- Background and context:
The Saudi Vision 2030 emphasized the role of urban planning and management as fundamental for city prosperity. In fact, Saudi cities have grown significantly in recent decades to accommodate about 82% of the total population. Although this urban growth has been accompanied by the steady development of advanced infrastructure, it poses daunting challenges to service provision across the vast areas in 13 regions. Along with this, the Sustainable Development Goals (SDGs)can provide a robust framework for local development policy. In this respect, local and regional governments can support the achievement of the SDGs.
A key result sought by the Project is strengthened institutional capacity and coordination of MOMRAH Deputyship of town planning with relevant institutions working on urban planning mandates. That will depend primarily on communication and establishment of systems but also on fostering partnerships. The partnership with the different central, regional and local stakeholders will be one of the key outcomes of the Project, which will concomitantly enable MOMRAH to play its regulator role and phase out from provision. The Project will build on lessons learned and develop tools to scale up. The Project will also draw on UNDP and UN-HABITAT extensive networks to foster partnerships between countries and institutions.
This project has been designed to boost the capacity of the Government to achieve the objectives of the National Spatial Strategy (NSS)along with their alignment with the Vision 2030. The project which will be implemented by UNDP jointly with UN-Habitat envisages the support to the NSS implementation Office established inside the deputyship of town planning with specific focus on the following outcomes:
- Improved capacity for the Implementation of the National Spatial Strategy (NSS) 2030.
- Improved access to urban data between line ministries in NSS2030 platform.
- Improved localizing sustainable urban development at national, regional and local authorities.
In addition to these outputs, the project is designed to provide advisory services in novel areas of interest to the urban planning and management sector. The project, based on available budget, will provide technical assistance to various activities operated within the deputyship of Town Planning including the emerging urban planning issues within the deputyship mandate.

- Scope of Work: Tasks and Expected Deliverable
The specific tasks of the Advisor will include the following:
- Assist the Deputy Minister in harnessing a high-quality and high impact consultancy to support the Deputyship mandate in urban transformation of Saudi Cities and regions ;
- Advise t the Deputy Minister in Strategic decisions with focus on improving the quality of life in the Saudi Cities through evidence-based analysis
- Put in place and manage the quality control of the outputs of the different initiatives of the Urban Transformation Program and harmonize the outcomes of initiatives included in the program .
- Produce reports and concept notes on emerging urban planning issues related to sustainability, mobility, resilience, urban economy .
- Advise on issues pertaining to city management and propose and manage in some cases the engagement of city stakeholders for result-oriented delivery of key urban transformation outcomes.
- Propose urban solutions that are innovative and pragmatic to up-lift the visual appeal of Saudi cities.
- Manage the set-up and implementation of a logical framework to roll up the design guidelines and Urban Codes being drafted for Saudi regions and cities for local government .
- Perform other relevant tasks as required by the deputy Minister. Such as Terms of Reference, concept notes , Project implementation plans , Reports on program and project activities and advisory input as required .
- Institutional Arrangement
The advisor will be working directly with the Deputy Minister of Urban Planning under the overall supervision of the UNDP Chief Technical Advisor (CTA) in MoMRAH.
- Duty Station
This assignment will be based in Riyadh, Saudi Arabia.
- Scope of Price Proposal and Schedule of Payments
All proposals must be expressed in a lump sum amount. This amount must be “all-inclusive”. Please note that the terms “all-inclusive” implies that all costs (professional fees, living allowances, communications, consumables, etc.) that could possibly be incurred are already factored into the final amounts submitted in the Proposal.
Payments shall be made to the expert upon successful completion and certification by UNDP that services have been satisfactorily performed, based upon the actual number of working days.
Payment shall be made as a deliverables-based lump sum payment, to be paid in instalments. The schedule of payment will be distributed upon satisfactory submission of the deliverables listed in the table hereunder:

Fluency in both spoken and written English, Arabic language is a plus.

Education:
- At least Master’s degree in Urban Development, Urban Planning, Urban Design, Urban Management, Economic planning (cities) or related other urban related fields. Phd is an asset
Experience:
- At least 15 years of demonstrated experience in leadership , urban planning and design, urban development programs, implementation of urban programs and urban plans ;
- At least 10 years of experience in working on issues related to urban development such as Urban Design, Economic urban regeneration, Urban Governance, Regional and local master plans Detailed Spatial frameworks , preferably with practical experience in working on national, regional and local levels;
- Previous professional experience in working with the public sector for national or/and sub-national level ;
- Knowledge of the local and regional context particularly in the field of Urban Planning, Urban design, livability, sustainability ( social, economic and environmental )
- Technical expertise and know how in policies, strategies and programs for compact, socially inclusive, better integrated and connected cities
- Experience in Development planning processes, Urban Governance and. Geographic Information systems
- Knowledge of advanced Urban analysis tools, Spatial Frameworks, mobility and urban resilience is an advantage
- Knowledge and experience in localizing and mainstreaming Sustainable Development Goals (SDGs)
For purposes of generating Offers whose contents are uniformly presented and to facilitate their comparative analysis, it is best to recommend the preferred contents and presentation of the Offer to be submitted, as well as the format/sequencing of their presentation. The following documents may be requested:
- Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP.
- Personal CV or P11, indicating all experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
- Financial Proposal that indicates the all-inclusive total contract price, supported by a breakdown of costs, as per template provided. The terms “all-inclusive” implies that all costs (professional fees, travel costs, living allowances, communications, consumables, etc.) that could possibly be incurred are already factored into the final amounts submitted in the Proposal. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial Proposal submitted to UNDP.

Step I: Screening and desk review:
Individual consultants will be evaluated based on the following methodology.
Technical Criteria (CV review and Desk Review/Interview optional) – maximum 70 points. Only candidates who obtained at least 70% of points from the CV desk review (who will score at least 49 points) will be considered for the next stage of evaluation, i.e. financial evaluation.
Applications will be first screened and only candidates meeting the following minimum criteria will progress to the pool for shortlisting:
- Educational qualifications: At least Master’s degree in Urban Development, Urban Planning, Urban Design, Urban Management, Economic planning (cities) or related other urban related fields. or environment sciences, or similar field.
- At least 15 years of demonstrated experience in leadership , urban planning and design, urban development programs, implementation of urban programs and urban plans ;
- At least 10 years of experience in working on issues related to urban development such as Urban Design, Economic urban regeneration, Urban Governance, Regional and local master plans Detailed Spatial frameworks , preferably with practical experience in working on national, regional and local levels;
- Previous professional experience in working with the public sector for national or/and sub-national level ;
- Knowledge of the local and regional context particularly in the field of Urban Planning, Urban design, livability, sustainability ( social, economic and environmental )
- Technical expertise and know how in policies, strategies and programs for compact, socially inclusive, better integrated and connected cities
- Experience in Development planning processes, Urban Governance and. Geographic Information systems
- Knowledge of advanced Urban analysis tools, Spatial Frameworks, mobility and urban resilience is an advantage
- Knowledge and experience in localizing and mainstreaming Sustainable Development Goals (SDGs)
- Desired additional skills and competencies
- Knowledge of radar meteorology is an added advantage.
- Experience in international publication (not less than 5 peered) on weather modification, cloud seeding and related issues.
- Knowledge of environment issues in Saudi Arabia is an asset
- Work experience on organizing training and workshops.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.
UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal. Financial proposal – Maximum 30 points
PRICE PROPOSAL AND SCHEDULE OF PAYMENTS The contractor shall submit a price proposal as below: The total professional fee shall be converted into a lump-sum contract and payments under the contract shall be made on submission and acceptance of deliverables under the contract in accordance with the schedule of payment linked with deliverables. Financial proposal should include all relevant cost (consultancy fees, all envisaged travel costs, living allowances, etc.). |
Financial evaluation - Total 30% (30 points)
The following formula will be used to evaluate the financial proposal:

p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal
µ = price of the lowest-priced proposal
z = price of the proposal being evaluated
