Antecedentes

The Aspire to Innovate (a2i) Programme builds on the Government of Bangladesh’s efforts to introduce a citizen-centric culture of innovation in civil service to improve service delivery and make services more inclusive, affordable, reliable and easier to access. This project will provide support to establish institutional mechanisms and improve accountability to accelerate SDG achievements in Bangladesh.

This project will have three components:

1. Institutionalizing Public Service Innovation and Improving Accountability

2. Catalyzing Digital Financial Services and Fintech Innovations

3. Incubating Private Sector-enabled Public Service Innovation

The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by ICT Division and Cabinet Division.

Aspire to Innovate (a2i) Programme’ is going to recruit a National Consultant_HD Media who will responsible to develop promotion plan, execution of the plan and coordinate other campaign related issues. He/ She will raise awareness about a2i initiatives in the country, positioning a2i as a trusted and credible partner of Governments digital Bangladesh vision. He/ She will also develop and implement communication strategy for a2i. The Consultant will maintain a close working relationship with Government, development partners and other stake holders for mentoring, guidance and support for key communication tools. He/She will work as part of the Communications & HD Media team to achieve the results outlined below and he/she is responsible for the efficient use of the funds allocated.         

Objectives:

This position is responsible for the promotion of a2i's innovative initiatives and services; works closely with teams to shape the organization’s external image and values, determining the appropriate methods to promote a2i’s product & services. The overall objective of the assignment will be the following:

  1. Understanding the a2i’s vision & research about a2i’s initiatives and create Communication Products to brand and promote a2i’s e-services in National Media through 360-degree campaign, AV contents, Television Shows and social media.
  2. Awareness-raising campaigns to sensitize citizens regarding e-services and overall Smart Bangladesh Vision.
  3. Partnership with Ministries/Directorates and Govt Organizations to publicize National Campaigns and e-service promotions.

Deberes y responsabilidades

The Scope of the assignment would include the following (but not limited to):

1) Ensuring that all communication Products (AV Contents for Social Media and Television of highlighted e-services are well presented, result focus, informative, clear and concise:

  • Works proactively with the Programme Advisor, Project Director and project teams in a concise and results focused manner.
  • Ensure communications products are well presented, results focused, informative, clear and concise.
  • Distribution of informational and promotional materials including success story, audio-visual content, TV / radio advertisements / commercials / infomercials, edutainment/print materials.

2) Developing and implementing a well thought 360 degree campaign plan partnering with Govt, Development Agencies and Private Sector. Ensure greater awareness about a2i e-services in the country and internationally and the impact of its work:

  • Design and develop promotion through proper campaign plan and maintain execution
  • Ensure the usage of appropriate Communication Channels for the Target groups.
  • Develop a key message and customize it for different audiences.  The distribution channel of the message needs to be identified. The role requires the leader to be comfortable with all forms of media and a very effective communicator both inside the group and externally. 
  • Build partnership with Govt Stakeholders.
  • Provide campaign effectiveness, impact assessment & recommendation.

3) Conduct workshops with Ministries/Govt Agencies to create Strategic Communication Plan to promote e-services and branding Smart Bangladesh 2041.

  • Coordinate with a2i internal and other Govt Organizations communication teams.

4) Measuring audience engagement of the campaign

  • Conducting an Ad Score study to measure the success and effectiveness of the campaign.

Academic Qualifications:

Masters degree in Business Administration/Mass Communication & Journalism/Marketing/Public Relation or any other relevant discipline.

Experience:

  • At least 8 years of working experience in communication/marketing area.
  • Where minimum 5 years of work experience in developing and implementing communication/promotion strategy at institution/national level in Development Agency/NGO/INGO and campaign effectiveness report writing skills.
  • Where minimum 5 years of experience in Video Stories/Visual Success stories production.

Supervision and Performance Evaluation.

The consultant will work under the direct supervision of the Policy Advisor, Aspire to Innovate (a2i) Programme.    

Timeframe and deadlines:

 Duration of the assignment will be 60 days over 06 months.

Reports:

The activities done by the incumbent will be regularly monitored by the Policy Advisor, Aspire to Innovate (a2i) Programme.

Duty Station and expected places of travel: Dhaka.

Tentative Payment Schedule:

  • The incumbent will be paid on deliverable basis.

Financial Proposal

Total lump sum:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e., whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel to a higher class, he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs, including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Evaluation of the Candidates: Individual consultants will be evaluated based on the following methodology:

Cumulative analysis: The candidates will be evaluated through Cumulative Analysis method. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  1. responsive/compliant/acceptable, and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for Financial Evaluation.

All technical qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

Recommended Presentation of Offer:

Interested individuals must submit the following documents/information to demonstrate their qualifications.

Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;

  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • Brief description of why the individual considers him/herself as the most suitable for the assignment/Methodlogy.
  • Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided

Suppose an organization/company/institution employs an Offeror and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA). In this case, the Offeror must indicate this at this point and ensure that all such costs are duly incorporated into the financial proposal submitted to UNDP. 

Note: The individual consultant who does not submit the above documents/requirements(which applicable) shall not be considered for further evaluation.
