumbent may need to select an approach to work where precedents do not exist.

The incumbent will be required to perform the following duties:

  • In collaboration with HR Senior Assistant; monitor expiration of all types of staff and non staff contracts, take actions for contracts extensions and follow on necessary approvals.
  • Assist in administering UNOPS contracts recruitments and extensions, prepare request letters.
  • Follow up on recruitment of consultants including and not limited to classification of ToRs, advertisement & preparation for interviews, routing the request in the system till final approval is obtained
  • Update and maintain HR confidential files (electronic and hard copies), ensure confidentiality, and provide related statistical information and reports as and when necessary.
  • Follow up with staff and non-staff the timely submission of Performance Management reports, mandatory trainings and ensure proper filing.
  • Provide assistance on general HR queries and follow up actions. And liaise with other internal units/offices & Regional Office on HR related matters
  • Gather and compile HR data on staff recruitment including Job Descriptions, CVs, reference checks and follow up on the onboarding of candidates, arrangement of interviews, etc 
  • Assist in Administering the attendance system and GSM absence dashboard, update and maintain leave records for staff and non-staff (SSA holders, LICAs, consultants, etc.), including:
  • verifying approved leaves requests against the records of the Time and Attendance system, alert staff in case of any discrepancy and inform supervisors of excess leaves/absence;
  • Follow up with concerned units on necessary arrangements regarding, travel, visas, residency permits, security clearances, travel authorizations, UN ID’s, hotel bookings for staff and non-staff.  
  • Receive, screen, track and distribute incoming correspondence, attaching background information or related file, and forwarding to the staff concerned, drawing their attention to specific issues/problems as necessary. 
  • Draft replies to general and administrative correspondence based on instructions or on own initiative and finalize such correspondence
  • Using GSM, prepare travel requests for official WHO travel. Make flight and hotel reservations, prepare travel files and deal with other related matters as requested or on own initiative.

Qualifications et expériences requises

EDUCATIONAL BACKGROUND:

  • Essential: Completion of secondary education supplemented by administrative training
  • Desirable: University degree in human Resources, business administration, social sciences or related field is an asset.

PROFESSIONAL EXPERIENCE AND KNOWLEDGE:

  • Essential: At least three years’ HR/administrative related experience.
  • Desirable: Relevant experience in the UN system.

FUNCTIONAL KNOWLEDGE & SKILLS:

  • Demonstrated knowledge and application of human resources management policies and procedures.
  • Very good time management and stress management skills.
  • Very good analytical skills.  
  • Good knowledge of WHO/UN procedures and HR practices as applicable to the administrative level an asset.

LANGUAGE SKILLS:

Fluency in oral and written English & Arabic are required.
