Background

In Timor-Leste, UN Women supports the national implementation of the Women, Peace and Security (WPS) Agenda, as part of the broader social discourses around state building and peacebuilding. This specifically involves work with the Government to strengthen the legal-policy framework related to women’s meaningful decision-making and participation and collaborating with civil society organizations for advocacy, awareness-raising on the WPS Agenda and initiating small scale community interventions for improving women’s participation and protection.  At the policy level, UN Women is particularly focused on the implementation of the National Action Plan on the UN Security Council Resolution 1325 (NAP 1325), and works closely with the NAP 1325 Secretariat to support the Ministry of Interior and the relevant line ministries. After the national and sub-national consultations with line ministries and civil society organizations, the draft of the second NAP 1325 (2022-2026) has been developed recently by the Drafting Team composed of the Ministry of Interior, Secretariat of State for Equality and Inclusion, Ministry of Foreign Affairs and Cooperation and 2 civil society organizations. Contributing to localization of Women, Peace and Security agenda outlined in the NAP 1325 (2022-2026), UN Women continues its support the National Directorate for Community Conflict Prevention (DNPCC) on implementation of Gender-Responsive Mediation Guideline and Case Management System. UN Women will also upscale its support to the other line ministries and CSOs working in ADR (alternative disputes resolution), with a focus on community-based mediation, on gender-responsive conflict resolution and elimination of gender discrimination and stereotyped behaviors towards women in the ADR processes.

 

UN Women is seeking a National Consultant to provide daily technical assistance to DNPCC, the relevant Government institutions and civil society organizations in establishing the first national mediation network, and developing gender-responsive mediation guidelines and providing training to community-based justice actors through the national mediation network, to ensure the dispute resolution processes follow basic mediation principles and are responsive to diverse needs and experiences of women and men, and with inclusion of youth, persons with disabilities and LGBTIQ+ community. The National Consultant will also be supporting national and regional advocacy and promotion of women’s participation in conflict resolution as mediators

Duties and Responsibilities

  1. Objectives of the assignment

The key objectives of the assignment are to provide technical support to the DNPCC, in partnership with UN Women, to establish the first national mediation network connecting mediation actors in public sector, and to strengthen capacity of the network and other community-based justice actors in providing gender-responsive community conflict resolution and eliminating gender discrimination and behaviors towards women in the processes. Additionally, through the national and regional advocacy events, the assistance will be provided to the DNPCC and the network to promote and increase women’s participation in local conflict resolution as mediators. The support provided through the assignment will contribute to the national Women, Peace and Security agenda.

 

  1. Scope of work and tasks

Under the overall guidance of the Head of Office and direct supervision of the Women, Peace and Security Programme Officer, the Consultant will be working closely with the DNPCC and members of the national mediation network. The consultant will be responsible for:

Task I:  Supporting establishment and coordination of the National Mediation Network

  • Support DNPCC to organize consultation meetings with relevant Government institutions and civil society organizations involved in national mediation network, and identify roles, capacity, opportunities, and training needs of the network;
  • Finalise the term of reference for the national mediation network in line with the NAP 1325 (2022-2026)
  • Identify partners for national mediation network those work on Alternative Dispute Resolution in Timor Leste;
  • Coordinate with DNPCC to identify the stakeholders for the launching of the national mediation network; and
  • Provide technical support to the NAP 1325 Secretariat in the NAP 1325 (2022-2026)’s prevention and participation pillars.

 

Task II: Supporting capacity development of the DNPCC, the national mediation network and other key actors in providing gender-responsive community conflict resolution and eliminating gender discrimination and behaviors towards women in the processes

  • Provide technical support to DNPCC and its mediation allies to revise and uniform the gender-responsive mediation guidelines, and case referral system into the web developmen;
  • Coordinate with and provide technical support to the DNPCC mediators at the municipality level;
  • Share and guide the development of gender-responsive mediation guidelines for the network through learning sessions;
  • Develop training materials and provide training to develop the capacity of the national mediation network, including relevant Government institutions and civil society organizations, in providing gender-responsive community conflict resolution; and
  • Collaborate with DNPCC training facilitators to ensure the capacity building to the Government 7-line ministries justice actors and mediators including PNTL Community Police/OPS and CSOs working on ADR, to ensure their mandates, roles and obligations are properly performed in the community-based mediation processes to provide justice and protection for women, and ensure increased coordination amongst the actors in cases referral mechanism.

 

Task III: Supporting advocacy for and promotion of women’s participation in community conflict prevention and resolution in line with the NAP 1325 (2022-2026):

  • Develop workplan, and support coordination with MNEC, DNPCC, the existing regional women mediators network and national mediation network to organize peer-to-peer learning and experience sharing on mediation and negotiation. Promote contribution of women mediators in improving access to justice for all during the COVID-19 pandemic and beyond, and to raise visibility of women mediators in conflict resolution and prevention; and
  • Organize events, including talk shows, to capture the stories of women mediators in national and regional advocacy, and enhance visibility of women mediators participating in community conflict resolution.

 

Other tasks may be included upon request from the Programme Officer or Head of Office.

The total duration of the contract assignment will be 8 months from 22 September 2022 to 31 May 2023.

The reports should be in English language, or with English summary.

Upon receipt of the deliverables and prior to the payment of the installment the deliverables related reports and documents will be reviewed and approved by UN Women. The period of the review is one week after receipt.

  1. Inputs

 

  • The consultant is expected to use her/his own computer.
  • UN Women team will support resource materials, and reference documents as relevant.
  • UN Women will provide logistical support to any organized dialogues or events, such as venues, equipment and stationery.
  • UN Women will cover costs of travel to the districts as needed, related to the assignment, as well as daily subsistence allowance (DSA) as per standard UN rate. UN Women will also provide vehicle for field visits and in Dili upon availability.
  • Cost of mobile phone communication will be covered by the consultant.

  1. Required experience and qualifications

The Consultant should fulfill the following requirements:

  1. Education
  • Master or Bachelor Degree or equivalent (required education in Law, Political studies, Economics, Social Sciences or related fields).

 

 

 

  1. Experience:
  • 4 years with Master degree, or 6 years with Bachelor degree of professional experience in the area of human rights, gender equality, women, peace and security, peacebuilding & conflict resolution, gender based violence, access to justice;
  • Experience in working with and providing technical support to the Government of Timor-Leste (Ministry of Interior, and the Authority for Civil Protection) and civil society organizations, including facilitation of consultations, meetings and trainings; and
  • Experience in monitoring and evaluation.

 

  1.  Language and other skills:
  • Proficiency in oral and written in English and Tetum languages, knowledge of Portuguese is an advantage; and
  • Computer literacy and ability to effectively use office technology equipment, Internet and email.

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

 

  1. Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
