The United Nations Development programme in Indonesia works as a team to develop the best strategy to respond to national needs and plans, building on agency asset. To support its operations, HR UNDP Indonesia is opening vacancies for roster of qualified personnel to be based not only in Indonesia but also in other areas as required. Candidates will be assessed by UNDP Human Resources  team for particular type/level of function

Under the supervision of the Project Manager, the Project Clerk supports the Project implementation. The main role is to support services for projects under his/her portfolio while ensuring quality of project outputs are delivered in line with the agreed result country programme and in compliance with  UNDP procedure. The incumbent also will support the administration and coordination with project stakeholder to strengthen the  project.

The main outputs of this proposed project are:

  1. Support administration arrangement and reporting for project team program implementation 
  2. Manage coordination on procurement process for the project implementation
  3. Support correspondence with project stakeholder

The Project Clerk (Admin)  work in close collaboration with programme team, operations in the CO, technical advisors, experts, Government officials, and other relevant stakeholders to successfully implement the project in the national and field site.

Duties and Responsibilities

1. Support the project team to ensure effective project planning and implementation focusing on achievement of the following results:

  • Compiles, summarizes, and presents basic information/data on specific project and related topics or issues.
  • Implement project standard operating procedures in line with the government and UNDP’s regulations;

2. Provides administrative support to the Project Management Unit focusing on achievement of the following results:

  • Provision of general office assistance such as response to simple information requests and inquiries; reviews, logs and routes incoming correspondence;
  • Provision of clerical admininstrative work  to  process and follow-up on administrative actions, e.g.payment, procurement,recruitment, travel, absence management
  • Support in updating database of counterparts  and administrative support for data collection for gender mainstreaming at project level.
  • Support the administration related with preparation of work plans, report from various meeting.

3. Support knowledge building and knowledge sharing focusing on achievement of the following results:

  • Participation in the trainings for the operations/ projects staff.
  • Contributions to knowledge networks and communities of practice
  • Ensure active participations for learning and knowledge sharing in gender analysis and gender mainstreaming  

4. The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that:

  • Human rights and gender equality is prioritized as an ethical principle within all actions.
  • Activities are designed and implemented in accordance with “Social and Environmental Standards of UNDP”.
  • Any kind of diversities based on ethnicity, age, sexual orientation, disability, religion, class, gender are respected within all implementations including data production.
  • Differentiated needs of women and men are considered.
  • Inclusive approach is reflected within all actions and implementations, in that sense an enabling and accessible setup in various senses such as disability gender language barrier is created.
  • Necessary arrangements to provide gender parity within all committees, meetings, trainings etc. introduced.

Institutional Arrangement

The Project  Clerk (Admin)  will work under the overall guidance of  Project Manager and will work closely with programmes/project teams and procurement team to support the administrative process of the project and relevant initiatives.

  • Budget Management: Ability to support budgetary aspects of work planning process, drawing and management of team budgets.
  • Procure-to-Pay: Knowledge of purchase-to-pay cycles, concepts, principles and policies, and ability to apply this to strategic and/or practical situations.
  • Gender: Gender mainstreaming.
  • Documents and Records Management: Overall document (hard or electronic) management; registry and retention policy including storing and archiving.

Required Skills and Experience

Academic Education:

  • Bachelor’s degree in Communication, Public Relation, Public Administration, International Relations  or other related field would be preferrable, but it is not requirement  or
  • High school degree with  3 years of relevant experience will be given due consideration in lieu of Bachelor degree

Experience:

  • Minimum three years of professional experience in administrative and financial support for candidate with high school degree and no work experience for candidate with bachelor degree
  • Some experience in support administrative, correspondence, and coordination activities for candidate graduated from high school 
  • No experience is required for candidate with bachelor degree

Required Skills and Competencies:

  • Ability to work in a team
  • Demonstrated keen interest in the work of the UN;
  • Demonstrated the ability to successfully interact with individuals from different cultural backgrounds and beliefs which include willingness to try and understand and be tolerant of different opinions and views;
  • Good inter-personal and communications skills.

Additional Skills and Competencies:

  • Experience in the usage of computers and office software packages (MS Word, Excel, etc)
  • Experience  in managing  online meeting platforms, documentation of paperwork database, photos, and archiving system.
  • Experience working with Government and UN/UNDP procedures would be desirable.
  • Experience in handling of web based management systems.
  • Experience in collecting and summarizing administration report
  • Knowledge and experience to support procurement process for the project implementation

Language:

  • Good in written and spoken English is required;
  • Fluency in written and spoken Bahasa Indonesia is required.
