The Ministry of Agriculture, Water and Land Reform (MAWRL) had various initiatives where grants/ subsidies are issued to respective beneficiaries using paper-based vouchers. In addition, the Ministry has in the past distributed emergency relieve subsistence grants to farmers across the country using paper - based vouchers. The implementation of these projects had presented some challenges as it relates to traceability, security concerns and information of beneficiaries, the availability of real time data and accountability on the use of resources.

The Ministry of Agriculture alongside the UNDP and other development partners has conducted a proof of concept (POC)testing the use of an electronic voucher system under the project Strengthening Namibia food systems to recover from emergencies and disease-related shocks – Build Back Better”.

The e-voucher served as a repository of grant beneficiaries; a monitoring tool for user engagements across the different agriculture and food ecosystem(s); and as well provided real time information to support decision making at different levels.

Agriculture input grants were issued via the system to (141 beneficiaries – individuals /cooperatives) small scale farmers and producers. The project prioritized women and the youth aged between (19 and 59 years) operating as small-scale farmer/producers from the target regions (Khomas, Erongo, Kavango East and Hardap) regions with men beneficiaries also included. Each region prioritized horticulture and poultry value chains as a selection criterion.

Devoirs et responsabilités

  • Justification for the use of an electronic voucher system, including best practices evaluating all direct user perspectives.
  • Conduct a cost benefit analysis for using the e-voucher tool for the agri-food systems sector including other possible uses.
  • Conduct risk analysis of adoption such a tool
  • Propose alternative options and rationale for preferred solutions
  • Propose financing and implementation arrangements 

Compétences

  • Knowledge of Namibia political, cultural, and economic contexts
  • Excellent inter-personal, teamwork and communication skills
  • Experience of conducting stakeholder interviews and collecting data
  • Excellent analytical and problem-solving skills and proven ability to draft recommendations stemming from key findings.
  • Openness to change, ability to receive and integrate feedback

 

Qualifications et expériences requises

Qualifications:

  • Masters or advanced degree in Business administration, Digital business or Economics accompanied by experience.

Experiences:

  • Minimum 5 years demonstrated experience of evaluating electronic system/ digital projects. This includes the development of business cases to support implementation or financing of projects
  • Experience of working with development programmes with focus on governance, Sustainable Development Goals, poverty, gender equality and related cross-cutting development issues is beneficial is required.
  • Strong knowledge of qualitative and quantitative data collection and analysis methods
